Features of Activity of Councils as Local Governing Bodies (on the Example of Petrosovet — Leningrad Soviet)

Abstract
In article features of formation of Councils, as local authorities are considered. On the example of the Leningrad city council of deputies of workers activity of Council for the solution of complex challenges of a municipal government is analyzed.
