Российская Федерация отличается значительным разнообразием региональных условий, что порождает дифференциацию территорий по показателям социально-экономического развития. Эти различия требуют учета в стратегиях развития субъектов Федерации и муниципальных образований. В то же время все эти стратегии должны быть направлены на достижение общего ориентира - повышение качества и уровня жизни населения. Сравнительный анализ разработанных и принятых на уровне территорий стратегических документов показал, что этот ориентир не всегда четко обозначен в качестве приоритетного. Это задает направление дальнейшего развития теории и практики стратегического управления территориальным развитием в стране.
The Russian Federation differs in a considerable variety of regional conditions that generates differentiation of territories on indicators of social and economic development. These distinctions demand the account in strategy of development of subjects of federation and municipalities. At the same time, all these strategies have to be directed on achievement of the general reference point - improvement of quality and a standard of life of the population. The comparative analysis of the strategic documents developed and accepted at the level of territories showed that this reference point is not always accurately designated as the priority. It sets the direction of further development of the theory and practice of strategic management of territorial development in the country.
