В качестве эмпирического материала использован опыт цифровой мобилизации граждан на протестные шествия в городах России (на примере г. Пскова) 23 и 31 января 2021 г.В рамках исследования автором проведено экспертное интервью организаторов митингов, региональных элит, партийных работников, профсоюзного актива. Также проводился мониторинг протестных групп в социальных сетях (ВКонтакте, Telegram, Instagram) на предмет тональности информации и представленных механизмов мобилизации граждан; использовался метод наблюдения за процессом перехода от цифровой мобилизации к коллективным действиям и непосредственно за самими протестными шествиями.В результате проведенного анализа автор приходит к выводу, что социальные медиа являются ключевым каналом коммуникации и консолидации протестной активности, причем социальные сети ВКонтакте и Telegram в российской политической практике играют основную роль. Сделаны выводы о возможности политического управления протестами с помощью информационной стратегии, направленной на купирование негативных информационных ярлыков и медиаповодов в ВКонтакте и Telegram, а также разработки альтернативной протестной повестки.</p></abstract><trans-abstract xml:lang="en"><p>The article examines the ways and methods of digital mobilization of citizens for protest marches in the cities of the Russian Federation (for example, the city of Pskov) on January 23 and 31, 2021. The research issue is the need to understand the system of digital mobilization — from campaigning to the transition to collective, public action.As part of the study, an expert interview was conducted among the organizers of rallies, the regional establishment, party workers, and trade union activists. The monitoring of protest groups in social networks (VKontakte, Telegram, Instagram) was also carried out for the tonality of information and the mechanisms for mobilizing citizens presented. They also used the method of observing the process of transition from digital mobilization to collective action and directly following the protest processions themselves.During the analysis, the author concludes that social media is a key channel of communication and consolidation of protest activity, with the social networks VKontakte and Telegram playing the main role in Russian political practice.
