Предстоящая в обозримом будущем передача здания-памятника Всемирного историко-культурного наследия, находящего под охраной ЮНЕСКО, - Исаакиевского собора в СанктПетербурге в ведение Русской Православной Церкви - вызвала в российском обществе многочисленные дискуссии и заметные противостояния. Собор входит в состав Государственного музейного комплекса, является жемчужиной мировой культовой архитектуры, оказывается самым посещаемым после Эрмитажа городским музеем, обладает выдающимся выставочным потенциалом, и в нем регулярно проходят церковные службы и ритуальные отправления. Музейные коллекции превышают двадцать четыре тысячи единиц хранения, и они продолжают постоянно пополняться найденными раритетами и восстановленными заново предметами со статусом реликвии, подлежащей охране. Общепринято считать, что с охраной музейных коллекций и сохранностью зданий-памятников дело в стране обстоит крайне неудовлетворительно. В данном случае нет даже приблизительных оценок рыночной стоимости объекта исследования в виде здания-памятника Исаакиевский собор с занимаемым земельным участком, не говоря уже о достоверной страховой стоимости оцениваемого объекта, столь необходимой для возмещения ущерба и понесенных потерь в случае катастрофы, пожара и других стихийных страховых случаев. Museum collections exceed twenty-four thousand items of storage, and they continue to be replenished with found rarities and newly restored objects with the status of a relic to be protected. It is generally accepted that with the protection of museum collections and the preservation of monument buildings, the situation in the country is extremely unsatisfactory. In this case, there are not even approximate estimates of the market value of the object of research in the form of a monument-building St. Isaac’s Cathedral with the occupied land plot, not to mention the reliable insured value of the assessed object, so necessary for compensation of damage and losses in the event of a catastrophe, fire and other spontaneous insurance Of cases.
