Abstract

2018 became an important boundary of evolutions of global economy and world politics. Not all trends mentioned in the article appeared this year. Positioning of the USA in the world, problems of Europe, crisis of the middle class and growth of the precariat became signifcant factors of development. Crisis of ideologies and growth of populism is also referred by authors to trends of 2018. Authors summarized the most signifcant trends of global development in understanding of the international organizations and gave them an assessment.

Abstract

The article analyzes the concept of “extremism” in national and international law, examines the problem of criminalization of extremism in the legislation of the Russian Federation, foreign states and international legal acts, identifes lacunas and contradictions in the legal regulation of relations aimed at countering extremism, it is argued that legal certainty is one of the factors of the effectiveness of international cooperation in the fght against extremism and terrorism.

Abstract

The author’s hypothesis investigated in this article is connected with the statement about the imbalance in the practical implementation of the principles and priorities of the concept of open government in Russia and the need to study the institutional causes of this imbalance. The purpose of the study is to develop conceptual proposals, the implementation of which will help to smooth out and eliminate the imbalances noted above in development. The article on the one hand, notes the clear achievements in solving many technical and technological problems that have recently hampered the formation of e — government, edemocracy, open government. These include only a partial solution at the state level of the problem of functioning of a convenient and legally signifcant system of identifcation of citizens in the electronic environment, the rating of the functioning of the elements of the electronic democracy and the lack of real interest of citizens to participate in decision-making by public authorities, often narrowing in practice the principles of the concept of “Open Government” to the task of ensuring the openness of data. The identified successes and problems in the formation and development of open government elements allow the authors to offer and justify their vision of promising directions for the practical implementation of the concept of “Open Government” in the Russian Federation. Among them: the need of developing and implementing mechanisms to ensure the mandatory participation of a significant number of the country’s citizens in the public discussion of issues directly affecting their interests, their mandatory direct impact on the adoption of socially significant decisions; the expansion of the use of crowdsourcing as an effective, economic and socially effective tool for involving citizens in socially aware decision-making.

Abstract

As the title implies the article deals and analyse the cooperation processes of the conjugation of the Eurasian Economic Union (EAEU) and the Silk Road Economic Belt.

The purpose of the article is to identify mechanism of the conjunction of the EAEU and Silk Road Economic Belt. To conduct the research and generate results, authors applied document analysis method. The object of the study is the mechanism of the conjugation of the EAEU and Silk Road Economic Belt.

The subject of the research is Russian-Chinese bilateral relations, political and economic aspects and the normative legal base between the EAEU and China. Dependent variables of the research: normative legal framework, political and diplomatic relations, trade and investment cooperation, transport and logistics corridors, industry network, geopolitical constituent, Russian-Chinese relations. Independent variables of the research: the EAEU integration process, agreements between EAEU and Vietnam, Iran, India.

It is analysed and stressed the vital role in the intensification bilateral relations and in the formation of normative legal base between the EAEU member states and the People’s Republic of China (PRC), as well as between the Russia and the PRC in creating favorable conditions to strengthen conjugation of the EAEU and the Silk Road Economic Belt.

The article demonstrates a high level of Russian-Chinese relations in strategic areas of cooperation, a large complex of normative legal base, the importance of developing transport infrastructure and industrial network, the significance of increasing turnover including improving the investment environment.

It is highlighted a crucial role of the Eurasian Economic Commission in creating a normative legal base of the conjugation mechanism of the EAEU and Silk Road Economic Belt in accordance with its competencies. One of the key issues of the article is an important role of the diplomatic and political mechanism of member states´ interaction in implementing the conjugation of the EAEU and the Silk Road Economic Belt. It is analysed the substantial role of nuclear energy as one of the major areas of economic cooperation between Russia and China, as well as one of the main factors for strengthening the conjunction of the EAEU and the Silk Road Economic Belt.

It is underlined dynamism of cooperation of the conjugation. It is stressed the key role of the number of signed normative legal documents as well as a wide range of fields of interaction between the EAEU and the Silk Road Economic Belt. It is established that for the further cooperation is necessary to activate and intensify legal framework between the member states of the EAEU and China. It is shown that listed factors indicate positive perspectives for further cooperation of the conjunction.

Abstract

The article concludes that the new model of local self-government, generated not least by the desire to apply European experience to the realities of transitive Russian society, was initially afrmed as an attempt to radically deny the results of socialist state building, the ideological basis of which was the communist party doctrine. Outwardly distancing themselves from the political component of social processes, federal, regional and local (municipal) elites conducted quite real political (that is, for power resources, available and potential) wars. Local authorities and local self-government bodies, acting as carriers of constructive and destructive potentials, prefer to keep their militant neutrality for the time being, extracting their subjective political role as necessary, arising from objective circumstances, including management ones. The article suggests theoretical models for describing the existing structure of regional political regimes taking into account the «municipal factor».

Abstract

In the article the peculiarities of the formation of the innovative economy in the EU countries & in the USA are discovered. On the basis of analizing of vast statistical & theoretical material the main advantages of the innovation economy in the conditions of modern globalization are discovered. The connection between the innovative economy and the global competitiveness of the countries is proved. The main stages of the development of innovative economy in the countries of EU and in the USA are shown. The role of the supranational innovative system for the innovative development of the EU countries is analyzed. On the basis of the vast amount of the material the weak and the strong points of the innovative development of different countries and also the perspectives for their development are shown.

Abstract

In the article are stated the problems of development of export potential of higher education and its global trends. The experience (best practices) of industrialized countries, as well as the People’s Republic of China on the internationalization of higher education are reveals. The elements of the model of higher education of the Russian Federation for the purpose of the implementation of the national project of export of educational services are analyzed. A set of measures promoting internationalization of Russian higher education is presented.

Abstract

In the article questions of management of social and economic development of territorial subjects of the Russian Federation are considered. It is shown that among problematic and key issues application of a system of strategic planning is found. Shortcomings of the current legislation of this feld of activity are allocated. As new approach three main stages in the organization of management of social and economic development of regions are analyzed, the existing risks and restrictions are considered. It is shown that sustainable development is a consequence of use not of separate tools, but integrated system approaches based on strategic planning.

Abstract

The aim of this article is to highlight the main changes in the Japanese FDI strategy in 2000– 2016. The beginning of the 21st century appeared to be a period when the Japanese foreign economic policy was changed and adapted to new conditions of international market in the context of globalization and growing level of international competition. Japanese companies started to enter and develop in the new markets while ensuring their economic involvement in traditional partner nations. In the beginning of 2000s, the Japanese outward FDI grew signifcantly, especially in the South-East and East Asia. Despite the drastic decline in the Japanese FDI after the fnancial crisis of 2008, it started to increase again in 2010 reaching the previous levels. The Fukushima-1 accident forced Japanese government to revise its energy security strategy and initiated diversifcation of energy suppliers. Among the main recipients of Japanese investment there are the USA, China and ASEAN nations. The recent new foreign economic strategy that is supposed to take the country out of stagnation has resulted in diversifcation of its FDI flow to non-traditional developing markets such as Latin America countries, India, ASEAN including Myanmar, Laos, Cambodia, Vietnam, CIS countries, and Russia. Russia is a strategic supplier of energy resources for Japan and an important consumer market as well. In addition to the energy sector, the investments are growing into the Russian fnancial sectors, retail markets, vehicle manufacturing and pharmaceutical industry. The Russian Far East is the most attractive Russian region due to its territorial proximity and diverse natural and bio resources. Moreover, for Japanese investors Russia may be seen as a growing market with high level of consumption. However, current international political situation and sanctions have slowed down bilateral collaboration and had a negative effect on the Japanese investment activity in the Russian market. Despite that both sides show high interest in strengthening their economic and political relations.

Abstract

Quantitative indicators of tourism development are presented: direct and common input of tourism to the global GDP, influence of the touristic sphere on employment and investment activity in 2015–2017. General approaches of tourism contribution evaluation to the destination’s economy are systematized. They are analyzed in the context of applicability in the meetings industry. In order to develop methodological system of evaluation of the congress-exhibition contribution to the destination development, set of indicators is proposed. It includes four basic groups with certain valuation factors: group of economical and social factors, group of connected with destination promotion to the national and world markets, group of business-factors, and group of research intensity factors of a destination’s industry sectors.

Abstract

When assessing the cost of construction and operation of transport infrastructure in the early stages of the investment process, there is a problem in the formalization of some indicators of the factors influencing decision-making. The temporary impossibility to express them in monetary or comparable natural quantities leads to uncertainty in the ratio between these two groups of factors. On the example of one of the discussed objects of oil transport infrastructure in the territory of the Russian Arctic, quantitative estimates of such uncertainties are obtained, the value of which was very weighty and variable depending on the considered alternative. The authors propose an approach based on the vector representation of factors, fuzzy set theory and expert estimates, which allows developing a criterion of the limit value of uncertainty, allowing making management decisions in the problems of choice. The corresponding model giving the possibility of calculation of such criterion is constructed.

Abstract

There are many ways to measure a land rent. During Perestroika there were historical conditions which allowed to measure a land rent as it was wanted by Henry George, the author of the project of socialization of a land rent as alternative to a taxation. (Among these conditions there is a fnding of earth in public property, lack of the mechanism of pricing of the earth, partial privatization of the earth with its delivery for lease by a part of new owners). We cannot precisely measure change of social structure owing to socialization of a land rent as alternatives to taxation. But our methods coincide with George’s methods. George as author of the project of socialization of a land rent precisely knew social consequences. For the sake of social consequences he also stated all this. According to George socialization of a land rent will lead to increase in specifc weight of private owners and also those who one ready to become the private owner potentially, with those positive consequences what attributed to this phenomenon laissez-faire, libertarianism and solidarism. Destruction of poverty and unemployment goes a bonus. If to enter into the picture of social prosperity painted by George modern realities, then the arising problems are solved by the doctrine of the specifed property rights of R. Coase. As George and Coase do not contradict each other in the apologetics of specifcation of the rights of a private property, such change of social structure owing to socialization of a land rent as increase in specifc weight of private owners, it is possible to take for granted.

Abstract

Different methodological approaches to determining the accessibility of higher education services have been analyzed, and their classifcation into four groups has been proposed by the criteria: ensuring equal opportunities for people to receive higher education, compilation (accounting for a variety of factors affecting accessibility), structural (for accessibility elements of the higher education system, system) and probabilistic (accessibility as a chance to get a higher education or go on training). It is shown that the frst three approaches consider the availability of higher education services as the degree of satisfaction of demand for them. The probabilistic approach takes into account, when determining the accessibility of higher education services, both demand and supply, which most accurately reflects the essence of the notion of accessibility. The Russian and foreign methods of assessing the accessibility of higher education services in general, its separate types are considered, author’s methods are given and justifed. It is shown that for a number of components of the integrated concept of accessibility (social, fnancial, intellectual and medical), the methods for their evaluation have been worked out in sufcient detail, the least studied is the methodology for assessing and managing the territorial accessibility of higher education services.

Abstract

Each country has a unique experience in the protection of material cultural heritage sites. The preservation of heritage is an essential condition for the economic development of any state. Most modern countries are actively promoting their cultural heritage in order to attract professionals and experts in the feld of preservation of cultural heritage sites, making efforts to organize and cooperate in this feld. The study of foreign experience in preserving cultural heritage continues to be relevant for identifying the positive aspects of this kind of activity and its possible further use. Many countries have accumulated valuable techniques and have their own models of security activities in the feld of cultural heritage. A special place in the world experience of preserving cultural heritage is occupied by European countries (France, Italy, Great Britain), which have developed effective mechanisms of security activity of the state over the centuries of practice. The article discusses the main models of state regulation in the feld of protection, disposal and use of material objects of cultural heritage, reveals the specifcs of the legislative framework, organizational and economic support and the role of public organizations. It concludes that the foundations of the cultural policy of European countries are the decentralization of cultural management, as well as the creation of effective mechanisms of public-private partnership and wellfunctioning interaction of the main actors involved in the protection of cultural heritage.

Abstract

The aim of the study: to study the features of management tools and integration of the EAEU at the present stage of its existence. Research methods: problem-theoretical, chronological, systemic, historical-comparative. Results: proposals to improve the existing management and integration tools of the EAEU have been developed. Conclusions: at this stage of development, the management and integration tools within the Eurasian Union are quite efcient, but due to changes in the world, both political and socio-economic and technological, innovations and improvements in this regard are possible, which can increase the efciency of the EAEU functioning.
