Ключевым направлением улучшения ситуации, по мнению авторов, является снижение затрат и перераспределение высвобожденных ресурсов на мероприятия, направленные на повышение качества оказываемых населению государственных и муниципальных услуг. Некоммерческая концессия позволяет объединить усилия, финансы, человеческий потенциал и направить ресурсы на решение приоритетных проблем. Целью статьи является подтверждение гипотезы о том, что использование некоммерческой концессии позволит снизить затраты на финансовое обеспечение образования при сохранении или повышении качества оказываемых населению услуг в данной сфере. Полученные в ходе исследования результаты могут быть использованы для повышения эффективности деятельности систем образования в муниципальных районах субъектов Российской Федерации, а их отдельные элементы будут пригодны для использования в аналогичных целях и в городских округах.</p></abstract><trans-abstract xml:lang="en"><p>In modern conditions, the vast majority of municipalities in the Russian Federation are expe­riencing financial difficulties associated with a lack of incoming financial resources and a con­stant increase in costs. The key to improving the situation is to reduce costs and redistribute the released resources to activities aimed at improving the quality of public and municipal services provided to the population. Non-profit concession allows to combine efforts, finances, human potential and direct concentrated resources to solving priority problems. The purpose of the article is to confirm the hypothesis that the use of non-profit concessions will reduce the cost of providing education while maintaining or improving the quality of services provided to the population in this area.
