В статье рассматриваются вопросы и проблемы, касающиеся современного развития публичного управления в условиях неопределенности и экономического кризиса, а также напряженной социально-политической обстановки. В работе изучаются основные теоретические подходы авторов к понятию «публичное управление», опираясь на эволюцию основных концепций по данной теме. Кроме этого, в статье анализируются направления развития публичного управления в России. Делаются попытки изучить дальнейшие перспективы развития публичного управления.
Актуальность темы настоящей статьи объясняется тем, что на сегодняшний день вопросы и проблемы, касающиеся развития публичного управления в России, имеют стратегическую направленность, так как в текущих условиях механизмы управления государственной и муниципальной власти являются неэффективными и требуют серьезных изменений.
Также это касается и нормативно-законодательной базы, регламентирующей деятельность органов власти. Она нуждается в изменениях и внесении ряда дополнений. Кроме этого, стоит сказать, что современное общество, находясь на пути трансформации, цифровизации и активного пользования сетью Интернет, имеет возможность задавать вопросы по управлению государством напрямую.
Цель. Изучение основных направлений развития публичного управления в России и дальнейших его перспектив.
Задачи. В ходе исследования решались такие задачи, как: изучение подходов авторов к понятию «публичное управление», выявление основных особенностей и направлений развития публичного управления, определение проблем и перспектив развития публичного управления с учетом сложных кризисных и напряженных условий.
Методология. Включает в себя теоретические методы, метод анализа, метод прогнозирования касаемо перспектив развития.
Выводы. В условиях существующей нестабильности, кризиса и большого числа санкций требуются новые подходы и методы к развитию публичного управления. Это объясняется тем, что ранее действующие механизмы государственной и муниципальной власти не являлись эффективными в полной мере. Также изменений требует и нормативная законодательная база, которая регламентирует принципы управления публичной властью как на федеральном, так и на муниципальном уровне.
This article discusses issues and problems related to the modern development of public administration in the face of uncertainty and economic crisis, as well as a tense socio-political situation. The paper studies the main theoretical approaches of the authors to the concept of “public administration”, based on the evolution of the main concepts on thistopic. In addition, the article analyzes the directions of development of public administration in Russia. Attempts are being made to study further prospects for the development of public administration.
The relevance of the topic of this article is explained by the fact that today the issues and problems related to the development of public administration in Russia have a strategic focus, since in the current conditions the management mechanisms of state and municipal authorities are ineffective and require serious changes.
This also applies to the regulatory framework that regulates the activities of government bodies. It needs some changes and some additions. In addition, it is worth saying that modern society, being on the path of transformation, digitalization and active use of the Internet, have the opportunity to ask questions about government directly.
Goal. Study of the main directions of public administration development in Russia and its further prospects.
Tasks. In the course of the research, such tasks were solved as: studying the authors’ approaches to the concept of “public administration”, identifying the main features and directions of public administration development, identifying problems and prospects for the development of public administration, taking into account complex crisis and stressful conditions.Methodology. It includes theoretical methods, the method of analysis, the method of forecasting with regard to development prospects.
Conclusions. In the conditions of the existing instability, crisis and a large number of sanctions, new approaches and methods to the development of public administration are required. This is due to the fact that the previously existing mechanisms of state and municipal authorities are not fully effective. Also, changes are required by the regulatory legislative frame-work, which regulates the principles of public power management at both the federal and municipal levels.
