Способность государства обеспечить свою экономическую безопасность является крайне важным обстоятельством в контексте активных преобразований в стране, нацеленных на повышение уровня ее социально-экономического развития. Автором выделены две концепции понимания экономической безопасности: американская и российская. Рассматривая структуру национальной безопасности, автор выделил восемь взаимосвязанных структурных элементов, помимо экономической безопасности, к ним также относятся: демографическая безопасность, духовно-нравственная безопасность, информационная безопасность, экологическая безопасность, политическая безопасность, оборонная (военная) безопасность и социальная безопасность. Экономическая безопасность государства представляет собой многоуровневую систему, одним из уровней в этой системе является региональный. На уровне региона экономическая безопасность отражает состояние региональной экономической системы. Это состояние должно быть таким, чтобы за счет внутренних ресурсов регион был способен обеспечить требуемый уровень жизни, полную занятость, устойчивость экономического развития, и самостоятельно нейтрализовывать экзогенные воздействия внешней среды. Для оценки состояния экономической безопасности предлагается создать систему критических параметров, которая позволит определить «болевые точки» и общее состояние экономики.
Ability of the state to ensure the economic security is the extremely important circumstance in the context of the active transformations in the country aimed at increase of level of its social and economic development. In a format of the this subject studying of various approaches to definition of economic security created in the latest time and which laid the foundation for modern approaches and instruments of providing economic security is of special interest. Now it is possible to allocate two concepts of understanding of economic security: American and Russian. Considering structure of national security, we can allocate eight interconnected structural elements, besides economic security them also treat: demographic safety, spiritual and moral safety, information security, ecological safety, political safety, defensive (military) safety and social safety. Economic security of the state represents multilevel system, the region is one of levels in this system. Regional economic security represents a condition of regional economy at which at the expense of internal resources the demanded standard of living, a full employment, stability of economic development, compensation of exogenous influences of environment is provided. In the context of administrative-territorial division of our country we understand the territorial subject of the Russian Federation as the region. In modern conditions for ensuring due level of economic security both certain regions, and the country in general it is extremely important to be guided by critical indicators of threats, their such values which achievement predetermines destructive processes in economy. Critical parameters are formed on the basis of estimates of crisis situations and show how profitable or this or that field of activity is unprofitable. Development of critical parameters (threshold values) of economic security, exit out of which limits is a call to emergence of threat of economic security, allows to create the tool for an assessment of a condition of regional economy.
