Структурированы критерии оценки качества образовательных услуг как институциональные рамки формирования академических программ за рубежом. Рассмотрены предпосылки импортирования и экспортирования академических программ в ряде стран и их перетрансформация в последние годы. Выделены особенности процессов реформирования образовательных систем в мире, а также значение ранжирования магистерских программ, как правило, осуществляемое по пяти направлениям: образовательной, исследовательской, международной, передаче знаний, участию в региональном развитии.</p></abstract><trans-abstract xml:lang="en"><p>The authors study international experience of implementing academic programs of Master training. Criteria for assessing the quality of educational services are structured as an institutional framework for the formation of academic programs abroad. The background of import and export of academic programs in a number of countries and its retransformation in recent years are examined.
