Одним из основных элементов экосистемы цифровой экономики, в том числе инфраструктуры электронного правительства Российской Федерации, являются федеральные и региональные государственные информационные системы. Только в Санкт-Петербурге, как в субъекте Российской Федерации функционирует 68 ГИС, ограниченный бюджет определяет необходимость рационального их распределения с учетом важности, трудоемкости, влияния на другие системы. Это определяет необходимость планирования распределения затрат городского бюджета на их создание, сопровождение и модернизацию. Задачу определения такого плана можно рассматривать как задачу принятия решений. В статье рассмотрен вопрос разработки обобщенной математической модели оптимального планирования в условиях многокритериальности и неопределенности.</p></abstract><trans-abstract xml:lang="en"><p>Information technology has become an integral part of the activities of authorities. One of the main elements of the ecosystem of the digital economy, including the infrastructure of the electronic government of the Russian Federation, are federal and regional state information systems. Only in St. Petersburg, as in the subject of the Russian Federation, 68 GISs operate, a limited budget determines the need for their rational distribution, taking into account the importance, complexity, impact on other systems. This determines the need for planning the distribution of costs of the city budget for their creation, maintenance and modernization. The task of defining such a plan can be considered as a decision making task.
