В статье рассматривается государственная политика РФ в сфере обеспечения качества и безопасности медицинской деятельности, системы стандартизации медицинской помощи, анализируется практика применения и характер применяемых в России стандартов оказания медицинской помощи. Методологией исследования выступает сравнительный анализ действующей нормативной и методической базы в сфере российского здравоохранения. Авторами констатируется, что в настоящее время в России не разработано единой методологии управления качеством медицинской помощи, которая в полной мере охватывала бы все его аспекты и могла бы быть применима на всех уровнях ее оказания. По результатам проведенного исследования прогнозируется возможный рост легального сегмента российского рынка медицинских услуг за счет совершенствования системы государственного управления и принятия новых, более эффективных регулирующих документов в сфере здравоохранения.
The article deals with the Russian state policy in the sphere of ensuring the quality and safety of medical activity, medical care standardization system, analyzes the practice of application and the nature of Russia’s health care standards. Methodology of research supports the comparative analysis of the current regulatory and methodological base in the Russian healthcare. The authors stated that currently in Russia is not developed a unified methodology of health care quality management, which would fully cover all of its aspects and would be applicable at all levels of care. According to the results of the study predicted a possible increase in the legal segment of the Russian market of medical services by improving public administration and the adoption of new, more effective regulatory documents in the fiel d o f publi c health.
