Abstract
The authors consider the usage of gender resource in the processes of political modernization and political mobilization in Russia. They conduct a comparative analysis of these processes from the point of view of their beneficiaries. The authors prove that the story of «Sveta from Ivanovo» is a good example of successful mobilization of conservative gender resource using web-technologies. It is argued the importance of the state cultural policy in the formation of modern gender relations and the authors show that modern Russian state cultural policy is aimed mostly at the conservative political mobilization. This reduces the efficiency of the use of gender resource in public administration

Abstract
The article analyzes the interpretation of the category «out established by law» in national and international law, as well as in the practice of international law enforcement agencies. The doctrinal views on the category of «legality» in the international law are examined. The criteria for the legitimacy of creating one of the types of international jurisdictional bodies - international courts, as well as national courts «with elements of internationality» - «hybrid ships» are studied.

Abstract
The article discusses three generations of policy implementation studies and current state of this field. The main approaches, contributions and issues of implementation research are considered. Implementation at present is understood as a space of actions between centralized control of top management level and decentralized work organization of local implementers. Implementation processes are context-sensitive and there are different implementation styles. Substantial contribution of implementation research consists of understanding of implementation structure significance for implementation outcome. Implementation studies are of fundamental importance for administration since it contribute to clarify a «real life» of administration and of governmental decisions execution.

Abstract
This article is devoted to the current challenges to interaction between the EAEU and EU. It is a highly crucial issue for academic research due to significant role of regional integration project in the contemporary international system and growing cooperation between various regions. In the article, major problems undermining cooperation between the Eurasian and the European integration project were examined. These problems included such issues as political, institutional, geopolitical, conceptual contradictions and values differences. As a result of this research, it was demonstrated that political interests and reasoning prevail over economic interests and reasoning. The practical importance of this article is determined by evaluation of major issues preventing cooperation between the two integration alliances.

Abstract
The article presents the prerequisites for the formation of international organizations based on mechanisms for the unification of national industries and states. The Russian Federation is currently an active participant in economic and political alliances, and often initiates the creation of supranational alliances in the territory of the former Soviet Union. To date, several interstate organizations are functioning, the most successful is the Eurasian Economic Union, within which common markets for goods and services have been formed, a free flow of labor and capital is provided, and strategic tasks have been set for convergence of national industrial production into a common supranational complex. In this connection, the study devoted to the issues of investment activity in the member states of the Eurasian Economic Union is relevant. The analysis showed that the investment in fixed capital per capita in Belarus, Kazakhstan and Russia is on average the same, while in Armenia and Kyrgyzstan it is four times less. According to sources of financing, investments are formed, mainly, at the expense of own funds of enterprises and organizations, budget appropriations and borrowed funds of credit institutions. At the end of the article, mechanisms of attraction at the supranational level are proposed.

Abstract
The article considers the urban toponymy of Irkutsk. Features of formation and development, features of influence on the identity of inhabitants and prospects of transformation are analyzed. Also, legislative contradictions are shown. In the present work, the phenomenon of the influence of toponymic heritage on the city and townspeople is considered, as well as the attitude of the society to the toponymy issues. By now, many organizations have been formed in Russia (including in Irkutsk), public associations whose activities are aimed at changing the urban image and the urban environment by correcting certain elements of urban toponymy. These associations have scales of directed activity from local (correction of toponymy in concrete settlements), to national (liquidation of concrete toponyms on the scale of the country). All this leads to the phenomenon, which is quite often encountered in post-Soviet Russia - renaming of streets, squares and squares, settlements, etc. One of the most frequent claims of proponents of street renaming is the discrepancy between the cultural and historical content of the city and its toponymic textual image. The work shows that the names of urban toponyms in Irkutsk, neither culturally, nor even historically, correspond to its real historical shape. There is a violation of the «myth of urban culture» (the unity of the name and space of the city), which ultimately affects the perception of the city by its inhabitants, as well as by the guests of the city - by tourists making a material contribution to the development of the city. In this regard, there is a need for toponymic restoration in Irkutsk. At the moment in the vast majority of Irkutsk toponyms there is no response of textual images in the cultural and historical context of the city. However, as shown by the analysis of the historical center of the city, among the «Soviet» names there are still harmonious symbolic images that carry positive information about the history of Irkutsk, confirming its historical status.

Abstract
The article considers the socio-ontological aspects of the information war as a special kind of intellectual confrontation of civilizations in the modern era of globalization. Information warfare is an integral part of the active phase of geopolitical confrontations, acting as a gateway to the classical forms of political destructive actions. The ontology of information war assumes the possibility of a power confrontation of civilizations, but it comes only after the maximum easing of the psychic, emotional and strong-willed resources of enemy. Information war annihilates patriotism as a special way of worldview and attitude.

Abstract
For the analysis of development of the industry in the USSR the author uses the discourse theory which allows comprehensive definition of tendencies of development of the industry in the USSR in the second half of the 20th century. Such practice of use of the concept «discourse» is peculiar to «critical» approaches of philosophical, sociological and politological theories. In the article the author puts the task to track development and transformation of an industrial discourse in a historical retrospective, to define its role in development of statehood and economy of the USSR. In the article an attempt to find the reasons of crisis of an industrial discourse in the USSR is made. The author analyzes interaction of various actors and influence on an industrial discourse of the policy pursued by the state. It is noted that submission to his planned economy and also prioritization of military production over civil, lack of effective communication of science and production to the USSR, lagin scientific and technical progress became important feature of an industrial discourse in the USSR. The reasons of falling of labor productivity and quality of production made by the national industry are analyzed and also it is noted that attempts of reforming of the industry in the USSR weren›t crowned with success as were carried out within a command management system. In the article existence of crisis of labor morals, catastrophic decrease in the motivating and mobilization party of an industrial discourse and disappointment of the Soviet consumers in quality and the range of consumer goods is noted. The author summarized that in the twilight of the USSR the condition of an industrial discourse was extremely depressing, industrial discourse declared by the state wasn›t true. Possibilities of an industrial discourse have been seriously overestimated, there was no strategic planning for the long period.

Development of the theory and methodology of conflict management and implementation of technologies of solving contradictories have to be taken out with considering formation of cultural identity. In the administrative theory influence of cultural factors on dynamics of conflict processes is not fully studied is seldom revised during realization of practical measures in conflict management. Factors of culture genesiswhile defining the course of confrontation of conflict parties, cross-cultural channels of communication, classification of mechanisms of decision-making in the theory and practice of management of the conflicts are given in the article.

Abstract
The current state of Ukraine’s media raises serious questions as to whether a fair and balanced electoral contest can be held. An elaborate system of censorship, including instructions emanating from the financial and industrial groups, distorts news and skews coverage of political affairs. The author discuss tendencies and perspectives of the development of the information society related to the emergence and expansion of social networks. Social, political and ethical aspects of Internet communication are analyzed. Features of the organization and carrying out of actions political flesh-mob, its definition as tool political consumerism are revealed.

Abstract
In article the author considers organizing activities of the Councils of War of fronts and armies, political bodies, commanders and chiefs for logistic support of troops in the Kursk fight. The analysis of archival materials, military memoirs, periodicals and other sources proves that the leading role in the leadership in logistic support of troops belonged to the Councils of War - the collegial bodies making administrative decisions by a majority vote, members, obligatory for all of them. Collectively made decisions were put into practice by orders and orders of top military commanders of fronts and armies.

Abstract
The article reveals the reasons for the different moral and political choice of officers in favor of «reds» or «whites» during the revolution and the civil war. The dilemma of choice is examined on the basis of an appeal to the worldview of the pre-revolutionary officers of the Russian army and the moral content of officer traditions. Traces of the historical continuity of the education of patriotism and civic-mindedness are also analyzed.

Abstract
The article considers change of 1917 October Revolution Image in educational texts for sociohistorical disciplines that were published in Russia. A necessity to investigate the source studying potential of students’ publishing and students’ magazines, published in the period between the thirties and forties of the twentieth century is emphasised. The following categories are used to find the image of the revolution: character of the revolution; issue of property, author’s attitude to violence; results of the revolution; importance of revolution. The role of the state in formation of content, language, structural, logical and physical properties of the educational text in different historical epochs is analysed. Standardization of educational texts is defined and its types are marked. Results of educational texts analysis allowed us to form out the following stages of the 1917 October Revolution Image in educational texts of 1918-2017 years: mythmaking, rationalisation, anomy, unification.

Abstract
The article proves the necessity of singling out the strategy as an independent field of economic knowledge in the professional sphere of activity. In Russia, there is practically no fullfledged perception of the “strategist” profession, although in the world’s leading universities, the approach to strategy as an independent profession that can be learned is widely implemented. In modern Russian realities, economic agents of all levels present strategic documents in one form or another, but they are developed, as a rule, by people who do not have special knowledge and skills of theory and practice of strategic planning. Created in 2007 in the Moscow School of Economics, Moscow State University. M.V. Lomonosov Department of Financial Strategy is the only one in Russia that prepare such a professionals. For 10 years the department has been carrying out comprehensive training of specialists in the field of theory of strategy and practice of strategic planning, according to the methodology of Professor V.L.
