Екатерина, вступив в должность, занялась реформированием системы государственного управления, проведением таможенной и денежной реформ, приращением территорий Российского государства, увеличением численности населения страны, активно противодействовала мздоимству, занималась воспитанием молодого поколения, подготовкой «новой породы или новых отцов и матерей, нравственно совершенных».
