В статье рассмотрено инициативное бюджетирование (ИБ) как механизм участия граждан в бюджетной политике на местном уровне. Основываясь на параметрах оценки эффективности проектов инициативного бюджетирования, в работе представлены предварительные результаты комплексного исследования институциональной модели электронного участия, описывающей механизм обратной связи в развитии и функционировании систем умного городского управления (в том числе, электронного управления). В связи с этим, был проведен анализ методологий оценки международных проектов ИБ,  изучение предметной области и обзор литературы по тематике исследования.

В результате исследования уточнена первоначальная версия институциональной модели умного города, содержащая элементы инициативного бюджетирования и электронного участия как компонентов обратной связи. Проведен сравнительный анализ международных методологий оценки проектов ИБ; сформулированы выводы; описаны направления дальнейших исследований.
