В Санкт-Петербурге, как в городе федерального значения, муниципальное управление обладает рядом специфических характеристик, например, зависимость от органов государственной власти и обобщенное представление у населения о деятельности всех ветвей власти. В этих условиях основным драйвером развития может стать целенаправленное управление внутренней политикой ОМСУ, основу которого составляют современные подходы к подбору кадров и управлению человеческими ресурсами.</p></abstract><trans-abstract xml:lang="en"><p>Institute of Local Government in Russian Federation is a system of local government, which provides citizen’s involvement to decision making of local issues, by referendum, elections and other forms, through elected and other structures of local self-government. In St. Petersburg municipal government has a number of specific characteristics such as the dependence on the public authorities, and generalized perception of the population of the activities of all branches of government.
