Государственная программа - это сложный плановый документ. Успех реализации программы закладывается формированием ее содержания. В статье на основе анализа ряда государственных программ рассматриваются позитивные и негативные моменты их содержания.</p></abstract><trans-abstract xml:lang="en"><p>The article is devoted to consideration of a perspective of state programs forming. The state program is a difficult planned document. The success of aprogram implementation is pledged by forming of its content.
