Abstract
The article deals with the problems of forming a modern model of the state’s economic development. The characteristic of the content of protectionism as a model of state regulation of the economy is given. The origins of protectionism are considered. The experience of protectionist measures in Great Britain, Germany, the USA and Russia is considered. The rationale for applying the protectionist decisions of F. List, A. Hamilton, H. C. Carey, S. Witte is analyzed. The features of state protectionism in countries with developed and developing economies are demonstrated. The strengthening of protectionism in the behavior of modern states is due to various reasons. Various forms of protectionism appear because of the variety of public police tasks, methods and implementation. Protectionist intervention is seen as a temporary measure, as in the long term it deprives the economy of the potential for selfdevelopment, leads to a decrease in competitiveness, affects pricing and living standards of the population. One of the reasons for the spread of protectionism is the policy of transnational corporations. They seek to preserve the position they have won in the world economy, including through measures of protectionism. The choice of the protectionist model of economic growth in emerging economies is currently most influenced by the development trends of the world economy. These trends do not allow developing countries to rely on commodity models of economic growth. Modern protectionism can be considered as a definite paradigm of economic development. The main feature of modern protectionism (neoprotectionism) and its difference from classical protectionism consists not so much in the application of measures to protect the domestic producer, but rather in protecting the market, the state of which the consumer estimates. Protection in modern conditions continues to be significant, because the national economy will develop faster and more efficiently to adapt to the global economy with reasonable use of instruments for protecting national interests.

Abstract
The article considers the manipulative potential of the Internet as a derivative of such elements of its information resource potential as: information resources, methods of ensuring their accumulation, safety and effective use; information and computer and telecommunication technologies; information and telecommunication infrastructure (technological network environment of data transmission and processing); system of computer education and training and some others; developed information and telecommunication infrastructure (technological network environment of data transmission and processing) providing global access to information resources. It is shown how the constituent elements of this potential affect the principles of information and political manipulation, summarized in three groups: the main principle, the methodological principles, which include: the principles of reliability (“60 by 40”), entertaining, reliance on the “effect of habituation”, reliance on the effect of “clean Board”, emotional resonance, contrast, the effect of presence, forcing the situation of fear and uncertainty and organizational and technical principles, which include: principles of efficiency (timeliness), multi-channel continuity (sequence).), adequacy of the political situation, differentiation (selectivity), feedback, strict secrecy, secrecy and centralization and coordination of actions. It proves that the Internet possesses high manipulative possibilities at their careful planning and the choice of time of the performance.

Abstract

The purpose of the study: to identify the features of perception of state of the Eurasian ideology.

Research methods: combination of civilizational and institutional approaches, chronological, problem-theoretical, historical and comparative, systemic.

Results: created the concept of a General perception of state of the Eurasian ideology.

Conclusions: Eurasians developed the theory of a perfect state, where power would belong to an elite that knows the divine principles.

Abstract
The article deals with the development of the economic base and tax potential of highly urbanized regions of Russia, which are formed in the zones of influence of the largest cities. The example of St. Petersburg analyzes the problems of the growth of the revenue base of territorial budgets, examines the tasks of the city’s economic and fiscal policy. The authors substantiate the directions and mechanisms for a more complete use of the tax potential of the territory, the reduction of the shadow economy, and the receipt of additional sources of budget revenues. Priority directions and city projects are proposed to develop the economic base and increase revenue budgets. Measures are recommended to improve the interaction of authorities with enterprises as business entities and taxpayers. The issues of reducing economic and budgetary risks in the development of regions are described.

Abstract
The article describes the current situation of state regulation of the production and turnover market of alcoholic beverages. The results of application of the liberal model of the alcohol market organization are considered. There are shown data about changes in mortality rates connected with alcohol use, child alcoholism, accidents and injuries in motor vehicle accidents caused by drivers in the state of alcoholic intoxication. The necessity of toughening the conditions of production and turnover of alcoholic beverages is grounded. The characteristics of authority measures on alcohol overuse reduction and prevention of alcoholism is given. The results of increasing the requirements for the production and turnover of alcoholic beverages are considered. Changes in the price, turnover and retail sales of alcohol products have been analyzed. In the article there are also considered the problems of illegal production and turnover of alcoholic beverages, the impact of social background on the abuse of alcohol products, the anti-alcohol campaign consequences in the economy of the regions. The article also gives a description of the measures taken to tighten the requirements for the production and turnover of alcohol products in the Kabardino-Balkarian Republic. The results of measures to limit the production and turnover of alcohol products for the regional economy are presented. It is also stated that there is a lack of reflection of the measures beeing taken to reduce the abuse of alcohol and prevent alcoholism in strategic planning documents.

Abstract

Export of educational services is not only the most important source of economic development of the country, but also the most important indicator of the country’s competitiveness, the degree of its integration into the world community. At the present stage, in the conditions of internationalization of higher education, there is an increase in the export of educational services.

The article presents an analysis of the export potential of the Russian system of higher education, the conditions that contribute to its development. The article presents the dynamics of training of foreign students in Russian universities in different years. The role and importance of export of educational services for the economic development of the country are revealed. The author pays special attention to the priority project «Development of export potential of the Russian education system» approved in 2017.

Abstract
The article considers one of the prospective directions in gas industry — production and consumption of liquefied natural gas. The main goal is to define development of large-capacity liquefied natural gas production in Russia as the strategic priority. The article contains the results of OTSW analysis, which identified the opportunities, threats, strengths and weaknesses of development of this direction in Russia, and also determines the competitive advantages. The author formulates the basic documents of the strategy: mission and vision. Also the author underlines the importance of the adequate use of the funds received from the sale of LNG as an investment in the long-term development of human capital.

Abstract
The article describes Arctic zone and the significance of its resources for the Russian Federation and foreign countries. The basic strategic documents of the Arctic zone are listed. Priority projects for the development of the Arctic zone are considered. The reference zones of development in the Arctic and the influence of their formation on the macro region are analyzed. Areas of the main projects implemented or planned for implementation in the Arctic zone of the Russian Federation in percentage terms are presented. The state program of the Russian Federation «Socio-economic development of the Arctic zone of the Russian Federation», stages of implementation are considered. The main events of the VII International Forum «The Arctic: the present and the future» are revealed. The characteristic of the Northern Sea Route is given, its social and economic efficiency for the Russian Federation and the regions of the North is justified. The Northern Sea Route and the Southern Sea Route are compared. The criteria for increasing the carrying capacity of the Northern Sea Route are given. Areas of funding for improving the infrastructure of the region are indicated. The problem directions of the Northern Sea Route development have been identified: financial support for Northern Sea Route rehabilitation projects, political confrontation and a lack of qualified personnel. The characteristic of professional standards and their benefits for the enterprises of the region is presented. Recommendations are given on involving people in production and in the region.

Abstract
The concept of e-migration is an innovative project of the Council of Young Scientists, and the Center for the Development of Mechanisms of e-democracy at the North-West Institute of Management RANEPA (hereinafter referred to as CDMED). The concept of e-migration is based on the principles and ideas of e-democracy, formulated in the framework of a large-scale research project of the CDMED, the results of which are recognized at the Russian and international levels. Approbation of the project was carried out within the framework of speeches at various conferences and and cooperation with the Interparliamentary Assembly of the CIS member states. The main goal of the project is the creation of a single information and legal «space of trust» for migrants in the space of Russia and the CIS. Currently, the issues of migration and harmonization of interethnic relations are among the key issues on the current agenda. There is an objective crisis of trust between the authorities and migrants, there are no effective mechanisms for social adaptation and integration of migrants in the socio-cultural and legal space of Russia. There are also problems with finding and obtaining information about the legal status. New information and communication technologies allow effective remote communication, information and training of migrants. The Internet can provide fundamentally new mechanisms and opportunities for migrants, including remote social and legal adaptation of migrants planning to enter the territory of the Russian Federation. Information and legal education in an accessible form based on the principles and ideas of medical education should become the main tool for preventing the commission of crimes and offenses, and mass unifying activities involving the media, including sports, a platform for the formation of interethnic harmony and the condition for harmonizing interethnic relations on all levels.

Abstract

The aim of the study: to study the specificity of political struggle in the formation of regional parliamentarism in modern Russia.

Research methods: problem-theoretical, chronological, systemic, historical-comparative.

Results: proposals for the creation of an effective regional parliamentarism have been developed.

Conclusions: at this stage of development, regional parliamentarism is in the process of formation. However, some trends, in particular the use of corporatism mechanism, adversely affect the effectiveness of the system.

Business diplomacy is one of the forms of people’s diplomacy and is defined as an informal negotiating activity of individuals and legal entities independent of governments. Abstract

Effective functioning of the banking system is a prerequisite for the development of market relations in Russia, which objectively determines the key role of the Central Bank in regulating banking activities. Banks form an integral part of the modern money economy. Their activities are closely related to the needs of production. Being in the center of economic life, serving the interests of producers, banks mediate the links between industry and commerce, agriculture and the population. Banks are an attribute not of an individual economic region or of any one country. Their sphere of activity has neither geographical nor national borders, this phenomenon, which has tremendous financial power, considerable monetary capital.

In recent years, the Russian banking system has experienced a period of purification. The number of financial and credit organizations in Russia is declining every year, and it is not just about small banks, but also about large banking institutions. A difficult period in the work of Russian banks is connected not only with the difficult economic and foreign policy situation in Russia. The regulator, represented by the Central Bank of the Russian Federation (hereinafter referred to as the Central Bank of the Russian Federation), pursues a strict policy of consolidating the banking sector through various mechanisms: revocation of the license, rehabilitation of troubled banks, through the «Banking Sector Consolidation Fund». In view of the constant reduction and consolidation of Russian financial and credit organizations, the issue of studying the dynamics of the number of the Russian banking system is becoming topical.

The purpose of the study is to determine the dynamics of the development of the Russian banking sector, and also to build a forecast of the number of financial and credit organizations until 2025.

In the course of the research, general scientific methods of management theory, expert, statistical and comparative analysis were applied.

The article analyzes the number of Russian financial and credit institutions and regional binding, as well as the methods of reorganization used. The current dynamics of the development of the banking sector, its tendency to consolidation, the forecast of the number of Russian banks is revealed.

Abstract
The global trend of the world development is the strengthening of the strong-willed ICT usage processes as one of the driving forces for public administration refines. The electronic services sphere of the legislative and executive state power and administration bodies happens to be one of the basic components for organizational and technical system in the digital economy. Successful implementation of e-government development initiatives in Azerbaijan will help to reduce the volume of the shadow economy, the current level of which is the highest in the world. The article considers the initiatives of Azerbaijan Republic in e-government concept implementation. Necessity of further ICT development as a priority branch for countries sustainable progress and as the provision for the increasing demands of the society for ICT services and products as well as the growth of ICT implementation in all levels of the public administration and in the local authorities is substantiated as the main conclusion by author.
