Reform of the Russian System of Public Administration According to the System Theory

Abstract

The article is devoted to a potential and actual implementation in the system of modern public management in Russia reforms that meet the criteria of system theory. From personnel management and social participation the author proceed to the consideration of the reform of the mechanisms of functioning of public administration system. It was made an attempt to apply to these the reforms models of systems theory, and it was drawn conclusions about the nature of the simulation changes.
