Abstract

Non-systemic opposition as a political phenomenon has existed throughout the history of Russia and continues to play a significant role in modern political life. Studying its historical roots, methods of operation, and sources of funding is crucial for understanding its impact on the political system and society as a whole. The aim of this work is to analyze the phenomenon of non-systemic opposition in Russia, as well as to identify common traits and qualities of its leaders (what motivates them, what goals they pursue, what methods and means they use to fight the current government, who they rely on, and where they receive funding).

The tasks of the article’s author include examining historical examples of non-systemic opposition in Russia starting from the 16th century, investigating its connections with external forces and sources of funding, exploring the methods used to achieve its goals, and assessing the consequences of its activities for the country and society. Additionally, the author seeks to identify possible measures to counter its destabilizing influence on the state.

Using historical and comparative analysis, the author relies on historical documents, scientific publications, and contemporary sources, including internet resources. As a result of studying the historical roots and leaders (Andrei Kurbsky, Ivan Bolotnikov, Stepan Razin, Emelyan Pugachev), the author identifies the main methods of non-systemic opposition, including radical actions, information manipulation, and provocations. The author notes that foreign funding indicates the use of Russian opposition as a tool of external influence and demonstrates the negative consequences of non-systemic opposition, including economic damage, human casualties, and destabilization.

In conclusion, the author emphasizes that non-systemic opposition poses a serious threat to the stability and sovereignty of Russia. To reduce its influence, measures such as strengthening dialogue between the government and society, timely correction of mistakes, and transparency in decision-making are necessary. Only in this way can the risks associated with the activities of nonsystemic opposition be minimized, and sustainable development of the country ensured.

Abstract

The relevance of the research topic is that external labor migration remains one of the most significant areas of regulation of the state migration policy of the Russian Federation. This is due to the discrepancy between the real needs of the labor market and the existing qualitative characteristics of foreign labor, as well as the existing procedure for its free attraction.

The purpose of the study is to identify the features of the system of organized attraction of foreign labor as an effective mechanism for regulating external labor migration.

The objectives of the study are to identify conceptual principles for the implementation of the organized recruitment system, justify the demand for organized recruitment in the migration policy of the Russian Federation at the present stage, and analyze organized recruitment as a set of measures in the context of the state’s management functions in the field of migration.

As research methods, political and legal analysis was used, which made it possible to determine the principles of the formation and regulation of mechanisms of organized recruitment in the system of external labor migration of modern states and institutional analysis used to consider the activities of various actors that influence the process of formation, implementation and improvement of migration policy.

The results of the study confirm the effectiveness of the system of organized recruitment of foreign labor as one of the ways to regulate external labor migration, taking into account the existing interests of the state and society in the field of economy and national security, as well as to counter potential migration risks.

The findings of the study provide key characteristics that distinguish the mechanism of organized recruitment from the existing practice of freely attracting external labor migrants, which makes it possible to increase the effectiveness of public administration in this area of the state migration policy of modern Russia.

Abstract

Introduction. Modern global political and economic events create a need for the formation of new models and schemes for the creation and capitalization of technological innovations. The importance to get the result in the fastest and least painful way and increasing controllability of technological changes is increasing. Analytical tools for assessing project feasibility require clarification. Earlier studies of the issue of riskiness of digital projects, as a rule, concerned the identification of either individual risks or groups, types of risks and assessment of their impact on the project; the issue of assessing the mutual influence of different risk factors in the context of long-term consumption of the project product has not been sufficiently studied.

Objectives. The article tries to formulate the concept of risk-based scenario planning, which involves the assessment of project alternatives considering the influence of polar values of factors identified for a specific project. 5 main factors and global threats to the new normal have been identified: social distancing, digital inequality, polarization of the labor market, regulatory requirements, and ecosystem factors; analysis of the relationship between factors determined the cause-and-effect relationships between them.

Methods. For the purposes of the study, the method of scenario planning (contrasting scenarios) was used.

Results. Our research concludes that to make decisions about launching an investment technological project, it is necessary to create from 4 to 10 contrasting scenarios, providing for high and low values of the selected factors.

Conclusions. It is advisable to create a knowledge bank of the corporation on digital projects of technological entrepreneurship, which is designed by developing classifiers of industrial investment projects and generating standard lists of factor values using ontological models of the subject area. Bank updating should be carried out in accordance with the average life cycle of digital technologies. The results of the study are designed to increase the feasibility of technological project initiatives and can be used by corporations when analyzing and selecting innovative digital projects.

Abstract

The paper is devoted to the urgent problem of assessing the effectiveness of infrastructure projects in the transport sphere using graph theory and graph models that allow to form the structure of economic, information and other flows, determines the movement of people, transport and goods.

The aim of the work is to study the models of spatial development to assess spatial competition, the effectiveness of infrastructure projects in the transportation sector and to solve geomarketing problems. The paper uses as its main hypothesis the assertion that existing models of spatial development can be complexified through the tools of graph theory.

The main task is to assess the effectiveness of infrastructure projects in the transportation sphere using graph theory, which allows to identify promising areas of strategic planning for the location of business projects.

It is shown that for further in-depth analysis of transport infrastructure sustainability it is necessary to analyze the connectivity of clusters within the graph with the allocation of bridges.

The variants of building a graph model of location and solving analytical problems on its basis rationally using the tools of network and osmnx libraries of python language are shown. An approach to assessing the efficiency of infrastructure projects in the transportation sphere using graph theory is proposed.

The analysis of road graphs allows to determine the optimal routes, intersection points, nodes and highways affecting the efficiency of the entire transport system of the city, which allows to forecast demand in different directions, to determine the most loaded and congested areas, as well as to identify weak links in the transport network.

Abstract

This article discusses the process of creating a marketing model based on the definition of key areas of activity (market/product portfolio, production/technology, investments, competencies, 

strategy). The problems of joint value creation economy of cooperation and the acquisition of co-creation experience are presented, which leads to the creation of a multifactorial marketing model with transparency and versatility.

The development of the high-tech sector of the economy is analyzed on the basis of key competencies, which determines the directions of innovation development and creates conditions for the integration of higher education and industry. The creation and functioning of business ecosystems determines the conditions for the interaction of industrial companies in order to design, manufacture and improve the product.

Methods. The mobility of high-tech business in the digital environment requires generalization of the best marketing practices, integration of marketing and technological competencies, which contributes to the construction of a marketing contour of technological competencies.

Results. The development of the business ecosystem forms a model of positional behavior (founder, niche player, physical dominant). Digital technologies accelerate the processes related to modeling and management decision-making related to the innovative development of industrial business, two possible directions of development: the preservation of partnership and the destruction of partnership.

Conclusions. The marketing contour of technological competencies ensures the integrity of marketing activities, the logical relationship between the circulation of marketing resources and marketing business processes. The flexibility of the marketing contour of technological competencies ensures the functioning of processes related marketing strategies, which can be used to carry out marketing forecasting of industrial activities.

Abstract

The purpose of this article is to clarify and supplement the process approach to value supply chain management, focusing on creating digital twins, simulations, and developing management decisions with minimal losses.

To achieve this purpose, terminological analysis, descriptive and facet methods of qualitative research were used. These methods allow us to form identification series, create standards (virtual copies) of management objects, develop and study binary matrices that form the basis of a digital twin for value supply chain management.

The following results are obtained in the article: options for the interaction between non-physical (virtual) and physical (real) objects in value supply chain management are justified; the essence and content of the process approach to management are clarified and supplemented; components and processes for creating and using a digital twin for value supply chain management are defined; and functions of owners of processes using this digital twin are described.

The originality of the research lies in the use of identification series to measure and digitize non-physical objects in value supply chain management, in order to develop effective management decisions using a digital twin aggregate containing the following blocks: consumer value, management system, chain in statics, chain in dynamics, environmental factors, management decision, and organizational management structure

Abstract

Current problems of IT project development management include reducing the irrational use of expensive specialist time, as well as minimizing reputational and other losses due to unexpected system service failures.

The aim of the research, which is devoted to the article, is the quantitative accounting in the cost optimization model of the main processes of IT project development.

The results of computational experiments on data from real IT projects made it possible to clearly see that, from an economic point of view, the proposed management decisions lead to a reduction in unjustified costs and a minimization of possible losses. As a result, using the simulator, you can more consciously debug the project implementation process and increase the predictability of the team’s work and the state of the project, as well as optimize the use of resources.

As a conclusion of the conducted research, the model of IT project implementation proposed in the article and the project execution simulator program developed on its basis can be used to calculate the effect of multidirectional optimizations with different cadences.

The source codes of the simulator program are open and available for downloading, use and adaptation.

Abstract

One of the trends in the development of the modern economy is an increase in the level of its creativity. The driving force behind this trend is the types of economic activity associated exclusively with the service sector, collectively called the “creative industry”.

The purpose of the study is to study creative industries in the state regulation of the economy. The study was conducted on the materials of the Russian economy.

Research methods are structural and functional, retrospective, comparative and institutional economic analysis; the foundations are explored on the ideas of servicization and creativity of economic activity, which are analyzed in a comprehensive manner. The article substantiates the need to regulate creative industries, which determines their impact on the economic and cultural development of society. They not only strengthen national identity, promote the spread of cultural exchange, but also create innovative products, diversify the structure of the economy, increase the level of well-being of the population through servicization and launch economic growth. Regulation in this area should focus on creating a comfortable environment for business, protecting intellectual property and developing human resources. At the same time, it is necessary to maintain a balance between public administration and flexibility, avoiding bureaucracy, which will support the creative spirit.
