Одной из наиболее востребованных компетенций для формирования ответа на социальные вызовы является решение сложных проблем, природа и сущность которых требуют совместного осмысления и гибких механизмов решения. Таким социальным механизмом является партнерство, направленное на достижение общих целей и создание общественно значимых ценностей. Целью работы является обоснование возможностей социального партнерства как механизма решения сложных проблем в быстро меняющемся нестабильном мире. Теоретическая база исследования представлена концептами сложных проблем, социального партнерства как сотрудничества сторон, заинтересованных в решении проблем, синергизма. В работе использованы стейкхолдерский подход, метод концептуализации, диаграмма Венна.Результаты. Установлена концептуальная рамка решения сложных проблем, включающая основания, определенные природой и сущностью сложных проблем; требования к субъектам решения и к их ведущим компетенциям, к процессу решения, к оценке результата решения сложных проблем. Сложная проблема как метапроблема, целая система не ясных, плохо структурированных и неоднозначно сформулированных данных, решается акторами-стейкхолдерами, обладающими поливидением проблемы и создающими ценности при разработке интеллектуально-бриколажного решения. В условиях цифровизации в качестве партнера по решению сложных проблем целесообразно привлекать аналитический интеллект.Проанализированы принципиальные возможности социального партнерства для решения сложных проблем как сетевого сотрудничества акторов-стейкхолдеров. Выявлены точки пересечения решения сложных проблем и социального партнерства, определяющие целесообразность совершенствования управленческих процессов, и визуализированы их возможные логические отношения. Обоснован эффект синергии социального партнерства, достигаемый при решении сложных проблем за счет комбинации компетенций, личного и профессионального опыта акторов-стейкхолдеров, интеграции сфер интересов.Установлена целесообразность практики партнерства как социального механизма решения сложных проблем при сотрудничестве между организациями и в рамках предприятия. Обозначены перспективы исследования.</p></abstract><trans-abstract xml:lang="en"><p>The exponential growth of the volume of information, the high speed of changes in all spheres of life define the main challenges of the world: uncertainty, complexity, ambiguity, incomprehensibility. One of the most in-demand competencies to form a response to social challenges is to solve complex problems, the nature and essence of which require joint reflection and flexible solution mechanisms. Such social mechanism is a partnership aimed at achieving common goals and creating socially significant values. The aim of the work is to justify the possibilities of social partnership as a mechanism for solving complex problems in a rapidly changing unstable world. The theoretical basis of the research is represented by the concepts of complex problems, social partnership as cooperation of parties interested in solving problems, synergy. The paper uses the stakeholder approach, conceptualization method, Venn diagram.Results. A conceptual framework for solving complex problems has been established, including the grounds defined by the nature and essence of complex problems; requirements for the subjects of the solution and their leading competences, for the process of solution, for the assessment of the result of complex problems solution. Complex problem as a metaproblem, a whole system of unclear, poorly structured and ambiguously formulated data, is solved by actors-stakeholders who have polyvision of the problem and create values in the development of an intellectual-bricolored solution. In the context of digitalization, it is advisable to involve analytical intelligence as a partner in solving complex problems.The fundamental possibilities of social partnership for solving complex problems as a network co-collaboration of actors-stakeholders were analyzed. The points of intersection of complex problem solving and social partnership that determine the feasibility of improving management processes are identified, and their possible logical relationships are visualized. The synergy effect of social partnership, achieved by solving complex problems through a combination of competencies, personal and professional experience of actors-stakeholders, integration of spheres of interest, was substantiated.The expediency of the practice of partnership as a social mechanism for solving complex problems in cooperation between organizations and within an enterprise is established.
