After more than  40  years of reform and  opening up,  China  has  always  insisted on  promoting reform on  the   track of  rule  of  law,  following  the   path of  socialist rule  of  law  with  Chinese characteristics and  realizing the  modernization of  state governance. The  experience of  China’s  systematic reform in building  the  rule  of law is mainly  reflected in three “combinations”: first, it insists on combining external “people’s supervision” and  internal “self-reform”; second, it insists on  combining rule  by  law and  running the  Party  with regulations; third,  it insists on combining top-level system design and  “crossing the  river  by feeling the  stones”.

The recent events related to the crisis of political power in a number of states in the post-Soviet space and the desire of their governments to destroy the established economic ties with the Russian Federation lead to local sectoral crises, inflation and a slowdown in the growth of gross national product. Objective requirements for changing economic processes in the direction of stabilizing the socio-political situation dictate to the leaders of various levels (federal, regional, municipal and commercial), among the strategic tasks, the need to develop and apply an effective set of tools and methods for managing socio-economic systems in all phases and stages of functioning of the national economic complex. The solution of such problems, first of all, involves the formalization and specification of factors related to the economy that can have a negative impact on critical infrastructure, sectors of the economy and processes that are vital for the sustainable functioning of the state. The foregoing determined the purpose of the study — to analyze the concept of national security and build a conceptual structure of risk vectors that have a significant impact on the critical infrastructure necessary for the formation of a country's accelerated development strategy (search and justification of points and poles of national economic growth). In the process of work, the most important processes, from the standpoint of national and economic security, have been formalized that ensure comfortable and safe living conditions for citizens on the territory of the country; the essence of the main, from the point of view of the authors, external and internal risk factors that directly affect both the growth of the economy and the stabilization of relations in society is considered. In order to minimize negative factors, it is proposed to develop a long-term strategy for the rapid development of the national economy with a clear formalization of specific final goals (measurable and achievable) using, as a tool for developing an effective system of interactions, digital twins of control objects. As a methodological basis, it is proposed to use the strategizing methodology of academician V.L. Kvint.

The development of science and technology contributes to the expansion of opportunities for using new ways in various fields of activity — such as remote work, cloud computing, and so on, which makes any activity more convenient and efficient. However, high technologies are not always associated with a positive effect, as new technologies lead to new risks. The article discusses Deepfake technology, a popular artificial intelligence technology, with which it is possible not only to change, but also to fake data, such as images, video, audio. On the one hand, this brings benefits and profits to the film industry, and on the other hand, it can threaten the protection of intellectual property rights. Customs authorities using various technologies need to be prepared to respond to deepfakes. The article is devoted to the issues of taking into account the risks for the customs authorities of countries in connection with the emergence and spread of deepfakes.

An analytical study was carried out aimed at reducing the level of disability of employees of industrial enterprises of the country. It has been revealed that the disability of employees can be a consequence of both various accidents and diseases, including professional ones. An action plan is proposed to reduce the values of disability indicators both in the field of labor protection and medical support of employees. Target corporate programs at industrial enterprises are described. The features of personnel support of work to reduce the level of disability of employees are disclosed. The role of telemedicine technologies in the framework of industrial medicine is reflected. The economic and social effectiveness of the application of the best technologies and practices used in the implementation of the main organizational, medical and socio-economic measures to reduce the disability of employees of an industrial enterprise is shown.

Because of the special history of the development of St. Petersburg, within the territory of the municipality there are both individual historical monuments and complex cultural heritage ensembles, which include many parts of the ensemble, which in turn, are individual historical monuments.

At the same time, while there is a comprehensive approach to the preservation of the heritage of St. Petersburg at the level of state policy, in modern practice facts have been revealed which do not comply with the above policy, and in some cases are of an offence requiring a prosecutorial response. Existing in the current legislation the procedure for identifying objects of cultural heritage is not objective and requires changes.

The authors believe that the vesting the powers of state control and supervision in a single executive body of state power, the lack of authority in terms of control by local self-government and regulated interaction between the federal and regional executive bodies of state power, the imperfection of existing legislation in St. Petersburg leads to the loss of effectiveness in the identification and preservation of cultural heritage of value both at the regional and federal level, which strains the efficiency of the identification and preservation of cultural heritage at both the regional and federal level.

Considering the emerging negative trend, the representative body of local self-government of Svetlanovskoye Municipality of St. Petersburg took municipal response measures, the issues of cultural heritage preservation were considered at the municipal council, and appeals were sent to the authorized authorities and the St. Petersburg Prosecutor's Office.

It became possible after the 2019 municipal elections, which resulted in the election of non-systemic municipal deputies to the representative bodies of local government, thereby forming open councils, to study in detail the specifics of state registration, identification and preservation of cultural heritage, and to find ways to solve existing problems at the level of the municipality. Exercising the powers in the representative body of local government, the actual representatives of the local community were able to study in practice the specifics of the functioning of local government, in the legal field of public authority to make public the issues of the problem field, to identify vulnerable places in the activities of executive power, to take response measures and make appropriate practical conclusions.

The purpose of this article is to provide a scientific substantiation of the necessity of local self-government participation in detection and protection of cultural heritage objects by the example of some separate municipality of Svetlanovsky municipality of St. Petersburg; to search and offer possible variants of local self-government participation in the issue of efficient cultural heritage protection; to study reasons of necessity of local self-government in the new conditions of modern community of St. Petersburg.

On the basis of the study the authors conclude that it is necessary to take specific response measures by the representative body of local government and the state bodies of St. Petersburg aimed at creating the necessary conditions for the effective identification and preservation of cultural heritage in the modern conditions of functioning of local government in the field of culture.

In the article the author summarizes innovative practices related to the creation of a multimedia product. For this goal there were studied various parameters of a multimedia text, hypertext and multimedia tools in the transmission of information were identified. Also, the main trends in the transformation of genre forms and formats of multimedia content were spesified, and finally, the main methods of communication between a journalist and their audience were studied. For our research we interviewed journalists of new media, who told about the impact of innovative practice on changing basic professional competencies and methods of their work on multimedia content.

This article examines the specifics of the blogosphere of the Russian-speaking segment of the Internet, as well as the changes that have occurred in this area after the ban of certain social platforms and their recognition as extremist on the territory of the Russian Federation. The study was carried out using a comparative method and is based on the analysis of the content of blogs in the social networks VKontakte, Dzen, Telegram, selected by a continuous sampling method for the period from February 2022 to October 2022. The blogosphere today is a dynamically and actively developing environment, and blogs are no longer just a channel for broadcasting relevant information, but also a social and communicative phenomenon existing at the intersection of journalism, marketing and political technologies.

The recognition of some popular social networks as extremist on the territory of the Russian Federation has led to a reduction in the income of bloggers associated with a sharp decrease in the coverage of their accounts, as well as the departure of a number of major foreign advertisers from the Russian market. There was a transition of the main bloggers to alternative blogging platforms, as well as the search for suitable forms of content submission for them and attempts to increase the audience. These changes affected not only bloggers, but also the accounts of various state budget organizations operating within the framework of the electronic state presented on the Internet.

Social networks today are turning from platforms for communication and file sharing into digital ecosystems that include many services. Bloggers develop their accounts, increasing the number of subscribers and building up a regular audience and become influencers — opinion leaders, which is actively used by businesses in influencer marketing. To optimize cooperation with media personalities who have their own blogs, representatives of companies turn to influencer agencies, which today provide a full range of digital services, from the idea to its final implementation. The growth of the older audience leads to the fact that the content is “maturing” — more and more serious topics are being raised, the requirements for the quality of content are increasing. The trends of personalization of content and fragmentation of the blog audience are also increasing.

The article provides arguments in favor of the greatest efficiency and significance, both from a scientific and practical point of view, using the strategizing methodology of a foreign member of the RAS, doctor of economics, professor V.L. Kvint. The use of this methodology acquires particular importance and relevance at the present stage of economic development, which can be described as an «extraordinary period». It is shown that the use of this methodology at the regional level in the absence of consensus not only in terms of the key determinants of development, but also in the very definition of «region», determined by the goals and objectives of a particular study, allows aggregating heterogeneous factors of economic and social development, generalizing the ideas of various economic schools, and analyze them through the prism of opportunities and threats for more effective formation of strategic priorities, taking into account the determining factor of time.

The article deals with the issues of the effectiveness of the implementation of state programs and national projects. The requirements for the development and implementation of programs and projects, the structure and changes in the amount of funding are considered. The analysis of the results was carried out and the problems of the implementation of programs and projects were identified. The features of the implementation of state programs and national projects in the field of healthcare are considered. Comparisons were made of the goals of state policy and adjustments in the work of authorities in the field of healthcare. Proposals have been developed to improve the efficiency of financing state programs and national projects.

The development of employment in the region, aimed at improving the quality and standard of human life, is carried out through strategizing. Based on the theory of strategy and the methodology of strategizing V.L. Kvint and taking into account the methodology of strategizing the development of labor resources I.V. Novikova, when developing employment, it is necessary to identify, research and develop the main elements of the strategy, which represent the core block — the Concept of the strategy. In this paper, the mission, vision, strategic priorities and their goals are proposed, corresponding to the strategic opportunities identified by the OTSW analysis with the help of strategic analysis of strategic trends, strategic and statistical analysis of employment of the population of the Amur region, taking into account the coherence of interests and backed by competitive advantages. Being the object of regional strategizing, employment, as a socio-economic category, influences such strategic priorities as ensuring a healthy lifestyle and promoting well-being at any age, quality education throughout life, reducing inequality in the social development of the region, ensuring decent employment and promoting economic growth, etc. The presented Concept of the employment development strategy of the Amur Region makes it possible to effectively use existing opportunities by implementing significant strategic initiatives for the development of the region.
