Abstract
The article deals with the circulation of elites, describes the concept of the life cycle of the elite, its content as a tool of political analysis, to determine the spatial and temporal scope of the development cycle. The main result in terms of substantive content of the category «life-cycle of the political elite» is amodel for determining the functional state of the elite in the form of a generalized matrix variable life cycle analysis of the political elite. Abstract
This article addresses the issue of political conditionality reasonably necessary interpretation of international norms in situations of changing geopolitical realities. The intervention in the conflict on the territory of a sovereign state is prohibited by the UN Charter, but international actors argue about the validity of such prohibition of interference due to violations of their common security interests. In the course of countering the use of chemical weapons in the civil conflict in Syria influential international actors formed a new paradigm of intervention, which allows the use of external force to resolve internal conflicts, since the use of chemical weapons, wherever that may be, constitutes a threat to international peace and security. When the visible problem of silence in the regulatory paradigm of the UN Charter exists, however, it allows states to legitimize uses of force by means of the ad hoc creation of a «new» regulation.

Abstract
The article examines the place and role of the National Guard established in April 2016 by the decree of the President of the Russian Federation a year, the system of military security institutions. The problems of its formation and functioning are analyzed in the context of Russia’s National Security Strategy, which states that improving the efficiency of its maintenance is possible due to the perfection of the structure and activities of the federal bodies of executive power, as well as the integrated development of the law enforcement bodies and special services. We also consider the main provisions of the decree of the President of the Russian Federation, dedicated to the creation of the National Guard and its troops, the draft federal law «On the Russian Federation, National Guard troops». It is noted that the National Guard is designed to improve the efficiency of counteraction to extremism and terrorism , both within the state and outside it , which is especially important in the conduct of “hybrid warfare”. It determines the value of such institutions operating in other countries. Reins analysis of the main tasks and responsibilities of the newly created Institute, within which it is possible to ensure the military security of Russia, particularly in the martial law regime and other special legal regimes. It provided a number of problems associated with the creation of a new institution: the need for a clear division of powers and tasks with other law enforcement agencies, making certainty in the terminology related to the national security sphere. It is concluded that the creation of the National Guard opens new possibilities in the field of military security of the country.

The article deals with electoral standards of the Commonwealth of Independent States, established by the Convention on the Standards of Democratic Elections, Electoral Rights and Freedoms in the states - members of the Commonwealth of Independent States; It noted the relationship of the principles of electoral law and legal election standards; presented legal electoral standards, ensuring a uniform understanding and application of the principles of universal, equal and direct suffrage, as well as the principles of obligation and periodicity of elections. The peculiarities of the legal regulation of the principle of universal suffrage in the constitutions of states - participants of the Commonwealth of Independent States.

Abstract
The continuation of the article discusses the principles and methods of constructing hybrid model multivariate index analysis treatment of tangible assets on the example of retail trade enterprises. Analysis of the time and speed of the current assets held in respect of the current inventory storage for uniform positions of the group range shoe department of the economic entity. Separately were built time model and the turnover rate. And the final stage, the crossing using the index procedure was constructed v|t-model, which comprises five separate signs factors. For each of Rounds signs factors hides its standard statistical measure, which is traditionally carried out by an economic analysis based on defined goals and objectives, both in enterprises and for special applied research. These indicators serve as indicators of the financial condition of any economic subject, are comparative characteristics in assessing the competitiveness of the subject in the commodity markets and can be used to assess the market value of the business. The resulting model is verified, it held on reliable calculations. The model opens up new horizons of financial and economic analysis of movement of material assets of the enterprise, and allows you to put together a comprehensive study the parameters of speed and time of commodity circulation. The latter is complicated, and it is sometimes even impossible, in multivariate econometric models in connection with the phenomenon of multicollinearity signs factors. This circumstance makes it promising for the first time built a similar hybrid model for solving the problems of short-term forecasting, and for the purpose of operational planning of material circulating assets.

Abstract
For Russia the relations with Japan both during the Soviet period and after the collapse of the USSR and formation of the Russian Federation were and remain a subject of considerable economic interest. Communications with Japan have for the Russian Federation special value as on the format they are allocated from general system of the international relations of the Russian Federation with the states of the Pacific Rim. Their feature is that despite fixed finding of Japan in group of the main trade and economic partners of Russia, the interstate relations, owing to the remaining World War II of a territorial problem which isn’t settled after the termination, keep difficult nature . To a certain extent negative impact on commercial ties between two countries is exerted by consequences of «cold war» during which the countries were in the conflicting military-political groups. The main objective of article - identification and assessment of tendencies of a trade and investment cooperation between two countries, and also determination of the problems interfering their development.

In the article the analysis of the inclusion of migrants to labor activity taking into account the real needs of the labour market and targeted approach to their recruitment, as well as revealed an effective mechanism for attracting labour migrants in accordance with the real needs of businesses in the form of organized recruitment of foreign workers that can be used in regions with low employment potential. Author reviews history and modern regulation of cryptocurrencies in the major economies in Europe and beyond. The role of bitcoin and block chain technology is being questioned in the article as author claims this technologies to be something more than a simple IT innovation, but a social hook for further development and political engineering. Author examines current legal regulation and its possible advancement and tries to compare certain results in this field with Russian expertise.

Abstract
Nicholas II tried to keep the state order existing at his father Alexander III, however the first years of his board were marked by acute shortage of activity of the government. Many years only the Ministry of Finance led by S.Yu. Witte successfully functioned. Nicholas II has paid the attention to activity of the Ministry of Foreign Affairs and together with the minister, M.N. Muravyyov initiated in 1899 convocation of the International Hague conference of the world for carrying out peace policy in Europe. Through the Ministry of Internal Affairs, there was a transformation of the political relations between autocracy and the public towards liberalization (search of new forms of interaction of government institutions of management to territorial institutions). S.Yu. Witte and Nicholas II’s relationship is a ball of moral, ethical, political and economic relations, despite a difference in views, for both in the center of their interests there was a State and Autocracy.

Abstract
The article is devoted to the analysis of a role of organized young people in the humanitarian sphere acting against the background of new objective tendencies of rapprochement, and the destructive phenomena between the countries of the former Soviet Union. Prerequisites of some aspects of formation of organized young people in sociohistorical conditions, and a role of its certain participants in the development plan for humanitarian cooperation in the region are considered. Abstract
The article is devoted to a question of how when determining a strategic way of development of our country and forming versions of the solution of the developed crisis situations the political reports and drafts of program and strategic documents taking into account opinion of expert community defining the future of the country began to take the important place. This dialogue results from the institutionalized interaction of civil society with public authorities in questions of formation of consensus on the main priorities of social and economic development of the state. From the point of view of a structural and synchronic, functional research of the matters causes concern of a problem of subjective neglect about some experts and a number of heads about data, including statistical which scrupulously gather various institutes of the government. The article can be recommended for use in work of profile and expert community by consideration of the questions connected with expert maintenance of preparation and adoption of political decisions in the sphere of public administration.

Abstract
The article represents the first of 30 chapters of the book «Ambition and Reality: Austria’s Foreign Policy since 1945», translated from German into Russian. The book is devoted to the analysis of the foreign policy of Austria since the end of the Second World War up to present time. Being the first fundamental research in this field in recent times , it is of higher value also because it shows the actual vision of Austrian diplomats F. Cede and K. Prosl (both authors had been working for many years in the Austria’s Foreign Ministry). In the first chapter are explained the core ideas related to the foreign policy of the country: changing of the Austrian neutrality concept and the state sovereignty after the EU entry, new prospects for Austria in the framework of Common Foreign and Security Policy, the role of mass media, Austria’s foreign policy strategy, mission of Austrian consulate, interaction of foreign and domestic policy as a global trend, etc. The authors’ vision of the main orientation points of the Austria’s foreign policy is also shown in the article.
