Витте предвидел свою очередную отставку, однако продолжал содействовать своим именем в получении европейского денежного займа, спасая Россию от государственного банкротства. 22 апреля 1906 г. «отец-основатель» Думы и самый успешный министр в правительстве Николая II граф С. Ю. Витте получил царский рескрипт о своей отставке. В 1909 г. открытие памятника Александру III станет последним актом совместной политической деятельности Витте и Николая II. Смерть опального премьер-министра Витте 28 февраля 1915 г. стала для царя «Божьим знаком», настало время жить без Витте.
