В качестве ответа на исследовательский вопрос «Какое влияние оказала международная студенческая мобильность между Россией и Германией на формирование “утечки мозгов” из России?» была выбрана качественная методология. Методами исследования выступают сравнительно-исторический метод (философская компаративистика) и метод кейс-стади. Сбор данных опирается на статистические и информационно-аналитические данные, находящиеся в открытом доступе в сети Интернет.</p></sec><sec><title>Результаты</title><p>Результаты. В ходе исследования было выявлено, что международная студенческая мобильность между Россией и Германией носит неравномерный характер: количество российских студентов, ежегодно обучавшихся в Германии с 2013 по 2020 г., почти в 30 раз превышало количество немецких студентов, находящихся в России. Более того, 47% российских студентов, получивших разрешение на обучение в Германии с 2006 по 2011 г., спустя 10 лет все еще находились в ФРГ по разным основаниям, включая натурализацию.</p></sec><sec><title>Выводы</title><p>Выводы. Во-первых, международная студенческая мобильность между Россией и Германией не способствует взаимному обогащению друг друга (то есть «циркуляции умов»), а скорее играет роль в оттоке интеллектуальных ресурсов для первой и прироста квалифицированной рабочей силы для второй, что свидетельствует о развитии феномена «утечки мозгов» из России. Во-вторых, различие в уровне социально-экономического развития и особенностях политической системы в России и Германии могут объяснять высокий спрос на немецкое высшее образование среди российских студентов и, в то же время, бесперспективность и непривлекательность российского высшего образования для немецких студентов. Также в качестве результата исследования автором выдвинуты рекомендации по укреплению технологического суверенитета России, преумножению и сохранению ее интеллектуального капитала.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Purpose</title><p>Purpose. The study addresses the phenomenon of brain drain developing via international student mobility.</p></sec><sec><title>Methods</title><p>Methods. In order to address the research question “What impact has international student mobility between Russia and Germany had on the formation of the brain drain in Russia?” a qualitative methodology was applied with the comparative historical method (philosophical comparativism) and the case study. In terms of data collection techniques, document and Internet-based research was primary used.</p></sec><sec><title>Results</title><p>Results. First and foremost, the research revealed that international student mobility between Russia and Germany is imbalanced: the number of Russian students studying in Germany from 2013 to 2020 was almost 30 times higher than the number of German students coming to Russia. Furthermore, 47% of the Russian students who were permitted to study in Germany from 2006 to 2011 were still there 10 years later on various reasons, including naturalisation.</p></sec><sec><title>Conclusions</title><p>Conclusions. Firstly, international student mobility between Russia and Germany does not contribute to the mutual enrichment of each other (brain circulation), but it rather plays a significant role in the brain drain formation of the former and the brain gain of the latter. Secondly, the difference in the level of socio-economic development and features of the political systems in Russia and Germany may explain the high demand for German higher education among Russian students and, at the same time, futility and unattractiveness of Russian higher education for German students.
