Abstract

The purpose of the article is to study the historical place and role of Russia in the modern structure of the world.

21st century had begun with the well-established opinion that after the collapse of the USSR, the hegemony of the collective West came. Western ideologists began to aggressively impose their vision of the world order on the entire planet, intoxicated by the victory in the Cold War, Washington and its satellites are particularly furious at Russia’s position. The country, which is the legal successor of the Soviet Union, which lost the Cold War, allows itself to pursue an independent policy that runs counter to the interests of the “winners”.

The collective West has unleashed a full-scale hybrid war against the Russian Federation. All this is being done, on the one hand, to contain Russia, weaken it and oust it from the world political arena, up to the dismemberment or complete destruction. On the other hand, as a warning to those states that do not want to join the globalist plans of the United States. Thus, today’s confrontation between the Russian Federation and the collective West should be considered not only, and not so much as a struggle for economic interests, but as a global confrontation between neoliberalism, the unnatural ideas and “values” imposed by it, and the traditional way of life, proven by thousands years of history, on which most sovereign nations are based.

Abstract

From the second half of 2022, there have been noticeable changes in the balance of power in the South Caucasus. Russia’s influence on the negotiation process between Armenia and Azerbaijan has weakened. Western actors (the United States, NATO, the EU, France) managed to oust it in regional politics, strengthen their positions on mediation and arbitration. In a certain way, this affected the foreign policy of Yerevan, which reduced its interaction with the Collective Security Treaty Organization and the Russian Federation and noticeably became closer to the structures of the West. The prospect of maintaining the Russian military presence in Armenia has become less obvious. Due to the destructive policy of the Armenian leadership, the legal framework for unblocking the Zangezur transport corridor and ensuring its functioning under Russian neutral control has been destroyed. Consequently, Russia has lost the motive for further participation in the work of the trilateral Working Group jointly between Baku and Yerevan. Perhaps it should stop supporting the Zangezur project with the participation of Armenia and focus on the implementation of a joint project between Tehran and Baku to create the infrastructure of the South Araz Corridor through Iran. Despite the existing obstacles and numerous negative forecasts, the latter has a good prospect, since it is based on the long-term experience of interested cooperation between Iran and Azerbaijan.

The implementation of the South Araz project promises benefits to all countries in the region. First, the scale of transport and logistics activities related to communication along the East — West corridor will significantly increase. It will be possible to optimize cargo transportation on the Baku — Tbilisi — Kars route. The economic development of territories along the line from Goradiz to Ordubad district of Nakhichevan, as well as the eastern regions of Turkey, will accelerate. The emerging strategic cooperation between Russia and Iran, and the latter with Azerbaijan, will be strengthened, primarily in solving the task of strengthening the capacity of the North–South transport corridor. Therefore, if successful, we have the right to expect a rapprochement of the positions of Russia, Iran and Turkey, and an intensification of their joint efforts to resolve a wide range of problems in the South Caucasus based on the Turkish 3+3 initiative. It can be assumed that the construction of the South Arab corridor will contribute to the depoliticization of relations between Yerevan and Baku, accelerate their resolution of issues related to the delimitation and demarcation of the common border, and bring them closer to concluding a peace treaty.

Abstract

New tasks set for the healthcare sector by the President of Russia include the transition to a lifestyle that corresponds to the world level, including the support and development of active longevity. For the multi-level methodology of strategizing developed by V. L. Kvint, healthcare sector represents the most promising area of application. The system of strategic measures to achieve the country’s development goals related to the health of the population cannot include only medical or medical-preventive measures; it is advisable to include promotion of a healthy lifestyle, social support for older people and other measures. Essentially, in strategizing, it is advisable to single out the “health care sector” or, more precisely, the “health saving” sphere, which includes all the forces associated with the focus on increasing life expectancy, and the “health care system” as a branch of the economy and social sphere, covering a network of specific institutions and bodies. Thus, a sphere, an industry, a region, an individual medical institution, its specialized unit and an individual medical specialist, as well as an individual citizen (patient) must form a single strategic system (using a digital circuit and other platforms). It is obvious that the essence of the medical effectiveness of the healthcare system as a whole and at the level of individual medical institutions is somewhat different. Establishing a comprehensive all-level assessment of the medical and economic effectiveness of healthcare is, in the author’s opinion, a key task in the formation and implementation of a new healthcare development strategy and relevant government programs and projects. Aligning national, regional and global interests requires such strategic management within a single digital health system.

Abstract

The unprecedented sanctions policy against Russia forces us to think about the directions of development of the domestic economy. One of the priority directions is the development of the domestic electronic industry — the most knowledge-intensive branch of mechanical engineering, the structural core of the post-industrial wave in accordance with the wave concept of E. Toffler. It is electronic products, including components and products made from them, that are extremely differentiated and, among other things, serve as components for other industrial and consumer goods. This means that the development of other spheres and sectors of the economy becomes difficult without the development of the electronic industry. To determine the basic strategy for the development of the electronic industry in Russia. Tasks of the article — to identify the strategic role of innovations in electronics and microelectronics in Russia’s achievement of technological sovereignty.

The article is based on the general theory of strategy and methodology of strategizing by academician, foreign member of the Russian Academy of Sciences V. L. Kvint, developed at the Center for Strategic Studies of the Institute for Mathematical Research of Complex Systems and the Department of Economic and Financial Strategy of Lomonosov Moscow State University.

The article provides an overview of global innovation trends and startups that are transforming the electronic industry today. In addition to the review, the author provides statistical information on the level of development of these technologies in Russia.

The strategy for the development of the electronic industry in Russia should be based on a reorientation towards innovative products and components, as well as innovative production methods.

Abstract

The purpose of the work is to assess the role of digital technologies as a strategic factor in regional development from the point of view of the theory of strategy and strategizing methodology of academician V. L. Kvint. The problems of formation, development and measurement of processes associated with the digital economy are described. The analysis is based on the concept of three levels of development of the digital economy and digital inequality of regions. Analysis of static data for the regions of the Russian Federation on indicators characterizing the level of Internet accessibility and use of digital technologies, the results of calculations using various multifactor methods allowed the authors to substantiate the need to create a comprehensive methodology for assessing the level of penetration of digital technologies into the regional economy for strategizing purposes. Understanding the mechanisms for the transition of the availability of digital technologies into economic indicators of regional growth will make it possible to use the opportunities of digitalization to ensure competitiveness at the regional, national, and global level. It is necessary to form a holistic view of the region as a subject of strategizing economic development, which will correspond to the basic principles of creating and developing the digital economy.

Abstract

The purpose of the article is to develop and test a methodological approach to assessing the effectiveness of the regional investment environment in the context of the intensification of technological development of the country and regions and the achievement of technological sovereignty of the national economy.

The research uses information data related to investment development institutions; materials of regional Development Strategies, regulatory legal acts; information posted on websites and portals dedicated to the investment policy of the regions. The article has been prepared using the following methods of scientific research: analysis, synthesis, induction, deduction, comparison, generalization.

The analysis of scientific sources on the research problem was carried out, on the basis of which the author’s methodological approach to assessing the quality of the regional investment environment in terms of ensuring the technological sovereignty of the economy was developed and tested. In the process of approbation, integral indicators of the quality of the regional investment environment were calculated, as a result of which the level of its quality was identified according to the analyzed methodological blocks. According to the results of the approbation, gaps and shortcomings in the system of the regional investment environment were identified and conclusions about the trends of its development were concluded.

The results obtained indicate the presence of problems and a number of limitations in the formed regional investment environment for regulating innovation, investment and technological development of the economy. The practical significance of the work lies in the proven methodological approach to assessing the quality of the regional investment environment. The results of the work can be applied by the authorities in order to achieve technological independence of the region’s economy.

Abstract

The relevance of the topic of the article is that political parties in the information society inevitably use technologies to form their image through the use of social networks. In particular, Russian political parties have been actively using these technologies for 14 years, but the specifics of the content of information and methods of forming parliamentary political party image, including the ruling one, have not been studied enough on the Russian Federation materials.

The purpose of the study is to establish technologies for the political image of the ruling parliamentary party formation in social networks using the example of All-Russian political party “United Russia”. Mainly attention is paid to the period 2016–2024 due to the chronology of the presidential and parliamentary elections.

The research methods are communicative and network approaches in political science, a comparative method of analysis that allows to identify the technological components of the formation of the political image of the “United Russia” party, to determine their development trends. The method of content analysis of pre-election statements of a political party, campaign videos in official communities on the social networks Telegram, VKontakte and on the YouTube platform, communication with the public on the personal pages of candidates was used to reveal the contradictions of constructing the image of the party.

The results of the study are that initially the Internet in Russia began to be used mainly by opposition parties, since it better corresponded to the profile of their target groups. Now the Internet is a comprehensive platform for creating and broadcasting information about the activities of Russian political parties, forming an interactive, competitive environment for political communication.

Conclusions — the degree of effectiveness of the use of various technological components in the formation of the political image of the “United Russia” party has been established. More than half of the party’s information flows come from large Internet portals of well-known news and analytical publications. The activity of the official party community in the social networks VKontakte and Telegram, their stylistic design are at the proper level: posts about the activities of the party or about events with the direct participation of the party are published at least 2–3 times a day, are positive in subject matter. The emphasis is on positive coverage of party projects. The YouTube platform is used less efficiently. Recommendations have been formulated for the “United Russia” party to improve the effectiveness of the use of social networks and blogs in election campaigns.

Abstract

This article considers the change of Aleksei Gastev’s ideas on the scientific management of labour (SML) — one of the first scientific schools of management in the history of managerial thought of the Soviet period. This scientific school of management was created in the 1920s. This period is characterized by active industrial growth, which led to the migration of people from rural areas to the industrial centers of the country. Alexei Gastev, as an ideologist of the SML, proposed to solve this problem through the creation of a new culture. The following research aimis chosen in order to study this historical interval: to identify the specifics of the process of forming the new culture in the ideas of Aleksei Gastev in the socio-cultural context of the 1920s. The object of the study is materials containing Aleksei Gastev’s ideas on labour of scientific management in the period from 1920 to 1930, and the subject of the study is the process of changing of Aleksei Gastev’s ideas of scientific management labour. The article substantiates the connection between the socio-cultural situation of workers in the 1920s and the formation of the ideas of scientific management labour. The characteristic feature of the ideas of scientific management labour, aimed at the formation of the new culture of labour, is revealed. A characteristic of the practices of introducing the new culture of labour formed by self-colonization and discipline of the body is given.

Abstract

In the article the author examines the features of training convergent journalists within student’s media. For this purpose, the main typological characteristics of student’s media were studied, the influence of student’s media on the formation of professional competencies among students was revealed, the principles and methods of organizing the work of student media editorial offices were considered, and finally, the process of their unification into the convergent editorial office of FST-media was studied. During this research an expert interview was conducted with the expert community about the features of training convergent journalists, and also a content-analysis of the content of student’s media in terms of their correlation with the information demand thanks to the basic principle of training future journalists, from narrow specialization to universalism.

Abstract

Talent is a long-term competitive advantage for companies in the creative economy. At the same time, talents are one of the most expensive resources that are necessary for the realization of the company’s strategy, so the efficiency of their use depends on the right talent development strategy.

This study presents the results of analyzing effective practices aimed at developing talent within creative economy enterprises.

Objectives: to identify the strategic importance of talent for creative economy enterprises; to strategically analyze the best practices for talent development in the fashion industry.

The article is based on the theory of strategy and strategy methodology developed under the under the scientific supervision of Foreign Member of the Russian Academy of Sciences (Life-time), Dr. Sc. (Econ.) V. L. Kvint.

Results: the strategic role of talents is revealed. Conclusions: without talent strategizing creative economy enterprises are doomed to lack of long-term development.

Abstract

Foreign economic aspects of ensuring economic security are key in the modern world economy, which is determined by the processes of its internalization, globalization and regionalization. Foreign economic activity has a significant impact on the economic condition of any country, determining, among other things, the level of economic security. Economic security is a state of protection of national economic interests from internal and external threats. In the context of intensifying military-political problems and intensifying sanctions pressure on Russia, a comprehensive approach to protecting economic security is required, considering many factors of both the external and internal environment.

Firstly, there is a need to regulate foreign trade relations, which includes the development and implementation of measures to protect national producers, combat unfair competition, as well as create favorable conditions for exporters, for example, through concluding international trade agreements with friendly countries that can reduce tariff and non-tariff barriers. Secondly, attracting foreign capital should be carried out with an eye on the interests of the national economy, since, on the one hand, foreign investment contributes to economic growth, but, on the other hand, excessive dependence on foreign capital, especially in key sectors of the economy, can put threat to economic sovereignty. Third, additional efforts are required in the field of energy security, which includes diversifying energy sources and suppliers, developing alternative energy sources, and ensuring the safety of transport routes. Fourthly, improving the legal framework for international economic cooperation helps to protect national interests and prevent economic conflicts. The author of the article has made efforts to assess the economic security of the national economy based on threshold values, while highlighting key foreign economic aspects that affect the stability and development of the economy in modern conditions. The study also highlighted the main areas that require special attention and the development of effective regulatory and control mechanisms.

Abstract

The article examines most actual problems of the development of state support for youth political leadership in the context of modern challenges and prospects, primarily due to the global trend towards digitalization.

The methodological basis of the research is general scientific and political science methods, including the analysis of the regulatory framework of youth policy and state support programs; comparison of mechanisms for supporting youth leadership at various stages of state development; a retrospective approach to the origin and development of support for youth political leadership; a systematic approach to the study of youth political leadership as an important component of a holistic youth policy.

The object of the study is the modern mechanisms of state support for youth political leadership. The subject of the study is the directions of development of project activities in the context of state support for youth political leadership. The author analyzes the current state of state youth support projects and the youth political leadership support systems built into them in the context of the specifics of youth policy and the diversity of its actors. The potential of national projects and projects of individual political parties for the development of youth political leadership is being studied. The role of “Rossmolodezh” in the coordination of project activities is noted.

Special attention is paid to the development of state projects to support youth political leadership and their compliance with modern challenges and requirements of society. The project “Strategies of youth policy in the Russian Federation for the period up to 2030” and its impact on the development of youth political leadership are analyzed, attention is focused on the complexity and continuity of the project activities inherent in it.

It is concluded that the focus on national interests and the formation of national identity of youth should be decisive for the current stage of development of state policy in the field of support for youth political leadership.

The results of this study will have a significant impact on improving practical work in the field of public administration for the training of youth political personnel, improving project activities, contributing to their adaptation to modern challenges arising in the context of digital transformation.

Abstract

This paper examines the adaptive strategies of early-stage startups in the face of market uncertainty. The purpose of the study is to understand the predominant and missing elements of adaptive strategies that startups use. At the hypothesis level, it is hypothesized that under conditions of high market uncertainty, early-stage startups focus more on team, resource, and customer relations than on building a development strategy, which may limit their growth. Using a survey assessed on a Likert scale, quantitative data was collected from Russian founders and CEOs of early-stage startups founded from 2019 to February 2022. The results indicate low to moderate adaptability in strategic planning and innovation. The high importance of elements related to customer engagement and innovation suggests that startups increasingly recognize the value of customer knowledge and technological advances in shaping their products, services, and business models in general. The findings confirm both certain strengths in the strategies of early-stage startups and areas that require attention. The results of this study provide a framework for startups to analyze and adjust their strategies to help them face the challenges and seize the opportunities of dynamic markets. Startups are offered practical advice on how to improve the weak elements in their strategies to ensure sustainable growth in the face of competition and changing markets.
