Особое внимание уделяется программно-целевому подходу и обоснованию необходимости включения практики патриотического воспитания в систему национально-государственного строительства и гражданского образования. Авторы статьи рассматривают теоретические основы патриотического воспитания и проводят ретроспективный анализ государственной политики в области патриотического воспитания в СССР и России. Анализ целевых ориентиров и системы показателей трех последних государственных программ патриотического воспитания граждан РФ позволяет сделать вывод, что все они имеют несоответствие целевых ориентиров и инструментов достижения цели. Ожидаемые результаты охватывают экономическую, политическую и социальную сферы, в то время как конкретные мероприятия сводятся, в большинстве случаев, к военно-патриотической работе со школьниками и молодежью. Это определяет значимость и ответственность региональной молодежной социальной политики в системе патриотического воспитания в Российской Федерации и приводит к необходимости постоянно совершенствовать нормативно-правовую базу, разрабатывать новые механизмы и повышать эффективность проводимых мероприятий. Программно-целевой подход рассматривается как основа формирования системы патриотического воспитания в Санкт-Петербурге. Авторы подчеркивают, что интеграция патриотического воспитания в программу по обеспечению общественного согласия является маркером комплексной трансформации в данной сфере. Речь идет уже не о патриотическом воспитании per se, как это было в советской и предыдущей российской традиции, но о более сложном формировании патриотизма в контексте национальной и гражданской идентичности. Это отражается в том числе в разнообразии мероприятий, направленных на развитие системы гражданского и патриотического воспитания граждан в Санкт-Петербурге, а также в высоких значениях показателей программы.</p></abstract><trans-abstract xml:lang="en"><p>The article analyzes the state policy in the field of patriotic education. Particular attention is paid to the program approach and the justification of the need to include the practice of patriotic education in nation-building and civic education. The authors consider theoretical bases of patriotic education and conducted a retrospective analysis of the state policy in the field of patriotic education in the USSR and Russia. The analysis of targets and scorecards of the last three state programs of patriotic education of citizens of the Russian Federation leads to the conclusion that they have a mismatch targets and tools to achieve the goal. Latitude expected results covering the economic, political and social spheres, while specific measures are reduced, in most cases, to the military-patriotic work with schoolchildren and young people. This determines the importance and responsibility of regional youth social policy in the system of patriotic education in the Russian Federation and leads to the necessity to continuously improve the regulatory framework, to develop new mechanisms and improve the effectiveness of interventions. Program approach is considered as a basis of formation of system of patriotic education in St. Petersburg. The authors emphasize that the integration of patriotic education in a program to provide the public consent is a marker of a comprehensive transformation in this area. It is no longer about patriotic education per se, as it was in the previous Soviet and Russian tradition, but a more complex formation of patriotism in the context of national and civic identity.
