Fundamental philosophical bases of the theory of a strategizing are shown in the article. Based on the analysis of characteristics of philosophical and strategic thinking their deep intrinsic interrelation generating a phenomenon of strategic consciousness is proved. Opportunity, necessity and ways of formation of strategic thinking for the purpose of increase of management efficiency, development of optimum tactics and practical actions is proved.

The article analyzes the causes of the transition of the Russian economy from 2013 to the prolonged stagnation has passed now in stagflation. The authors examine the effects of change emerged in the 2000s. Russia's growth model based on the conversion of oil and gas windfall in domestic demand, as well as a complex geopolitical factors, the state of uncertainty that adversely affects the economic and social development of modern Russia. In the result of the analysis the authors conclude that the real growth potential of the Russian Federation is now rooted in building the «weight» of Russia in the Eurasian geopolitical, economic and cultural space, the development of the Eurasian integration and the strengthening of the Shanghai Cooperation Organization through the instruments of «soft power» - science, education, intercultural exchanges, common professional and educational standards and training programs, especially in the field of public administration, corporate management and economics. The article substantiates the hypothesis that the strength of humanitarian cooperation, built around a unique polietichnoy Russian civilization is able to bring the present conditions of economic and social development of Russia on track for sustainable growth. At the end of the article the authors formulated a number of concrete proposals on the promotion of Eurasian integration in the field of formation of common professional and educational standards and training programs in the field of state and municipal government, some of which are already being implemented in the North-West Management Institute of the Russian President Academy of National Economy and Public Administration.

In the article are analyzed: the reasons of why after successful three years on restoration of the main indicators of pre-crisis 2008 unexpectedly there was a sharp recession of the Russian economy; moreover its transition at first to a stagnation stage in 2013-2014 and then and to deep recession in 2015. with simultaneous trebling of inflationary growth and doubling of high cost of money (increase of key interest rate of the Central bank Russian Federation) which led to negative process of stagflation. Results of the analysis can be used for development of reasonable offers on renewal of social and economic development of the Russian Federation based on new model of economic growth. Based on this analysis offers on transition to new economic policy - policy of the forced investments, investments in the human capital locate at stimulation of economic growth and institutional reforming on removal of the barriers disturbing to development.

The article deals with problems of implementation of the competitive advantages of Russia and its regions in the «age of turbulence». The contribution of the Nobel Prize winner A. Deaton to the development of economic theory and practice, the application of its recommendations to solve the problems out of the difficult economic situation in Russia. The author offers his own view of the problem of realization of competitive advantages, outlined some priorities and goals formed the Country Development Strategy till 2030.

Achievement of the objectives of creation in St. Petersburg of a convenient and comfortable living environment, increase of its appeal as historic, cultural and tourist center demands development and implementation of the uniform concept of territorial planning. In the article, conceptual basics and logic of development of the General Plan of St. Petersburg for 2019-2043, which is the integral component of uniform strategy of a social and economic development of the city, are covered. Key reference points of territorial planning of St. Petersburg are not only creation of the multipurpose city with high quality of life and its integration into the Russian and world economic systems, but also development of city agglomeration - joint town-planning development of St. Petersburg and territories of the Leningrad Region. In the article the sequence of development stages of the General Plan of St. Petersburg, starting with the statement of a task for development of the General Plan and collecting the statistic databases necessary for planning and up to the moment of the introduction of the document in force, in detail is considered. The separate attention is paid to key tactical tasks, which face developers of the General Plan of St. Petersburg: development of an engineering and transport framework of the city, improvement of quality of public spaces, diversification of tourist streams.

The article provides an overview of premises and features for working out an economic and social development strategy voiced during the SPIEF 2015 panel session. The article contains a case study of the Primorsky Region development strategy and its successful implementation as a development model. The main focus is placed on assessing natural, human, technological, scientific and financial resources limitations in a particular region. Current problems and possible perspectives for implementing public-private partnership mechanisms in Russia and the Far East Federal District are determined in the article with reference to the experience of developed countries. Aquaculture as a sector of the fishing industry and its current development features are also under scrutiny in this research being strategically important for the Far East Region.

Companies in Russian economy different industries develop under condition of high level economic environment dynamics, changes of technologies and raising of internal and international competition. Under such conditions to achieve some level of sustainable results from investing projects without using the strategic approach in the process of long-term financial goals and objectives determination becomes too difficult. In the article we describe the essence of using the strategic approach to financial decision making process in the different industries. We suggest the principle scheme of company financial strategy development. In the article the strategic approach implementation to the different branches companies financial development features are developed. The branches financial strategy stages and their sequences are determined. The mechanism of financial strategic decisions making in company capital structure determination, production potential creation by formation of working capital and fixed assets and investing activity is described. We pointed to the correlation between the financial economic results analysis methods and strategic investing decision making process. In the article the interrelation between the financial forecasting and strategizing processes is pointed. We note that this two processes are not substitutes - the forecasts are not the part of financial strategy and used just as a basis to formulate strategic statements. The results of the article may be used by financial specialists in the different industries to prepare strategic financial papers. Financial strategies developed in accordance with the suggested mechanism have the high potential of efficient implementation.
