В статье раскрывается значение Арктики, как в глобальном масштабе, так и для современной России, отмечается, что современная Арктика является местом концентрации геополитических и экономических интересов не только арктических государств, но и остального мира. В статье проанализирован опыт хозяйственного освоения Севера в период Советского Союза, при этом подчеркнуто, что во многом арктическая политика в СССР являлась продолжением той политики, которую проводила на Севере Российская империя, исходя, прежде всего, из своих экономических интересов.
Большое внимание уделено рассмотрению проблем, вставших перед Российской Арктикой в переходный период (90-е годы XX — нач. XXI вв.), связанных с кардинальными политическими, экономическими и прочими изменениями в жизни страны. Проведен анализ арктической политики Российской Федерации на современном этапе, которая вытекает из того, что сегодня национальные интересы и безопасность нашей страны во многом зависят от развития северных территорий, обеспечения устойчивого развития Севера, что зафиксировано в «Стратегии развития Арктической зоны Российской Федерации и обеспечения национальной безопасности на период до 2020 года».
Значительная часть статьи посвящена вопросам совершенствования системы управления развитием Арктической зоной Российской Федерации. учитывая важность и сложность этой проблемы, связанной со сложнейшей структурой территории, наличием разнообразных субъектов управления со своими специфическими целями и задачами, необходимость обеспечения реальной координации органов власти всех уровней при реализации целей и задач Стратегии.
In the article the value of the Arctic as on a global scale, and for modern Russia, it is noted that the modern Arctic is the place of concentration of geopolitical and economic interests not only the Arctic states, but also the whole world reveals. In the article, experience of economic development of the North in the period of the Soviet Union is analyzed, at the same time it is emphasized that in many respects the Arctic policy of the USSR was continuation of that policy which was pursued in the north by the Russian Empire, proceeding, first of all, from the economic interests.
Much attention is paid to consideration of the problems which have risen in front of the Russian Arctic during a transition period (the 90th years of the 20th century — the beginning of the 21st century), connected with cardinal political, economic and other changes in country life. The analysis of the Arctic policy of the Russian Federation at the present stage which follows from the fact that today national interests and safety of our country in many respects depend on development of northern territories, ensuring sustainable development of the North that it is recorded in “The strategy of development for the Arctic zone of the Russian Federation and ensuring national security until 2020” is carried out.
Considerable part of the article is devoted to questions of improvement of a control system of development by the Arctic zone of the Russian Federation. Considering importance and complexity of this problem connected with the most complex structure of the territory, presence of various subjects of management with the specific purposes and tasks, need of ensuring real coordination of authorities of all levels at realization of the purposes and problems of Strategy.
