Abstract
The article basing on the international law and international standards considers issues of spreading intolerance, xenophobia and racial discrimination. The latter evils and related intolerance often provoke radicalism and extremism in the modern world, trigger separatism and threaten the stability of many European countries. The author compares the situations in France, Germany, Great Britain, including issues of the immigration and citizenship policies, measures of immigrant integration.

Abstract
This article explores the problem addressing the application of international humanitarian law for legal qualification of uses of “new” means and methods of warfare. Author alleges that any new mean or method of warfare has to be considered legally as a “new” until a statistical data related to the consequences of its use on the battlefield unveiled and compared to the consequences of the use of well-known means and methods of warfare.

Abstract
There are various forms and legal mechanisms for e-democracy. It includes an e-justice. E-justice is characterized by transparency, accountability, transparency of information, provision of electronic document. In this paper the author examines the prospects the influence of e-justice in the impartiality and independence of arbitrators. The author notes that e-democracy is becoming increasingly important trend in the world legal and political practice. In 2009, the European Council has identified in it recommendation the role and place of e-democracy, as a means to strengthen the existing system of democracy by increasing public participation and access to the democratic processes. As one of the areas of e-democracy, the Council of Europe highlighted the electronic system of justice. E-justice involves the creation of a transparent, accountable and independent judiciary based on the electronic workflow. Issues of impartiality and independence of arbitrators and the judiciary are critical to any kind of litigation. Ensuring an impartial and independent judicial proceedings, as in the system of arbitration courts and in the state courts of arbitration is often considered by scholars as a factor of investment attractiveness for business, after all, impartial and independent trial obviously gives us confidence in the future. The author in this paper assess the legal perspectives of e-justice in ensuring the impartiality and independence of arbitrators in the terms of international experience and the legal position of the European Court of Human Rights. The author notes that the development of e-justice system in Russia is in general at an early stage. Nevertheless, quite clearly observed a trend “dematerialization” of the trial and the shifting of a number of stages of the proceedings in the electronic channel. In this regard, the study of foreign experience of development of e-justice, in my opinion, is very important. The article also studied the legal characteristics of e-justice with influence as to ensure the impartiality and independence of arbitrators, and the development of e-justice as a whole, providing quality uniform legal regulation in this area.

Abstract
In an article the authors consider relevance of development of the concept «mediation» in the conditions of a multiculturalism and multiparadigmatic character of modern education and need of use of mediation as a special kind of activity of the specialist of a humanitarian profile in modern conditions. Based on the existing scientific and methodological approaches to mediation research as concepts and results of numerous researches, the authors’ definition of the concept «mediation», proceeding from its genesis is offered. This article takes under consideration framing the role of government in Russian present-day society civic culture formation process. It is stressed the need for the formation of political culture that would correspond to the political regime in contemporary Russia. Under consideration it puts an issue of possibility of application of G. Almond and S. Verba civic culture theory in Russian current conditions. Abstract
The article analyzes the process of reflection of the most important religious conflict s i n English caricature at the turn of XVIII-XIX centuries: Anglo-French, anglicano-dissenters and ProtestantCatholic. Fairly common in English public opinion point of view, according to which the war with France is a struggle against irreligion, was reflected in the cartoon, but was not dominant. Dissenters aroused the hostility of cartoonists in the 1790s because of their support for the ideas of the French revolution. Anticatholic sentiments, traditional for England, are presented in the cartoon to the fullest. At the same time, mitigation of anticatholicism in the 1820s, also reflected in the cartoon. In general English caricature, which was the channel of visualization and representation of public sentiment, could be considered as an important historical source.

Abstract
The article is devoted to the Genesis of monasticism in Ancient Russia as the earliest form of deurbanization in Russian culture. The reasons of the rejection of mundane life, the creation of monasteries accoding to the image of the “heavenly city” and causes the return of the monks to the city “sinful” are analysed, the forms of monasticism, the fate of the hermits and monks in extant sources are considered.
