Abstract

The purpose of the article is assessment of a criminogenic situation and the analysis of activities of law enforcement agencies for safety of residents of St. Petersburg. Quantitative and qualitative methods of a sociological research and also methods of the correlation and regressive analysis and expert estimates are used. The research of a condition of crime and detection of opinion of residents of St. Petersburg in relation to various forms of her manifestation, assessment of activity of law enforcement agencies is result. The conducted research allows to draw a number of conclusions: different types of offenses have both the general social and economic determinants, and more concrete, specific which have received the interpretation on the basis of the obtained empirical data; it is summarized that achievement of a certain stability of system of public safety doesn’t guarantee this trend further as new social calls appear. For example, the extremist factor, recruiting work exerts impact on criminalization from the extremist organizations, etc. today. As results of a research, the number of the registered crimes in St. Petersburg of terrorist orientation testify it isn’t so big, but it has resonant character and is calculated on fear, social destabilization. Residents and experts are unanimous when determining the types of crime exerting the greatest impact on a criminogenic situation in St. Petersburg are the crimes connected with drug trafficking, property crimes and crimes against the personality. In the majority a case respondents connect the ideas of a condition of crime in St. Petersburg in the next years with change of a social and economic and political situation and believe that the criminogenic situation in the city will tend to improvement though this tendency has no convincing argument. It is possible to draw a conclusion that purposeful work on increase in safety of citizens in St. Petersburg has the positive results and demands the further improvement. Scheduled maintenance on her prevention acts as one of the key directions of fight against crimes.

From the point of view of citizens, are the most important: he preventive activity of police directed to strengthening of patrol of city streets, domestic territories, continuous raids in criminogenic places; improvement of work of district police officers; quick response to addresses of citizens; universal installation of surveillance cameras and increase in solvability of crimes.

Abstract

The study presents the geostrategic causes of Asian and African migration to Europe since 2015. Illustrated with maps and technical border protection data, it presents the Hungarian government’s response measures and its effects, with particular regard to the Southeastern border region of the European Union and the Schengen border region. The study highlights the geostrategic significance of the global process affecting Europe.

Abstract

The article deals with modern aspects of the communication policy in the field of public health. A classic paternalistic and new market (partner) model of interaction in the «doctor-patient» system is described. A hypothesis has been put forward that the crisis of the relationship between the medical and patient communities is the result of a change in the paradigm of behavior caused by economic transformations in the state. To strengthen the regime of citizens’ trust in the national health care system, the necessity of intensifying the communication campaigns of the Ministry of Health of Russia in response to the unfair unilateral information coverage of the media situation in Russian medicine is justified.

Abstract

The article offers an author’s view on the prerequisites and difficulties of finding methodological grounds for investigating the problem of deploying the political potential of local power in modern Russia. The text of the publication reveals and formulates the main range of issues that need to be disclosed to explicate the author’s vision of the prospects for realizing the opportunities for interaction of local authorities, as a will to self-organize the population of territorial loci, and the forms in which they objectively exist today in accordance with the current legislation of the Russian Federation . It is shown how the spontaneous accumulation of the political potential of local self-government in modern conditions can be beyond the regulatory management impact of state authorities and management, and in this connection, the thesis is based on the inadequacy of modern ways of recording and controlling the conditions and results of the activities of the generative centers of democratic democracy in the local Scale. An attempt was made to substantiate a number of intermediate conclusions regarding the author’s proposed research program in the problem of local government administration and its potentialities, and outlined prospective directions for further study of the identified problematic issues.

Abstract

Purpose. The purpose of the article is to investigate the influence of geopolitical factors on the military security of Russia in the modern era of confrontation between civilizations, when the strategic goals of the leading world powers are implemented and achieved taking into account geopolitical interests. To achieve this goal, we study the main factors that underlie the modern system of international security and international relations: the structural crisis of the unipolar world, the civilizational confrontation and the associated increase in the military threat, the annihilation of national identity due to globalization carried out under the auspices and pressure of the United States.

Methods. The research methodology includes the use of dialectical, historical-logical and historical-comparative methods, as well as specific-political methods (situational analysis, event analysis, expert evaluation method).

Results. To assess the impact of modern geopolitical factors on the security of the Russian state, the article considers the modern evolutionary stage of the essential nature of war, which takes place at the junction of the geopolitical crisis, the growth of the military threat, the destruction of national identity and civilizational confrontation. The main factors forming the existing system of international relations and the system of world security are also determined.

Summary. In the era of civilizational confrontation geopolitical claims must be properly formulated and justified. The resolution of the existing contradictions is carried out now, first of all, by the methods of information warfare, but sometimes by real military actions, the possibility of which should be minimized. In the modern era, there is a qualitatively new synthesis of military and non-military, primarily information and political, means to protect geopolitical interests.

Abstract

The article explains the technological diversification of the Russian economy as the main precondition for sustaining the economic development and strengthening the internal economic space. The industrial-based approach applied for understanding the economic diversification prospective is criticized for its theoretical shortcomings, leading to the false conclusion of unfeasibility of the technological diversification of the Russian economy under the harsh conditions of the western sanctions and financial restrictions. The new theoretical insight, based on new notion of «spatial technological diversification» is presented to reveal substantial hidden capabilities for horizontal and vertical diversification in Russia. The new path for the breakthrough economic development should be based on specific «regional comparative advantage», identified for every region as a main frame for its specific vertical technological diversification while the horizontal diversification, embracing different regions with their different «regional comparative advantage» might be applicable for the Russian economy in general.

Abstract

In the article the value of the Arctic as on a global scale, and for modern Russia, it is noted that the modern Arctic is the place of concentration of geopolitical and economic interests not only the Arctic states, but also the whole world reveals. In the article, experience of economic development of the North in the period of the Soviet Union is analyzed, at the same time it is emphasized that in many respects the Arctic policy of the USSR was continuation of that policy which was pursued in the north by the Russian Empire, proceeding, first of all, from the economic interests.

Much attention is paid to consideration of the problems which have risen in front of the Russian Arctic during a transition period (the 90th years of the 20th century — the beginning of the 21st century), connected with cardinal political, economic and other changes in country life. The analysis of the Arctic policy of the Russian Federation at the present stage which follows from the fact that today national interests and safety of our country in many respects depend on development of northern territories, ensuring sustainable development of the North that it is recorded in “The strategy of development for the Arctic zone of the Russian Federation and ensuring national security until 2020” is carried out.

Considerable part of the article is devoted to questions of improvement of a control system of development by the Arctic zone of the Russian Federation. Considering importance and complexity of this problem connected with the most complex structure of the territory, presence of various subjects of management with the specific purposes and tasks, need of ensuring real coordination of authorities of all levels at realization of the purposes and problems of Strategy.

Abstract

In the last two decades, in a time of transition and transformation of a planned economy into a free market economy, Serbia has almost lost its primary industry sector. In other words, the Serbian primary industry sector was largely “de-industrialized” although in the secondary and tertiary industry sectors maintained a certain vitality and development potential. Starting from the political changes of the 2000, Serbia catches up with other countries in the region in the most important aspects of the transition process. In this sense, foreign direct investments have a significant impact on the Serbian economy, by improving economic structure and giving it new competitive qualities, increasing access to international markets, serving as a resource for improving the balance of payments and helping to accept modern technology, knowledge and management. It gives real hope that Serbia with the help of foreign capital will be able to re-industrialize their production and to restore and develop its industrial capacity. Serbia sees China as the most important foreign trade and financial partner in Asia and as a major partner in achieving its strategic economic objectives. Lack of financial resources needed for realization of the planned economic development goals, enables China to invest own financial resources on favourable terms using the Serbian market openness and good mutual relations permeated with mutual trust and benefits. For the proper understanding of Sino-Serbian relations, this study gives first short explanation of the Chinese strategy of the “New Silk Road”. Then, it includes analysis of the development of Serbian-Chinese political and economic relations (especially in the field of foreign investment). The final part of the study includes evaluation of comparative advantages and certain disadvantages for the Chinese foreign investment in the Serbian economy, which in itself has certain significance for the realization of the “New Silk Road” strategy”.

Abstract

The necessity to protect the interests of the Russian Federation in the context of an aggressive sanctions situation determine the need to take protecting measures for the domestic market and its consumers. The research analyzes key economic and political developments that have affected to stability and structure both inbound and outbound tourist flow. Measures taken to stabilize and strengthen domestic tourism are observed. The issue of rationality of measures aimed at increasing the domestic tourism volume from the import substitution point of view are also raised.

Abstract

The article is devoted to the problems of designing television broadcasting for students NWIM RANEPA by example implementation of the television project «Ten questions a hundred famous Russian people». This media product has its own unique. It is created from beginning to the end by the students themselves, studying in the field of training “Journalism” NWIM RANEPA. The authors of the article comprehensively analyzed all technological and creative aspects of this project. In their opinion, the project «Ten questions a hundred famous Russian people» became an experimental platform where the most brave decisions and approaches in studying autobiographies of famous people were tested, where students can engage in self-directed practice activities and mastering of various television specialties: cameraman, producer, TV presenter, editor, sound engineer, screenwriter, correspondent, editor. Therefore the project harmonically joined in the educational process to carry out educational and enlightening functions.

In the second part of the article, the memories of participants in the Great Patriotic War, including the battle for the city on the Neva, are analyzed. The authors of the memoirs are the People’s Commissar of the Soviet Navy N.G. Kuznetsov, Marshal of the Soviet Union А.М. Vasilevsky, Marshal of the Soviet Union Bagramyan I.Kh., Chief Marshal of Aviation Novikov AA, Admiral Tributs VF, Colonel-General of Artillery Michalkin MS, Colonel-General of Artillery Korobchenko VS, Providing the population of the city of Leningrad and the front with food, Commissar of Trade of the RSFSR, General Quartermaster Service Pavlov DV In addition, 140 conversations with V. Molotov, former Deputy Chairman of the State Defense Committee, First Deputy Chairman of the Council of People’s Commissars of the USSR, and People’s Commissar for Foreign Affairs of the USSR, recorded by F. Chuyev, are analyzed. Memories of other defenders of Leningrad, as well as the Prime Minister of Great Britain, Winston Churchill, are considered.

Abstract
This article is devoted to studying, the analysis and the characteristic of one of the first attempts undertaken in the Russian society of the end of XVIII — the first half of XIX centuries on a problem of preservation and development of language and literary heritage of the Russian Empire at the state level. The purpose of the work — on the basis of the studied sources and research to identify the structure, functions and responsibilities of members of the Academy, to note both the positive features and shortcomings in the activities of the established scientific body of the new model and to emphasize the need to apply its experience in solving a number of issues on the above problem for further work in this direction. In writing the article, the author used the following methods: system (analysis of the structure, duties of members of the Imperial Russian Academy, the results of their activities in this chronological period), historical and genetic (the desire to iden tify the main stages of the development of the Academy and its approaches to the execution of tasks, the purpose and the end result of which changed in accordance with the priorities that the Academy set itself at a certain stage of its existence). The result of this work was that the creation of the Academy was an attempt to show the need to preserve the native language and the creation of works written by its own authors, which in the future could become a very serious support in the field of education, including subsequent generations of the state. The results of the study allow us to draw attention to the need to apply the experience of the Russian Academy of modern power structures and experts of higher education engaged in solving the problems of the use of Russian language’s culture in the context of increasing the impact of technological progress on the development of modern Russian society.

Abstract

Mergers and acquisitions are a reflection of the internal state of the economy. During the crisis, there is a decline in all economic indicators in the country, including a decrease in the number and volume of mergers and acquisitions. The reasons for reducing the number of these transactions can be completely different, both internal and external. At the moment, the Russian economy is going through difficult times: it is pressured both by domestic problems and international ones, caused by a tense political situation, complicated relations with the countries of the European Union and the United States.

The Russian market of mergers and acquisitions as a mirror of the whole economy is shrinking more and more. The market becomes closed to foreign capital, the share of internal transactions between Russian companies increases every year and concentration of assets in the hands of large private investors and the state. As in previous years, the vast majority of transactions occur in the oil and gas industry, metallurgy and mining. Under the pressure of the Central Bank of the Russian Federation, consolidation of the banking sector is increasing, which also contributes to an increase in the share of mergers and acquisitions. The prospects and opportunities of the Russian M & A market for recovery and subsequent growth are very good, but for their implementation it is necessary that various external and internal conditions be met, including the abolition of American and European sanctions against Russian companies and representatives of the business community.

The article provides a general analysis of the state of the Russian market of mergers and acquisitions, and also identifies the problems and difficulties that he faced. The conditions for overcoming the crisis in the market of mergers and acquisitions are grouped and described. These conditions include a set of measures aimed not only at addressing general economic problems, including those related to foreign policy factors, but also at raising the level of investor confidence in the state, which is one of the most important factors in restoring the Russian M&A market (English Mergers & Acquisitions — mergers and acquisitions).

Abstract

Objectives. The foreign direct investment market is extremely dynamic. This is affected by a large number of factors, both external and internal. On the one hand, corporations change strategic investment priorities due to changes in the volume of accumulated investment resources, technologies used, and the market capacity to which they are oriented. At the same time, transformations take place in the global economy, leading to a change in the external environment, which leads to a change in the conditions for doing business in different countries and industries. The identification, systematization and description of the main strategic trends in the development of the foreign direct investment market and the factors that determine them, therefore, is the research objective of this work.

Methods. During the research we used methods of statistical data analysis, scientific generalization, strategic analysis, systematization of scientific approaches.

Results. The main indicators of the foreign direct investment market dynamics by countries, regions and international integration unions were analyzed in the framework of this study. As a result, the main global strategic trends in the development of the foreign direct investment market were identified and formulated. It was found that a number of strategic global trends in the development of the foreign direct investment market are sustainable, which determines the need to take them into account when developing appropriate strategies. The results of this study can be used to develop both corporate strategies for the implementation of FDI in certain countries and regions, and in the process of developing national regional and sectoral strategies for investment development.

Abstract

The review presents an overview of the first textbook on the basics of governmental cultural policy. It was prepared for students of the universities of the Ministry of Culture by specialists of the St. Petersburg Institute of Culture. In the review the author shows the importance of the discussed issues for the formation and preservation of Russia’s cultural sovereignty, ensuring its national security in the conditions of informatization of society, the growth of ideological and civilizational confrontation in the modern world. The reviewer considers both the strengths and the weaknesses оf the manual. Nevertheless, she concludes that its authors have achieved the set goals, and this manual will contribute to the formation of professional competencies of the future figures of culture and art of Russia.
