Статья посвящена процедурам построения стратегии развития муниципальных образований Российской Федерации как в части рассмотрения становления подходов к формированию перспектив возможных перемен, так и в отношении методов, позволяющих определить будущее на основе совокупности стратегически значимых целей, которые формируются по результатам построения целевого конфигуратора.
Цель — сопоставить различные точки зрения на организацию методического обеспечения процесса формулирования самой стратегии и определения ее основного содержания и — в результате — показать авторский вариант алгоритма построения стратегии и наполнения его содержанием стратегических проектов и программ.
Использованы методы построения ментальных карт с включением инструментов анализа ситуации, формирования иерархии стратегических целей и определения основного содержания стратегии развития муниципального образования. Показано, что в научной литературе продолжается полемика об алгоритмах, методах, моделях и инструментах разработки стратегии развития муниципальных образований, а универсальных методик разработки стратегий не выработано.
Определена структура стратегических целей как результат анализа факторов внешней и внутренней среды, действующей стратегии муниципального образования (легальной или нелегальной), как конкретизация видения и миссии, а также как ориентация на эталонные варианты целеполагания в муниципальном образовании. Структура совокупности отмеченных целей позволяет выделить первый уровень иерархии формулировок, ключевые слова которых позволяют составить слоган стратегии развития муниципального образования. Конфигуратор позволяет учесть многообразие целевых ориентаций, что обеспечивает системный результат разработки стратегии, а предложенный алгоритм ее построения открывает возможность организации групповой работы стейкхолдеров, обеспечив логику разработки стратегии и синергию в принятии стратегически важных решений.
The article is devoted to the procedures for constructing a strategy for the development of municipalities in the Russian Federation, both in terms of considering the formation of approaches to shaping the prospects for possible changes, and with respect to methods that allow us to determine the future on the basis of a set of strategically significant goals that are formed based on the results of constructing the target configurator.
The goal is to compare different points of view on the organization of methodological support for the process of formulating the strategy itself and determining its main content and, as a result, to show the author’s version of the algorithm for constructing the strategy slogan and filling it with the content of strategic projects and programs.
Methods for constructing mental maps were used, including the tools for analyzing the situation, forming a hierarchy of strategic goals, and determining the main content of the strategy for the development of the municipal formation.
It is shown that in the scientific literature the controversy continues about the algorithms, methods, models and tools for the development of the strategy for the development of municipalities, and universal methods for developing strategies have not been worked out.
The structure of strategic goals is determined as a result of the analysis of the factors of the external and internal environment, as a result of the analysis of the existing strategy of the municipal entity (legal or illegal), as the concretization of the Vision and the Mission. and also as an orientation to the reference variants of goal-setting in the municipality. The structure of the set of marked goals makes it possible to single out the first level of the hierarchy of formulations, the keywords of which make it possible to draw up a slogan for the development strategy of a municipal formation. The configurator allows taking into account the diversity of target orientations, which provides the system result of strategy development, and the proposed algorithm of its construction opens the possibility of organizing group work of stakeholders, providing the logic of strategy development and synergy in making strategically important decisions.
