Abstract
Basis of effective work of local governments is their personnel structure. Efficiency of activity of local governments in many respects is defined by quality of their personnel structure, its ability and readiness for the solution of problems of municipal management in constantly changing and becoming complicated conditions of reforming of system of local government as independent level of management. Authors of article believe that in the conditions of reforming of local government deficiency of the qualified and competent shots is observed. Formation of the highly professional and competent personnel case of municipal service with the corresponding personnel potential, optimization of management of its development is represented essentially important condition of successful realization of reform of local government and the solution of questions of local value. In modern conditions for ensuring quality of life ability of local governments to organize and coordinate functioning of all subsystems of municipality, and also to reveal objectively existing needs of local community for receiving support of the state is decisive. The system of training has to be complex, perspective, obligatory for all employees of local governments.

Abstract
This article explores the problem addressing the process of international rationalization of uses of force in the conduct of foreign policy by states. Behavior of states is to a great extent preconditioned by the existence of an obligation to interpret the rules of international law publicly. Author defines the subject matter of the process of international rationalization of uses of force and the basic missions of it. Additionally the article does evolve the coherence of that process with military doctrine and translated into reality national security strategy.

Abstract
In the article, questions of evolution and applicability of multimodal transportations in international trade are investigated. Problems of efficiency of multimodal transport system and modernization of its three basic elements (commercial practice, administrative requirements and transport infrastructure) are considered. Based on the research conclusions on ways of improvement and development of multimodal transportation of goods are drawn.

In June 2015 in Russia the Federal law, making changes in acting 275-FZ of December 29, 2013 “About the state defensive order” is adopted. In the article some of these changes are analysed, in particular, the principles of bank support of the state defensive order (SDO) are considered and their assessment from the point of view of economic interests of the main participants of performance of SDO getting under action of the above Federal law is given.

Abstract
The article is based on results supported by a grant from the government of the Leningrad oblast of the project “Socio-economic and socio-psychological aspects of life of migrants-compatriots in the Leningrad region: current state and prospects of development”. The article shows the specific use and adaptation of labor migrants in the municipal districts of the Leningrad region. Based on the results of socio-psychological research, the authors analyze the main problems of labor migration in the region and justify recommendations for their resolution.

Abstract
In this paper we propose a dynamic model of one-way migration flow. The model is constructed under the hypothesis that immigration grows when the labor productivity of the recipient country increases in comparison with the labor productivity of the donor country. Theoretical and empirical arguments for subsistence of this rule are presented. Migrant’s remittances are included in the model framework. It is assumed that remittances are used for both consumption and capital investment in the donor country. If the native populations of the recipient and the donor countries are constant, the model is mathematically represented by the third order nonlinear autonomous system of differential equations. The system steady state is found, the economic interpretation of the equilibrium is given. Within the bounds of the model the impact of migration on recipient and donor countries economies is analyzed. Gradual equalizing of the donor country labor productivity with the recipient country labor productivity could be revealed.

Abstract
The article discusses main problems of of preservation of cultural heritage of St. Petersburg included in the List of monuments of federal significance, that guard UN programs. Raised issues of recovery, restoration, protection and professional assessment of the value of real estate, in particular, the example of the city’s Cathedral of St. Isaac’s Cathedral. The connecting node in the article raised issues and questions turned out to be the subject of a dispute with the Russian Orthodox Church on the ownership of urban real estate.

Abstract
This article provides an analysis concerning the position of downshifters in the labor market and social structure of modern Russian society. The specifics of career strategy are also being examined. «Downshifting» is understood as a phenomenon of voluntary downward vertical social mobility, characterised by voluntary long-term change of style in everyday life, which can manifest itself in the change of employment, everyday practices, social and geographical mobility. Within the concept of individualization downshifting presented as destandartised model of biography, implying the rejection of typical for a given society stages, phases of the life cycle. The results of the in-depth interviews with downshifters which were needs to better understand and analyze the «beyond» lifestyle in a consumer society. We focus on two important characteristics of the lifestyle of downshifters: labor organization and financial issues. The results reveal that downshifters is a prime example of non-standard, individualized employment and career. The results of the study allow us to describe the scenarios of the development of life of downshifters after the decision they made and the features of new forms of labor behavior.

The article discusses the types of measures of administrative legal compulsion applied by authorized bodies to the participants of relations in the sphere of securities market, their classification is given, the grounds and purpose of use, highlights the General and specific features of measures of administrative and legal coercion, traces the evolution of the legislation on administrative offences in the sphere of securities market, analyzes the Institute of insignificance of an administrative offence, examined the correlation of administrative fines value of fines established by the criminal code, for committing similar wrongful acts, the necessity of making changes in the system of administrative penalties provided for in the administrative code for administrative offenses in the sphere of securities market.
