Актуальность данной темы обусловлена необходимостью повышения эффективности управления, основанного на данных, проактивного предоставления услуг и сервисов.В исследовании использованы такие методы, как сравнительный анализ, обобщение, методы наукометрического анализа и качественного контент-анализа научных публикаций. Базируясь на проведенном исследовании, авторы выделяют основные тенденции управления умным городом на основе данных и вызовы в сфере управления умным городом, предлагают меры, направленные на решение существующих проблем и снижение угроз.Так, особое внимание следует уделять вопросам создания защищенной среды для совместной обработки данных, безопасности городской инфраструктуры, ее защите, а также подготовке квалифицированных кадров, способных учитывать уязвимости на этапе проектирования как физической, так и ИТ-инфраструктуры умного города.</p></abstract><trans-abstract xml:lang="en"><p>The aim of the study is to answer the question of how the data economy is changing urban governance, moving from traditional models to data-based approaches, where smart cities become data centers, and data is a key resource for making informed decisions, optimizing processes, and improving the quality of life of citizens. The relevance of this topic is due to the need to improve the effectiveness of data-driven management and proactive provision of services.
