Abstract

Witte’s resignation in 1903 become overcoming “boyish” fear of Nicholas II of Witte. It was the final act of fight for 1902-1903 of two political leaders - the administrator Plehve with the economist Witte in the St. Petersburg bureaucratic officials. However, replacement of the best minister on weak Pleske has caused some confusion in society. Resignation and release from Witte’s control of actions of “bezobrazovs” has accelerated war with Japan, in January, 1904, «small victorious war” has begun. The participants of a “bezobrazovs” circle who are carried away by the fact that war will end surely with a victory of Russia even at the beginning of war on prospect have prepared the draft of the peace treaty with Japan of which Nicholas II has been informed. In the middle of war, on July 15, 1904 there was a murder of the Minister of Internal Affairs Plehve, the inspirer of a“bezobrazov” circle. Meanwhile, Witte’s hopes for return to big-time politics didn’t manage to come true, he as the last soldier of Alexander III has continued to serve in an honourable field of Committee of ministers.
