В статье рассматриваются потенциальные возможности и реальное воплощение в современном государственном управлении России реформ, отвечающих критериям системности. От кадрового управления и обеспечения общественного участия автор переходит к рассмотрению реформы механизмов функционирования системы государственного управления. Предпринята попытка применить к этим вопросам положения системной теории, в результате по многим параметрам реформы делаются выводы об имитационном характере преобразований.

The article is devoted to a potential and actual implementation in the system of modern public management in Russia reforms that meet the criteria of system theory. From personnel management and social participation the author proceed to the consideration of the reform of the mechanisms of functioning of public administration system. It was made an attempt to apply to these the reforms models of systems theory, and it was drawn conclusions about the nature of the simulation changes.
