However, the problems of information policy are not only theoretical, but primarily practical. Information policy has ceased to be the concern of journalists and officials. Securitization — considering information policy issues in the context of national security issues — is not only a Russian, but a global imperative.

Abstract

The purpose of the publication is to identify the main features and trends in the number and composition of the self-employed as a labor resources group in the Russian labor market. The article formulates the problems of accounting for the self-employed in the Russian Federation (the existence of various methods of accounting for the number, which leads to significant differences in the values of indicators; the lack of detailed information about the qualitative composition of the self-employed, which complicates the possibility of analyzing their position in the labor market and developing recommendations for their support). Trends in the number of self-employed in the Russian Federation as a whole and in individual districts are revealed. Based on the sociological research conducted by the authors, the characteristics of the qualitative composition of the self-employed as a group of St. Petersburg and the Leningrad region labor resources are given. The main risks for persons conducting entrepreneurial activities within the framework of self-employment are formulated. The main problems that impede or limit the opportunities for successful professional activity of the self-employed are identified. Based on the conducted research, brief recommendations are given to support the self-employed as a group of labor resources.

Abstract

The purpose of this study is to determine in which directions the measures of the “green” economy are being implemented in foreign countries. To achieve this goal, the concept of a “green” economy and a “circular” economy was given; national strategies of the “green” economy of foreign countries were studied; the main directions of “green” regional initiatives were identified; measures taken in foreign countries in the selected areas of the “green” economy were compared. The subject of the study is foreign strategies for the development of the “green” economy of the region. The object of research is the “green” economy. The authors apply methods of empirical research (description and comparison); general logical (analysis of information, its synthesis and generalization, as well as abstraction); theoretical cognition (hypotic-deductive; ascent from the abstract to the concrete). The article considers examples of the implementation of foreign national concepts for the development of a “green” economy, which are associated with regional initiatives of Germany, the United Arab Emirates, Canada, Belgium and the United States of America. The analysis is made on the basis of national strategies of the “green” economy, directions and initiatives. It is concluded that these examples of the implementation of the “greening” of the economy should be taken as an example for other countries, since work in this direction can improve the environmental situation, the quality of life of the country and a particular region.

Abstract

The article discusses the main areas of partnership between Russia and China in the Arctic zone, and also highlights the points of contact between the two countries in the Arctic. The national interests of Beijing and Moscow in the researched region are being studied.

Aim. To identify the main areas for cooperation between the Russian Federation and the People’s Republic of China in the Arctic.

The following methodology and methods were used: neo-institutional approach, generalization, synthesis, systems approach, analysis of documents.

Results. The article considers the national interests of Russia in the Arctic, among which the main ones are political and economic: the ensuring of the sovereignty of the country, the mining of the region and the developing of the Northern Sea Route. Chinese interests in the Arctic studied. The author divided them into three groups: economic, geopolitical and ecological. The priority interests are economic ones, despite the fact that the Chinese side is trying to disguise them as ecological interests. The paper identifies six areas for further cooperation between countries in the Arctic: the development of oil and gas fields, the development of the infrastructure of the Northern Sea Route and the increase in the volume and number of transportations along it, the interaction in the field of environmental protection in the Arctic, the development of critical technologies, the organization of tourism, the formation technologies for the extraction of clean energy. In addition to directions for collaboration, the author also touches upon the topic of disagreements between states on various issues, in particular on the issues of the determining of the legal regime of the territories and water areas of the Arctic, as well as the implementation of the Arctic policy by Moscow and Beijing.

Conclusions. The main areas for cooperation between China and Russia in the Arctic are gas and oil production in the Russian Arctic, the supply of hydrocarbons from Russia to China as a priority, as well as the improving infrastructure along the Northern Sea Route and the increasing of the number of transportation along him despite the areas for cooperation identified in the article. Contradictions can also be distinguished between countries, the main of which is the issue of the governance in the Arctic region. But we believe that Russian-Chinese relations on the Arctic issue will only strengthen in the near future, as the parties have many complementary resources for each other.

Abstract

This study is based on the age-friendly community framework advocated by the World Health Organization as the research premise. Through the continuous international academic research cooperation between China and Canada, reference is made to the age-friendly community strategy of Alberta, Canada and the construction practice of the age-friendly city in Calgary, carry out a special investigation on the needs of elderly care services in Guangzhou, apply the international framework of an age-friendly city to the construction of an age-friendly city in Guangzhou, and the construction of specific cities and communities in Guangdong–Hong Kong– Macao Greater Bay Area in China. Based on the demographic development and policy background of China and Guangzhou, this study implements the needs of the national strategy of actively cope with population aging. In preparation for building Guangzhou into an age-friendly city and a city with a livable environment integrated with its own characteristics, providing a theoretical framework, and aimed for building a model city of healthy aging and livable living in the Guangdong–Hong Kong–Macao Greater Bay Area. It could be a sample of healthy aging cities in the Bay Area and models that can be used for reference by other cities.

Abstract

Goal. The paper considers approaches to solving one of the main tasks of strategizing the socio-economic systems on the national level, associated with the need to clarify the strategic development priorities in the context of the formation of new global development trends. Methods. The role of health care in the formation of the system of sustainable development in Russia is considered from the point of view of its mutual influence with other areas of achieving this trajectory. Results. It is shown that in the system of other sustainable development goals, it is the development of healthcare in Russia that should be a priority. For a comprehensive solution to the problems of sustainable development, it is advisable to actively introduce the principles of ESG into corporate and public administration, enriched by the inclusion of the tasks of improving (promoting improving) the level of health of employees, customers, partners, and society as a whole. Conclusion. The emerging difficulty in coordinating key modern priorities (environmental, economic, social and related to human health) is supposed to be solved through the active creation and implementation of digital platforms for strategic management.

Abstract

The article is devoted to the analysis of the opportunities for civic participation to influence the results of policy processes in hybrid regimes on the example of the modern Russian waste management reform. The goal of the article is to identify to what extent and under what conditions civic participation was a significant factor in the outputs of the reform in the regions. Based on the provisions of the concepts of authoritarian responsiveness and regional political regimes, assumptions were made about the significance of the factor of civic participation under conditions of combination with certain features of the regions: the level of consolidation of the political system, the openness of the regional bureaucracy, and the degree of dependence on the federal center. Data for 69 constituent entities of the Russian Federation for 2018–2019 were analyzed by statistical methods (models of ordinal and logistic regressions). The results of the analysis show that civic participation was a significant factor in reform outcomes in regions with less transparent bureaucracies and in regions less dependent on the center. At the same time, apart from these conditions, the level of civic participation was not a significant factor in itself. Thus, we can conclude that in hybrid regimes, civic participation can be a significant factor in the policy process if a) the elites are more susceptible to the risks of protest activity (in regions less dependent on the center, the support of the population is more important to the authorities), or b ) if there are informal channels of interaction between the state and society (regions with more closed administrations), which is consistent with the provisions of the concept of authoritarian responsiveness. In turn, the results of the study testify in favor of the “limited pluralism” approach, according to which civic participation in nondemocracies, although performing the main function of ensuring regime stability, can nevertheless have a significant impact on the outcomes of policy processes under certain conditions.

Abstract

The formation of a modern system of strategic planning requires taking into account the accumulated experience of the Soviet period of Russian history. The studies of the 1920s deserve special attention. It is of interest to compare the genetic and teleological approaches to planning. The first involves taking into account the influence of various factors and the preparation of various options for plans. The second is based on the need to establish targets and indicators, to solve urgent and large-scale problems of the national economy. The experience of research in the 1920s and the results of the implementation of the plans of the Soviet period, as well as the experience of the formation of strategic planning of the modern period of Russian history, testify to the need for a comprehensive consideration of various approaches in organizing planning.

Abstract

The article analyzes the current state of the electric power industry of the Russian Federation, identifies priority areas for its development in the context of the availability of modern technologies, such as artificial intelligence, digital twins, and a virtual reality system. The possibility of replacing human labor resources by electric power with artificial intelligence is considered in the context of the priority policy of using the best available technologies with minimal harm to the environment. The key directions of the strategic development of the labor resources of the electric power industry in Russia are studied, taking into account the specifics of the region, as well as the features of the development of the industry. The fundamental principles of the strategic development of labor resources are analyzed, taking into account the characteristics of the economic sector, and the possibility of applying the strategizing methodology proposed by Doctor of Economics, Professor, foreign member of the Russian Academy of Sciences V. L. Kvint is considered. The problematic aspects of labor efficiency in the electric power industry, including those related to cybersecurity threats in modern conditions, are highlighted, and practical cases of solving these problems by government agencies and various business entities are analyzed. Ways are proposed to overcome difficulties, taking into account the costs inherent in each of the options, in order to increase the performance of enterprises in the electric power industry and their further improvement.
