POLICY AND CONSTITUTIONAL STATE
Globalization has contributed to the development of economic relations between Europe and the Indo-Pacific. However, after 2011 they were influenced by the American “pivot to Asia” and the shift of US attention from countering international terrorism to rivalry with the “revisionist” powers — Russia and China. In 2019, with the adoption of the US Indo-Pacific Strategy, China became their main regional rival. The rivalry with him provided for the Americans to unite their Asian allies in a network of managed formal alliances, as well as to connect Great Britain and France to solving strategic tasks. On February 11, 2022, a new Indo-Pacific strategy of the United States appeared. This document emphasized the strategic value and increasing role of Great Britain, France, the EU and NATO in Indo-Pacific and set the task of building bridges between the Indo-Pacific and Euro-Atlantic regions. The main role in its solution was assigned to AUKUS, a trilateral military alliance of the United States, Great Britain and Australia, created on September 15, 2021. At about the same time, France, Germany, the Netherlands and the European Union approved their own strategies in Indo-Pacific. They had in common an unwillingness to see China as the main opponent in the context of the US-Chinese rivalry. At the same time, the documents did not indicate that Europe was equidistant from global rivals. On the one hand, being part of the collective West, the EU demonstrated its support to America, on the other, being the most important economic partner of the Celestial Empire, it refused to see it as an existential threat to its security. Against this background, a similar British document published in March 2021 stood out, characterized by a hostile attitude towards China. However, significant differences in the strategies of European countries were offset by their membership in NATO. At the Alliance summit in Madrid in June 2022 the Europeans, together with other allies, proclaimed a strategic course for “systemic rivalry” with the PRC in the context of the interconnection of the security of the Euro-Atlantic and the development of the situation in the Indo-Pacific. With the signing of the NATOEU joint declaration in Brussels on January 10, 2023, there was a further rapprochement of the two Western structures on an anti-Chinese basis, as well as the complete subordination of Europe to the interests of American global policy.
The article is devoted to the analysis of the role of local Internet communities in public and political communication. The perception of modern student youth of the socio-political role performed by local online communities is considered.
The purpose of this paper is to identify the features of an active audience of social media attitude to the idea of the local Internet communities functioning in the context of solving socially significant issues and the sphere of state and municipal government. The aim of the article is to establish the presence or absence of a stable group of users who simultaneously consider local Internet publics and groups, and as a significant and effective mechanism for the development of a particular territory, and an instrument for the implementation of state and municipal policy.
The theoretical basis of the study is the theory of the information society and the concept of “Local Internet Community”. The main empirical method is a sociological survey of student youth. The total sample of respondents is 292 people. The results of the survey have been processed using frequency and cross-sectional data analysis, and the corresponding contingency tables have been constructed.
The results of the survey have showed that the vast majority of respondents agree that local Internet communities help in solving socially significant issues and create new opportunities for direct civic participation in solving such issues. The majority of respondents also has supported the idea that local online communities are an effective tool for implementing state and municipal policies. However, when answering this question, the audience’s opinion has been seriously divided, many survey participants have not agree with this idea or found it difficult to answer. A cross-sectional analysis of the survey data has made it possible to identify the presence of a relatively large group of respondents who are optimistic about the role of local Internet publics and groups both in resolving issues significant to society and in pursuing an effective state and municipal policy. A generalized conclusion has been made about the importance of using local online communities for political and public actors in the performance of their functions.
POWER AND ECONOMICS
In the article we analyze strategic planning documents on the Russian Far East socio-economic development. The study is based on a combination of quantitative methods (e. g. regression and correlation analysis, modeling, average method, index method, difference of differences method, factor analysis) and qualitative methods (document analysis, case study, best practice identification, classification method, SWOT analysis). We proposed an index of socio-economic development and revealed that the activation of the regulation have a multiplier effect in a generally positive impact on the Far Eastern regions development. Forecasting showed that in the medium term, the scenario of moderate growth can be considered the most likely. We developed some proposals to improve the strategic planning documents efficiency. In particular, “point” tools should be integrated to ensure a complex planning. Each planning document should provide for the possibility of statistical evaluation. It is necessary to justify the introduction of new strategic priorities, and monitoring should be carried out not only during the implementation of the document (in actu ), but also after its completion ( ex post).
Relevance and objectives of the research. Consumer research, development of customer profiles of target segments is an important activity of any organization, including the tourism business and tourism administrations. Knowing the target audience allows you to create a value-oriented client-oriented offer of tourist products, plan tourist flows and develop territories. The purpose of this study is to demonstrate how analytical work with digital data on the behavior of tourists and the construction of digital tourist profiles based on the obtained data can be used for the most effective management of the tourism industry in the Russian Federation, as well as the creation of customer-oriented regional tourism products.
Materials and methods. The methodological base of the study was made up of general scientific methods, methods of analysis of secondary and primary data. The following research methods were used in the work: the method of analysis and synthesis, comparison and generalization of information, the method of induction and deduction, secondary and primary marketing research, digital analytical data. The information base of the study was the materials of the Federal State Statistics Service, Penzastat, the Ministry of Culture and Tourism of the Penza Region, documents defining the strategic development of the tourism industry in the Russian Federation, the results of scientific and marketing research of the tourism market, data from the GeoEffect analytical digital platform of the MTS software, authors’ own research.
Results. Based on the data of the GeoEffect digital platform, an analysis was made of the structure of tourist flows in the Penza region, digital profiles of tourists were described, the most popular visiting areas were identified, on the basis of which recommendations were developed for a roadmap for tourism development in the Penza region.
Conclusions . Digital data analytics and building digital profiles of tourists allows the tourism business to take into account consumer behavior in their activities, and tourism administrations to focus the resources of the region on objects and locations that are attractive from the point of view of consumers, forming a value proposition for them.
In conditions of geopolitical instability, the introduction of a huge number of sanctions against our country, conducting foreign economic activity is becoming more and more difficult and expensive. One of the important stages in the international supply chain is customs logistics in terms of customs control, the passage of which is mostly assigned to the logistics operator (customs representative). Every second product today contains intellectual property, and customs authorities have a number of mechanisms to control this complex category of goods. The application by customs authorities of the customs control mechanisms provided for by the customs legislation of the EAEU affects the timing of the release of goods (suspension of the release of goods for 20 working days), as well as the final cost (accounting for license fees in the structure of the customs value of goods). The paper analyzes emerging customs and logistics risks in international supply chains of goods containing intellectual property. The key figure in the declaration of goods is, as a rule, the logistics operator, acting on behalf of and on behalf of the foreign trade participant. However, today the risks of a logistics operator are not taken into account when determining the cost of services for performing operations related to the customs declaration of goods containing intellectual property. The article structures emerging customs and logistics factors in international supply chains of goods containing intellectual property. For this purpose, based on the customs and logistics risks that arise for the logistics operator during the customs declaration of goods containing intellectual property, the consequences of the occurrence of the considered risks for him are determined. A methodology for calculating flexible tariffs for a logistics operator has been developed, including criteria for differentiating tariffs depending on external and internal factors, and correction factors have been proposed.

Currently, in conditions of high risk of the continuation of the pandemic and the introduction of new sanctions, the preservation of both professional health and the working capacity of the working population is of particular relevance. Therefore, it is of great importance to determine the real state of the management system of the process of reducing the disability of the working population of the country’s regions. For this purpose, a socio -logical study was carried out, consisting in a survey using a specially developed questionnaire of heads of government bodies of the regions of the country. The analysis of the results of the study made it possible to identify the existing situation on this problem in a number of regions of the country and systematize both the main factors currently constraining the development of the management system for reducing the level of disability of the working population in the regions, and to determine the type of necessary assistance required by the regions from the federal authorities for the successful development of this management system. The article was prepared as part of the research work of the state task of the RANEPA.
Nowadays, digitalization covers all spheres of life, including the housing and communal services sector. Smart technologies have been introduced in megacities such as St. Petersburg and Singapore for a long time, which make it possible to optimize the management of urban infrastructure and improve the quality of life of residents.
The object of the study is the digitalization of the sphere of housing and communal services in megacities.

The unique solutions of St. Petersburg and Singapore in the framework of the introduction of “smart” technologies in the field of housing and communal services are considered. Based on a comparative analysis of the experience of the introduction of “smart” technologies in the field of housing and communal services in two megacities, the main advantages and disadvantages are identified, and recommendations are formulated to St. Petersburg to improve this area based on the experience of Singapore.
The state of the system of secondary vocational education in the regions of Russia is studied on the basis of an analysis of the quantitative parameters of the specialties/professions for which training is provided. A methodological basis for further research has been developed, including the definition of a priority specialty/profession for the region, based on the calculated index of the revealed comparative advantage, and a mechanism for compensating some specialties by others according to three different scenarios.
The dependences between the share of specialty and the share of regions in which this specialty is a priority are considered, the hypothesis of the relationship between the share of specialties/professions in which the region has a revealed comparative advantage and interregional migration of the population for the age range of 14–19 years, which occurs over education export account.
A hypothesis has been put forward and confirmed that a high proportion of specialties/professions in which the region has a revealed comparative advantage is associated with a low diversification of professions/specialties in the region, which in turn is due not to the real need of the region’s economy, but rather to the unpreparedness or inability of educational institutions region to develop open source software.
The article analyzes the processes of project management in the implementation of social and environmental programs in the Arctic zone of the Russian Federation. Current regulatory and legal acts aimed at ensuring the development of the Arctic zone are considered. The problems of rational environmental management, development of territories with minimal negative impact on the state of the environment and taking into account the environmental situation in the region is identified. State programs for support and assistance to people living and working in the regions of the Arctic zone of the Russian Federation, aimed at economic support, development of a personnel reserve and health preservation, and environmental projects, are analyzed and presented. The priority importance of social and environmental projects to develop infrastructure, improve the quality of life of the population and preserve the primary ecosystem is noted. The use of methods for calculating environmental safety indices and urban environment quality indices of the Ministry of Construction of the Russian Federation when ranking the subjects of the Arctic zone made it possible to identify the most problematic areas in ensuring the quality of life, and, accordingly, priority areas for the development and implementation of strategic projects. The importance of strategic programs and projects to reduce the level of pollutants, to increase the population’s supply of high-quality drinking water in cities and to improve the quality of the urban environment is emphasized to improve the quality of life of residents of the cities of the Arctic region.
HISTORY AND CULTURE
The relevance of the publication is caused, firstly, by the 80th anniversary of the victory of the multinational Soviet people and its Armed Forces in the Battle of Kursk; secondly, by the increasing role and importance of military-patriotic education of the younger generation, which is a barometer of Russian society. Based on archival materials of the Russian Center for the Storage and Study of Documents of Modern History, the Central Archive of the Ministry of Defence of the Russian Federation, the Institute of Russian History, the Military Medical Museum and other archives, materials of front-line and army newspapers, military memoirs of military commanders of the Red Army, such as Marshals of the Soviet Union G. K. Zhukov, A. M. Vasilevsky, I. S. Konev the ideological and political work in the units and formations of the rear support of the troops in the battle of Kursk, the courage and heroism of the rear soldiers who provided the troops with all types of weapons and military equipment, ammunition and fuel, food and equipment are considered.

This article examines extra-institutional mechanisms of youth politicisation. The aim of this article is to analyse the relevance of extra-institutional mechanisms of youth involvement in political processes. Methods. The method of scientific literature analysis was used to achieve the set goal. Results. The main mechanisms of politicisation are considered, a theoretical review of institutions and their role in political life is given. A description of extra-institutional formats of politicisation is given. Conclusions. The study draws conclusions about the relevance of extra-institutional modes of youth politicisation in modern conditions and shows their advantage over institutional ones. In addition, the paper argues that the use of online platforms is an important way to reach young people and engage them in political processes. The paper is intended for professionals and organisations involved in youth policy.
Aim: Identification of the features of the impact of the urban regime dynamics on the transformation of the urban space of Saint Petersburg in the 21st century.
Methods: Quantitative and qualitative methods of sociological research (expert survey, media content analysis, case analysis); math modeling (conversion of the conflict base into quantitative indicators, calculation of the scoring system and spatio-temporal models of the impact of the urban regime dynamics on the urban spatial transformation); mapping; typology.
Results & discussion: Empirical material was obtained on the basis of spatio-temporal models. It demonstrates the features of urban changes in the context of the urban regime dynamics in Saint Petersburg. The urban regime transformation goes from the growth to the progressive regime of the middle class, there was identified new transitional urban regime of situational (tactical) coordination. Urban regime and its impact in different city parts were investigated on the basis of maps.
Conclusions: Ecological and eco-cultural conflicts are relevant indicators of the urban regime dynamics and changes of the urban space. Such features are identified as the expansion of conflict zones of interaction between actors from the center of St. Petersburg to the eastern semi-periphery and periphery. At the same time, the studied processes have a complex, mosaic spatial structure.
