В статье рассматриваются вопросы управления проектами и программами социально ориентированных организаций (социальных предприятий, благотворительных фондов). Сделана попытка разработки математической модели управления социальными программами, охарактеризована организация работы социальных предприятий по выполнению целевых программ с позиции теории управления, дана общая схема системы управления реализацией целевой программы социального предприятия. Автором предложена математическая модель системы управления целевой программой социального предприятия и описана астатическая система управления работой социального предприятия по реализации особо значимых программ. Статья является попыткой с помощью математических моделей управления сформировать систему оценки, которая позволила бы адекватно проводить анализ некоммерческих эффектов проектов, реализуемых социально ориентированными организациями.
The article deals with the management of projects and programs of social oriented organizations (social enterprises, charitable foundations). An attempt is made to develop a mathematical model for managing social programs. The process of implementing targeted programs by a social enterprise is characterized from the viewpoint of the theory of management. The general scheme of the management system for the implementation of the target program of the social enterprise is presented. The article proposes a mathematical model of the management system of the target program of a social enterprise and describes an astatic control system for the work of a social enterprise for the implementation of particularly significant programs. The article is an attempt to evaluate with the help of mathematical models what are the non-commercial effects of projects implemented by socially-oriented organizations.
