Цель исследования заключается в обосновании роли рынка жилья как значимого фактора стратегической оценки социально-экономического положения региона в практике стратегирования, предполагающей выявление приоритетов развития на основе анализа возможностей и ограничений территориальных систем.
Методы исследования включают интегральную оценку социально-экономического развития региона, позволяющую сформировать комплексную характеристику его состояния, а также методы рангового анализа для выявления взаимосвязи между развитием рынка жилья и уровнем социально-экономического развития. Дополнительно применена группировка регионов с построением матрицы соответствия, обеспечивающая переход от стратегической оценки общей зависимости к выявлению структурных различий и типологических особенностей региональных систем.
Результаты исследования показали наличие положительной взаимосвязи между уровнем развития рынка жилья и социально-экономическим положением регионов умеренной тесноты. Установлено, что значительная часть регионов характеризуется согласованным развитием жилищной сферы и общей социально-экономической системы. Вместе с тем выявлены отклонения, отражающие неоднородность развития и наличие различных типов региональных структур.
Проведенный анализ позволил выделить группы регионов с согласованным развитием, а также регионы с опережающим развитием рынка жилья и регионы со структурными дисбалансами. В соответствии с теорией стратегии и методологией стратегирования академика В. Л. Квинта такие различия интерпретируются как проявление нереализованных возможностей и невыявленных угроз, требующих учета при формировании стратегических приоритетов.
Выводы исследования заключаются в том, что рынок жилья выступает не только как отраслевой элемент экономики, но и как значимый индикатор и фактор стратегической диагностики регионального развития. Использование его в системе оценки позволяет повысить обоснованность выбора приоритетов и учитывать внутреннюю неоднородность социально-экономических процессов при разработке стратегии развития региона.
The aim of the study is to substantiate the role of the housing market as a significant factor in the strategic assessment of the socio-economic position of a region in the practice of strategizing, which implies identifying development priorities based on an analysis of the opportunities and constraints of territorial systems.
The research methods include an integral assessment of the socio-economic development of the region, which makes it possible to form a comprehensive description of its state, as well as ranking methods to identify the relationship between the development of the housing market and the level of socio-economic development. Additionally, regions are grouped with the construction of a correspondence matrix, which ensures the transition from a strategic assessment of overall dependence to the identification of structural differences and typological features of regional systems.
The results of the study showed the presence of a positive relationship of moderate strength between the level of development of the housing market and the socio-economic position of regions. It was found that a significant share of regions is characterized by coordinated development of the housing sector and the overall socio-economic system. At the same time, deviations were identified that reflect heterogeneity of development and the existence of different types of regional structures. The analysis made it possible to distinguish groups of regions with coordinated development, as well as regions with advanced development of the housing market and regions with structural imbalances. In accordance with the theory of strategy and the methodology of strategizing developed by Academician V. L. Kvint, such differences are interpreted as a manifestation of unrealized opportunities and unidentified threats that must be taken into account when forming strategic priorities.
The conclusions of the study are that the housing market functions not only as a sectoral element of the economy but also as an important indicator and factor of strategic diagnostics of regional development. Its use in the assessment system makes it possible to increase the validity of priority selection and to take into account the internal heterogeneity of socio-economic processes in the development of a regional development strategy.
