Abstract

The article is devoted to research of specific goals, objectives and content of the state investment policy in the conditions of formation and development of the knowledge-based economy. The authors analyze key features of the new economy, its influence to and interrelation with political, social and cultural spheres of society. Particular emphasis is placed on the need to develop a consensus strategy of the investment policy, the necessity of its inclusion in the broader context of national economic policy, taking into account a broad range of challenges and risks faced by modern society. The investment policy must be viewed in close connection with the rebranding of the area, its social, geographical and cultural characteristics. As key tools to solve this problem in the article describes modern network technologies: crowdsourcing, benchmarking, marketing territory, etc.

Abstract

Monitoring of the level of corruption in Russia both by region and by levels of power, by specific government institutions and by certain spheres of social activity is one of the most important components of the Russian national anti-corruption policy, including its research component. In recent decades, there has been a significant increase in empirical studies of the phenomenon of corruption, which is largely due to the ever growing interest of domestic and foreign (national and international) research centers to conduct empirical studies of the quantitative and qualitative characteristics of corruption and to find more effective ways to counteract this phenomenon.

Unlike other types of crimes, corruption is deeply latent in connection with what for a long time the only source of information about corruption was criminal statistics. However, comparative study of the phenomenon of corruption both in a single country and on a regional and, even more so, global scale, on the basis of official statistics is practically impossible, since the registration of cases of corruption in official statistics is incomplete, fragmentary. In addition, a large number of statistically recorded misconduct can not always be interpreted as an indicator of high corrupt society.

The article analyzes the scientific methods of diagnosing corrupt relations in the modern society, their specificity, advantages and disadvantages in monitoring corruption are examined.

Abstract

The economy of Russia is in modern conditions at a stage of the transformation caused as shortterm trends (an exit from recession), and long-term (change of a traditional paradigm of development). The attention of authors is concentrated on tendencies of reindustrialization, development of “digital economy”, accelerations of innovative and technological development. Based on the analysis of theoretical views of these tendencies and empirical material a valid conclusion that these tendencies do not contradict each other, and can be harmonized within the state economic policy. In this regard, tools of the last demand a certain updating and improvement. Formation of the new industrial society having not only the high level of innovative and technological development, but also pronounced socio-humanistic orientation has to become a result of these transformations.

Abstract

The article presents the main proposals in the present draft of the economic-mathematical research on the development of technologies of staffing in priority directions of development of economic systems of Federal and regional levels (hereinafter — the Project). Note that in the study any economic system is considered as developing if for it some priority areas of its economic development are identified. For such systems, the actual task of representation and calculation of the priority directions of economic systems in the formats of balance sheets of labour resources, generalizing the traditional «sectoral» approach. The solution to this problem is proposed in the framework of the cluster «industry» approach.

Abstract

This article analyzes how well organized strategic communication during sport events can prevent and even stop internal and external national conflicts and can strengthen the cohesiveness of society within the country. It analyses the possibilities of strategic communication, stages, or risk, and it examines global sporting events such as FIFA Confederations Cup and FIFA World Cup, regarding their ability to change the image of Russia on the world stage.

Abstract

The article describes an issue of an affordable and comfortable spinal column diagnostics as well as the treatment of a wide spectrum of spine and posture distortions of the Russian population from the standpoint of human ecology. Important aspects of the implementation of the state health development strategy are discussed from the perspective of Russian specialists in the field of modern diagnostic medical equipment that include proposals for import substitution in Russia. The article uses descriptive-evaluative and comparative research methods to analyse the current situation in the field of evidence-based diagnostic medicine.

Abstract

One of the performance indicators of customs authorities is the speed of customs operations, which is considered as the defining indicator of the quality of customs services. The leadership of the Federal Customs Service pays much attention to this issue, which is expressed in the establishment of relevant indicators of the effectiveness of the activities of customs authorities, both at the crossing of the customs border of the Eurasian Economic Union, and when placing goods under the declared customs procedure. One of the promising tools for improving the quality of customs services is the declaration of the procedure for customs transit in electronic form. In connection with the relative novelty of this technology, as well as the lack of requirements for the mandatory submission of an electronic transit declaration, the management of the Federal Customs Service established an index of the efficiency of activities, expressed in the filing of electronic transit declarations in the amount of 10, 15 and 20% of the total array of transit declarations in 2, 3 and 4 quarters of 2017. The introduction of electronic transit technology at the current stage is connected with the presence of a number of problematic issues related to the actual imposition of additional encumbrances on participants in foreign economic activity in the form of the need to obtain an electronic digital signature, the formation of a formalized type of shipping documents, or the conclusion of contracts with a customs representative for the performance of the above operations. However, in the short term, the aforementioned costs can be offset by a reduction in the burden on a number of carriers associated with providing compliance with the customs transit procedure, as well as a significant reduction in the time costs associated with customs operations if the electronic form of the transit declaration is included in the customs control mechanism of goods on the principles of a through process of customs control.

Abstract

This article presents some results and reflections of the current study of the intangible cultural heritage of St. Petersburg, including the definition of the intangible characteristics of the UNESCO World Heritage Site “The Historical Center of St. Petersburg and related group of monuments” (hereinafter — World Heritage Site).

The concept of the “intangible heritage” is defined and its role in the formation of the city’s identity of St. Petersburg youth is indicated. Practices and values of the regional identity of the young generation are revealed.

The work used sociological both quantitative and qualitative methods: Internet survey, analysis of documents, interviews and examinations of young people’ self-perception, self-identity and their awareness of the city. The answers were analyzed by the authors from the standpoints of the individual habits of the city’s residents, as well as professionals from related fields of knowledge (architecture, cultural studies, philology, psychology, sociology, jurisprudence) involved in urban projects to popularize the city’s cultural heritage.

Abstract

In the article many-sided activity of staff of the Leningrad militia in the years of war is analyzed (on the basis of archival materials of St. Petersburg and Department of special funds and rehabilitation of Information center of Ministry of Internal Affairs of Russia in SPb and Leningrad Region, Museum of history of militia of the Ministry of Internal Affairs of Russia in SPb and Leningrad Region and the press). The author on concrete examples shows organizing activity of governing bodies of internal affairs of Leningrad, courage and heroism of officers, their participation in assembled of personal savings in Fund of defense, patronage of military units and hospitals of The Workers’ and Peasants’ Red Army.

Abstract

The question of the starting point of the ascent of I.V. Stalin to unified authority is still the key in the historiography of the October Revolution of 1917, which had a great influence on the formation of I.V. Stalin as a politician. The revolution has fostered in him a sense of purpose, a will to win, a desire not to overturn a political opponent. His role in the uprising is very modest. But from the speech to the speech on the pages of the Soviet mass media, Stalin more and more clearly emphasized his closeness to the leader of the revolution — V.I. Lenin, which was important for creating the image of one of the leaders of the armed uprising. Thus, the ascent to individual power began even before 1921, when Stalin became Secretary-General of the RCP (B).

Abstract

The article examines the role of the diaspora in the political processes of the state. As an example, the Armenian Diaspora is located on the territory of the Russian Federation. The main approaches to determining the phenomenon of «diaspora» by well-known domestic and foreign scientists are considered. Key characteristics of classical and modern diasporas, as well as modern approaches to the phenomenon of «diaspora»: sociological, political and ethnic, are presented. The author analyzes the reasons for the resettlement of Armenians from their historical homeland. The main periods of formation of the Armenian diaspora in Russia are outlined. The author defines the stages of formation and development of the Armenian diaspora in Russia. The role of the Armenian Diaspora at the present stage is highlighted. The research reveals the main directions and tasks of the Armenian Diaspora. The role of the Diocese of the Armenian Apostolic Church in the life of the Armenian Diaspora in the Russian Federation is noted.

Abstract

The analysis of the current trends in the Russia’s state policy of international cooperation on the issue of information security reveals the fact that to date China remains the strategic technology partner for Russia. Over the past few years information security has become one of the key topics raised in the talks between the Russian and Chinese counterparts both in the governmental scale and at the level of private business. The author of the article compares the state approaches to information security, analyses possible points of contact in matters of national information security and the views of the parties on the global architecture of information security. Given this, the author draws a distinction between the Eastern (Russian-Chinese) and the Western (the USA, the EU) approaches to ensuring global information security. Based on the analysis of the state information and communication policy of Russia and China, the article provides an assessment of the prospects for further cooperation between the two countries in the field of information technologies.

Abstract
In this article, the author set the goal to determine in what measure the provisions of the classical theory of corporatism of Phillipe C. Schmitter can be applied in the characterization of the modern Russian model of corporate relations. The author focuses on the determination of the type of corporate model of representation of interests in the Russian political space, based on the characteristics of the state and social types, which was formulated by P. C. Schmitter. As a result, the author comes to the conclusion that the Russian model of corporatism is close to the state type of corporatism, but has specific properties that the author tries to formulate.

Review for a monograph Farkhutdinov I. Z. “American Doctrine of Preventive Military Strike from Monroe to Trump: International Legal Aspects”. M. : EURASNIIPP, 2017. 338 p.

The monograph of the prominent Russian expert in the field of international law, Insur Zabirovich Farkhutdinov “The American Doctrine of Military Strike from Monroe to Trump: International Legal Aspects” sparked a lively scientific discussion around the problem of the use of force in the modern international system. On the one hand, to preserve the global legal order, it is absolutely necessary to intervene internationally in the political situation where human rights are violated, on the other hand, the unjustified use of force creates the threat of escalating political instability and undermines international security. It seems reasonable to conclude that the Monroe Doctrine was created as a political instrument to protect the US from interference by foreign governments in the internal affairs of America, but became a means of spreading national sovereignty to spaces with an international regime and the territory of other countries.
