Abstract

Results of the complex research directed to assessment of results of activity of the federal innovative platforms providing professional development and professional retraining of experts in the sphere of purchases of goods (works, services) for the state and municipal needs, conducted on the basis of the developed scientific and methodical model of monitoring of efficiency of their activity with use of technological tools for collecting, the analysis and data storage are presented in this article. Within the complex research innovative activity of federal innovative platforms of the country is collected and analysed, the best practices of their activity are selected and described, ways of development of organizational mechanisms of improvement of technologies and content of innovative activities for professional development and professional retraining of experts in the sphere of purchases of goods (works, services) are revealed and described, possibilities of distribution of the created innovations (the received results) are defined.

Abstract

The paper examines institutions and doctrines of international activity of a subject of federation on the example of Quebec. For half a century this French speaking Canadian province has been one of the most visible and active actors among non-sovereign actors. The presented research shows the evolution of its institutions responsible for international relations and reveals the specifics of the activities of the Quebec delegations and bureaus abroad; it also analyzes the provincial doctrines and white papers on international agenda. It is noted that institutions and doctrines related to Quebec international activity bear a symbolic function along with its immediate practical purpose, reflecting its national, cultural and linguistic specificity.

Abstract

In the article the major aspects of the problem of information security in the national strategy of Russia and Kazakhstan which are connected by community of historical destiny and denial of basic principles of democracy of the western sample are considered. The logic of geopolitical processes during an era of civilization opposition will lead, according to the author, to association of these countries in uniform Eurasian community. Problems of information security of the Russian Federation and Kazakhstan organically enters their national strategy and depend on efficiency of information policy which is, on the bigger measure dependent on the government device. But without skillful and effective information policy the efficiency of the Eurasian conglomerate will be insignificant.

Abstract

This article is devoted to the formation and development of transnational political parties. It is a highly crucial issue for academic research due to active development of transnational parties and their growing role in the decision-making process. As a result of this research, it was argued that development of transnational parties was determined by integration processes. The European integration demonstrates that active cooperation of political parties on the supranational level is highly dependent on the parliamentary assemblies, their budgetary and legislative competences, and elections to form parliamentary assemblies. Then national political parties are interested in joint activities, transnational parties’ structures and consolidation of political programmes to participate in the regional institutions. The practical importance of this article is determined by evaluation of major factors stimulating international political parties’ cooperation and formation of transnational parties.

Abstract

In the article the peculiarities of the small & medium business in European countries are discovered. On the basis of the studying of a great number of scientific works of the Russian & foreign scientists the essential features of this business in Europe are analyzed, also it’s weak & strong pointes comparatively to the big business are highlighted. On the example of France & Switzerland (SWOT-analysis) is proved that each level of regulating of SMB plays a significant role. High importance of the experience of European countries for RF is discovered, also outlined what experience really could be important in the conditions of the Russian Federation.

Abstract

The restructuring of companies has always been seen as a mechanism to improve business performance. In the Russian economy, we can distinguish four stages of restructuring organizations, the development of each of them was due to their own factors, both external and internal. The first stage began with the country’s transition to a market economy and covers the period 1992–1994. During this period, the main factors of the restructuring were: the crisis status of enterprises, the presence of significant non-core assets, lack of financing. The second stage (1994–1997) is characterized by the formation of the main production complexes of companies and the withdrawal of non-core assets. At the third stage (1997–2012) there is an intensive formation of integrated corporate structures and corporations. Currently, the fourth stage of restructuring is developing, the need for which is due to factors optimizing the composition and structure of assets, reducing the financial costs associated with the maintenance and maintenance of non-core assets, improving the efficiency of asset use. Despite the fact that each stage of the transformation of companies is conditioned by its own factors, the ultimate goal of restructuring is to increase the efficiency of the business.

Abstract

In the article the role and the place of noncommercial public organizations in the development of the sphere of services is examined. Are designated the basic trends of contemporary social and economic development, which caused an increase in the attention on the social and economic potential NKO. Are revealed the specific features of noncommercial organizations in the totality of the subjects of social and economic system, their comparison with the organizations of the state and commercial sectors of this system is carried out. The results of investigating the economic possibilities NKO are analyzed. Are revealed the problems of state and prospects for development NKO in modern Russia. Is represented the classification of the forms of noncommercial organizations under the conditions of the market economy. Are isolated public health and formation as the priority of the branch of the sphere of the services, directed toward formation and development of human capital as the key resource of social and economic development. Direct and indirect impact NKO on the development of data of branches is determined. Measures for the solution of the problems of the use of potential NKO in the development of the sphere of services are proposed.

Abstract

The article is devoted to the analyses of main problems and results of administrative reforms in Russia during the transition period (since 1985) from the Soviet administrative system to the actual administrative structure. The basis for it is the model developed by German researches H. Wollmann and S. Kuhlmann and included by them into the textbook «Administra tion and administrative reforms in Europe» one part of which in Russian translation is published in the 11th and 12th issues of this journal. The core of the book builds the administrative reforms analysis approach consisting of three stages (institutions, processes, final effects) and based on the actual new institutionalism theories. The author of the article sees such approach as a possibility for in depth analyses of the reforming process in Russia and development of a further reconfiguration conceptions for the Russian administrative system with the goal to rationalize its structure, optimize main processes, to get positive final effects. As one of the main difficulties during the reform the author together with other researchers sees in the rational bureaucracy experience absence in Russia connected also with a lack of appropriate normative and administrative culture. The influence of these factors is stressed in the conceptions of the historical and sociological institutionalism. The same negative factors put obstacles in the way of new managerial instruments usage seen as the most efficient and effective modernization stimulus for a rational administration by the new public management model in a frame of the institutionalism based on the rational choice theory. The actual administrative reform results are evaluated by the author in a whole as insufficient and requiring further correction.

Abstract

The article investigates the improvement of the draft strategy for the development of the Russian Federation’s sanatorium and Spa complex. The authors consistently and in detail analyse the structure of the strategy, develop and justify a set of practical recommendations to optimize the content of the draft strategy to be analysed.

The article is divided into two parts. In the first part of the article, the authors address the problems and target priorities of the strategy, the world experience in the development of therapeutic tourism and the relevance of its development in Russia in the medium and long term. A critical factor in the promotion of domestic tourism is the inadequate level of service and general development of the infrastructure of Sanatorium and spa and related services. In their analysis, the authors reaffirm the relevance of the development of internal and entry tourism in Russia, emphasize the need for the RF to enter into the international market for curative and curative tourism in the medium term, The need to improve the quality of spa services, to upgrade the material base, and to legislate and regulate this area.

The refined version of the goal strategy proposed by the sponsors will, in the medium term, create a service rather than an industrial or commodity economy in the domestic economy, competitive in world markets as Quality and Price.

Abstract

In the context of the geographical spread of Islam, Muslim communities in European countries are often perceived as an achievement of the multiculturalism and tolerance policy. Their appearance in the region is placed exclusively to the last quarter of 20th — beginning of 21st centuries. The article presents an analytic overview of political, socio-economic and cultural events of the mentioned period in Belgium, the Netherlands and Luxembourg. It allows to make additions to overall assessment of the current political processes and to debate main directions of transformation of the European political and socio-cultural spaces, by example of the Benelux countries.

Abstract

The article is dedicated to the International Holiday — the Day of Fight against Corruption on 9 December. The author of the material considers the vital issues of this so far unsuccessful struggle or ineffective counteraction to corruption phenomena that are revealed in various areas of life and not only our society. The author tries to find out how corruption is treated in the views of the main world religions — Christianity (partially), Islam and national religion — Judaism. The article gives historical reminiscences and authorial comments on the text fragments of the main written sources of these religions. Judgments about the origins, roots and main causes, of course, of the immoral, harmful and devastating phenomenon of corruption, are deeply rooted in the national economies of many developed and most developing countries on the planet. At the end of the article, the author expresses his dissenting opinion on measures to combat corruption in the form of three independent conclusions. But the main thing that the author tries to express in relation to the accumulated domestic experience of fighting corruption is instead of solving a specific problem, it is being reformulated.

The article, based on archival materials, memoirs of participants of the great Patriotic war and other sources, analyzes the organizational activities of the Military councils of fronts and armies during the period of the battle of Kursk medical support of troops. This and the provision of broad assistance to the wounded soldiers, including the deployment of hospitals and the patronage of them, and the establishment of health Foundation of defenders of the homeland, organization of donor movement, and providing food, utensils, furniture, etc. the battle of Kursk teaches that the unity of the front and rear is the main and decisive condition for the Victory of the people over the aggressor.

Abstract

In the article on the basis of statistical materials and documents of the organs of state administration the problems in the economy, the social sphere and the political life of Russia at the beginning of the centuries XX, which were aggravated under the effect of the world war, are revealed. It shows, as the interrelation of data of problems, it brought at the end of February 1917 of year to the general national crisis and a drop in the monarchy in the Russian Empire by revolutionary way. It proves that the permission of crisis via reforms proved to be impossible, since authority proved to be not capable of the reformatory activity. Are represented reasons and nature of the formation of antigovernment opposition in different layers of the society: among the workers, the peasants, the owner’s and liberal bourgeoisie. The nature of the opposition of the supporters of monarchy and state thought is shown. Is done the conclusion that the February revolution was under such conditions inevitable.

In the article the structure of regional innovative system is investigated and its conceptual model opening an essence of innovative activity is developed. The system of the indicators allowing to estimate the level of innovative development of regional economies is offered and the directions regarding improvement of the operating assessment techniques are designated. The article analyzes the development of ideas of “world revolution” in Russia, 1917–1935 gg. as a factor determining foreign policy. One of the mechanisms for the implementation of foreign policy during this period was the III Communist international. An important aspect of the military policy of the Comintern was a secret military-political school Karol swierczewski, where he taught I. G. Starinov. Practical training of participants of the world Communist movement in the military sphere is revealed through the teaching of I. G. Starinov. His students will play an important role in military conflicts and national liberation movements of the twentieth century.
