В статье анализируется реформа системы административно-территориального деления в СССР в 1923-1930 гг. Определяется роль окружного звена в системе управления регионом на примере Центрально-Черноземной области, и значение ликвидации округов для судьбы регионального звена - мега-областей.

In the article reform of system of administrative-territorial division in the USSR in 1923-1930 is analyzed. The role of a district link in a control system of the region on the example of Central Black Earth Region, and value of elimination of districts for destiny of a regional link -mega-areas is defined.
