В условиях цифровизации промышленности государства получают новые возможности для управления промышленностью, используя цифровые инструменты протекционизма. Государственные информационные системы промышленности выступают в качестве политической технологии, позволяющей контролировать производство, стимулировать приоритетные отрасли и ограничивать зависимость от иностранных технологий. В статье рассматриваются основные механизмы цифрового протекционизма, реализуемого через государственные информационные системы промышленности, а также их влияние на государственное управление, промышленную стратегию и социальные последствия.

Цель исследования — выявить, как цифровизация трансформирует традиционный протекционизм и какие инструменты государство использует для регулирования промышленности.

Методологической основой исследования выступили концепции цифровой экономики, теории государственного регулирования и промышленной политики. Информационной базой исследования послужили нормативно-правовые акты Российской Федерации, стратегические документы в сфере цифровизации промышленности, материалы Государственной информационной системы промышленности, а также аналитические отчеты международных организаций и научные публикации по теме исследования. Метод анализа включает сопоставление теоретических концепций цифровизации, протекционизма и политических технологий с практическими кейсами внедрения таких инструментов в разных странах.

Результаты исследования позволяют сформулировать рекомендации по оптимизации цифрового протекционизма и его применению в государственном управлении промышленностью. Проведенное исследование формирует вывод, что цифровизация становится ключевым инструментом государственного протекционизма, а используемый при этом инструментарий усиливает управляемость промышленного сектора и способствует обеспечению технологического суверенитета страны.

In the context of industrial digitalization, states are gaining new opportunities to manage industry through the use of digital tools of protectionism. State industrial information systems function as a political technology that enables the control of production, the stimulation of priority sectors, and the reduction of dependence on foreign technologies. The article examines the main mechanisms of digital protectionism implemented through state industrial information systems, as well as their impact on public administration, industrial strategy, and social outcomes. The purpose of the study is to identify how digitalization transforms traditional protectionism and what instruments the state employs to regulate industry. The methodological basis of the research consists of concepts of the digital economy, theories of state regulation, and industrial policy. The information base of the study includes regulatory legal acts of the Russian Federation, strategic documents in the field of industrial digitalization, materials from the State Industrial Information System, as well as analytical reports from international organizations and scientific publications on the topic. The research method involves comparing theoretical concepts of digitalization, protectionism, and political technologies with practical cases of implementing such instruments in various countries. The results of the study allow for formulating recommendations to optimize digital protectionism and its application in public industrial governance. The conducted research leads to the conclusion that digitalization has become a key instrument of state protectionism, and the tools employed in this process enhance the governability of the industrial sector and contribute to ensuring the country’s technological sovereignty.
