В статье дан анализ влияния дестабилизирующих факторов на систему безопасности населения России. Выявлены тенденции и закономерности, доказывающие, что научно-технологические достижения, кроме позитивных свойств, обладают способностью генерировать негативные процессы и вредные факторы в плане безопасности населения. В целях повышения уровня безопасности населения в России предложено в рамках теорий оптимального функционирования и чувствительности разработать политику «быстрого реагирования», реализация которой корреспондируется с задачами развития цифровой экономики.
The analysis of the influence of destabilizing factors on the security system of the Russian population is presented. The authors reveal tendencies and trends that prove that scientific and technological achievements, in addition to positive properties, have the ability to generate negative processes and harmful factors in terms of population safety. In order to improve the level of public safety in Russia, it is suggested, within the framework of theories of optimal functioning and sensitivity, to develop a policy of «rapid response», the implementation of which corresponds to the tasks of developing the digital economy.
