Abstract
The article contains prognosis of development of local civilizations in the regions of world neighboring to Russia (Europe, Islamic world, Asia-Pacific region). This issue is analyzed from the point of view of proliferation of norms within the system of international relations, which is the process playing a key role from the point of view of guaranteeing robustness of this system. The main conclusion of the paper is that the speed of norm proliferation within the system of international relations in the XXI century will be checked by a set of factors. First, the dynamic of development of Europe and USA indicates a clear tendency towards decrease of unifying potential that has appeared originally as a result of influence of the Western world towards other local human civilizations. Second, the study of development of Islamic civilization indicates that there is a significant potential of rejection of unification of norms within the system of international relations. Third, analysis of the group of local human civilizations existing in the Asia-Pacific region demonstrates that economic development of this region is accompanied by formation of ideas about cultural norms alternative to Europe-centric world.

Abstract
The article is devoted to the international activity of the subjects of federations, to the theoretical approaches to this phenomenon as well as its practical aspects. Special attention is given to the international relations of the subjects with some ethnic and/or linguistic specificity. It analyses the interaction between international activities of such subjects and the promotion of their special regional identity. This phenomenon is described as identifying paradiplomacy. The article deals with its constitutional and legal status, its interconnection with general principles of federalism, specificity of different types of federalism. The examples include the international activity of Quebec, a French-speaking Canadian province, which is one of the most active and visible non-sovereign territorial actors on the world stage for several decades since 1960s till present. It also deals with international activity of the republic of Tatarstan and some other republics of the Russian Federation. The article shows the positive and the negative sides of the identifying paradiplomacy.

Abstract
The special legal status of journalists in democratic society is determined by the efficiency of the communication mechanics in achievement of political goals. Virtual jurisdiction of state is formed under freedom of expression and universal competition. It should be legally secured on the national level and recognized on the level of international law. This jurisdiction is based on the democratic principals: participation and opposition. State institutions which are endowed with specific broadcasting competence in law are politically responsible for the compliance of democratic principals in virtual informational space.

Abstract
The article focuses on the transformation of political images of the Russian President Vladimir Putin. A political image is defined as a combination of representations of a political leader, which circulate in the public informational discourse. The authors consider the evolution of Putin’s political images during three periods: 1) 2000-2008; 2) 2008-2012; 2012 - present. The article aims at revealing main components of Putin’s political images as President and Prime-Minister of the Russian Federation. The authors refer to the discourse analysis (textual and visual analysis) of the empirical materials and the social-constructivist approach. The empirical material of the article include academic and journalist publications, articles and interviews published by Russian mass-media, official texts and videos of Russia’s politicians, statistical data and surveys’ results, as well as photos and documentaries.

Abstract
The authors analyze the complex problems associated with the formation of regional industrial clusters of really innovative type, with the introduction into the activities of the real economy scheme of public-private partnership, with the revival of the national pharmaceutical industry, in particular pharmaceutical industry. Solution of these problems, according to the authors, provide a procedure for import of foreign drugs quality Russian pharmaceuticals, which is currently the most important problems facing the society and the state. Degradable materials demonstrate the relevance of the issues raised in the article. The authors consider the pharmaceutical cluster of St. Petersburg, activities, participants, members of these relatively new form of territorial units, analyze the innovative activity of a number of existing companies a bearing producing both generic and original commercial products with innovative features. Abstract

Abstract
Problems of development of small and average business in Russia due to the lack of support from the state, including in the procedures of the state order. Reforming the regulatory frame-work of public procurement (orders of state and municipal authorities on goods, services, works) will seek the involvement of small and medium-sized businesses in tenders and auctions for the procurement for the needs of the state. The adoption of a new law on contract system 44-FZ partially solves the problems of the organization of public procurement, the system of motivation of participation of SMEs in tenders, however, several questions still remains unresolved. A significant step in improving loyalty to small and medium-sized business is the requirement from 2014 at least 15% of government purchases be made through these entities. However increasing requirements for small businesses in terms of disclosure of reliable financial information about its activities, providing security for the entire period of the contracts. This partially solve the problem by attracting Bank guarantees, Bank lending, loans through microfinance organizations, credit brokers, which significantly increases the burden on entrepreneurs, which would ultimately refuse to participate in the auction. However, entrepreneurs still participate in bidding, performing the contract system, responding by the increased obligations of financial institutions, which proves the potentials of this sector of the economy and its stability. Subsequent conversions in this area should primarily be directed at easing the requirements for bidders, the ordering procedure involving collateral contract and reduce the demands from the financial institutions.

The data on changing patterns of typological composition in monetary circulation are considered as a source for investigating the dynamics of economic relationships of the oldest Russian military-trading and princely squads of mid-8th - early 11th centuries.

Abstract
This article deals with an analysis of research literature focused on the electrification of the country in the 1920s - early 1930s and the main directions in the development of foreign and domestic historiography on the given subject. Most sources on the New Economic Policy (NEP) and industrialization do not mention the plans of comprehensive electrification of industry and agriculture. In this respect, the article analyzes the fundamental role of electrification in the country’s development. Despite the prevailing opinion in the literature that the high industrial potential of pre-revolutionary Russia was the critical factor in the electrification of the country, the article demonstrates the determining role of the executive corps. Because the entire array of issues related to the repressive politics of the government toward technical specialists and executives in the energy field has remained outside of the scientific analysis in Russian historiography, the article addresses questions concerning the mass use of prison labor during the construction of energy facilities and the search for participants in the subversive conspiracy at the energy enterprises in the early 1930s. The significance of the article consists in the fact that the challenges in the development of the energy complex in the USSR at the turn of the 1930s have emerged with new intensity in the contemporary energy sector of Russia.

Abstract
The characteristic of lecturing skill of the great Russian historian S. M. Solovyov given by other great historian - V. O. Klyuchevsky is presented in this article. The special attention of V. O. Klyuchevsky to the identity of the teacher world outlook and moral filling of the content of lectures, formation of culture of thinking - to those lines which distinguished lecturing work of S. M. Solovyov is noted. On the basis of the analysis of thoughts of V. O. Klyuchevsky in article the conclusion about preservation of value of lecture as forms of pedagogical work in modern conditions is drawn.

Abstract
In today’s rapidly changing world integration is one of the possibilities of sustainable development of countries, and in view of the growing role of large state associations, increasing the likelihood of integration project. For various reasons the implementation of this project currently is not possible. Whether the authorities of both the European Union and Russia could overcome the crisis of relationships, it can bring positive results. The purpose of this article is to highlight the main negative aspects affecting the development of integration processes and to analyse existing approaches to the development of integration unions. A distinctive feature of the existing problems should be considered as practical rather than theoretical complexity.

Abstract
The article analyzes the main trends of development of Central Asia in the conditions of conjugation of the Economic Belt of the Silk Road and the Eurasian Economic Union, and the nature of interaction between the participants of this process, especially Russia, China and Kazakhstan. It occupies an important place in the study of China’s guildlines of foreign policy and geo-economy in relations with Central Asia. This is not overlooked and Central Asian countries themselves became active actors in these processes. It is especially emphasized that in order to improve its image in Central Asia, therefore, China and Russia widely use soft power to get the successful implementation of economic and humanitarian plans.
