В статье подчеркивается, что в современных условиях Организация Договора о коллективной безопасности (ОДКБ) рассматривается в качестве главного межгосударственного инструмента, призванного противостоять региональным вызовам и угрозам военно-политического и военно-стратегического характера. Указывается, что участие членов ОДКБ, включая и Республику Беларусь, в этом интеграционном объединении отвечает их национальным интересам, способствует повышению авторитета на международной арене. Отмечается, что в рамках противодействия невоенным угрозам ОДКБ парламентский диалог можно рассматривать как важнейший инструмент и как эффективный механизм для достижения намеченной цели. В этой обстановке заметно возрастает роль как самой Организации, так и ее Парламентской Ассамблеи, как действенного инструмента «мягкой силы» ОДКБ.
The article emphasizes that at the present stage of the Collective Security Treaty Organization (CSTO) is considered as the main interstate instrument to confront regional challenges and threats of military-political and military-strategic nature. It is stated that the participation of the CSTO member states, including the Republic of Belarus, in this integration association is in their national interests, promotes credibility in the international arena. It is noted that in the framework of countering non-military threats to the CSTO parliamentary dialogue may be regarded as the most important instrument and at the same time as an efficient mechanism to achieve the intended purpose . In this situation, the role of increases markedly as the Organization itself and its Parliamentary Assembly, as an effective instrument of “soft power” of the CSTO.
