Abstract
The article deals with the analysis of the draft Federal law “On normative legal acts”, which is the subject of the wide discussion among specialists. Normative legal acts are the main source of law in Russia. The author offers specific recommendations for improving the project so that the law became necessary guidance to the courts, allowed to correctly identify judicial procedures to challenge acts of normative character, as well as for solving the issue of recognition of such acts by court inactive in case of establishing
