Foreign and domestic political challenges facing Russia actualize issues of improving the education system. Public and municipal administration can only be effective if it relies on the real needs of society, which evolve all the time. In turn, education is a universal way to ensure compliance with public demand and public necessity. Education for public service is a special part of the youth vocational training system. In this case, the tasks of professional training themselves are combined with the priority of educational goals.
POLICY AND CONSTITUTIONAL STATE
The article is devoted to the study of the current state of the «green» parties in the world as a whole, as well as in Europe and the Russian Federation in particular. The history of the formation of the «green» parties is also revealed and their common features are analyzed. In addition, the difference between the European «green» parties and the Russian ones is considered there. An important part of the study is the analysis of the percentage of representatives of «green» parties in the legislative authorities in the countries. As a result of the research, the author comes to several conclusions: currently, «green» parties exist in almost half of the countries where the existence of parties is possible as such. In a quarter of these countries, representatives of these parties are in the government, and about 4% of them are in the ruling coalitions. Nevertheless, for half a century, this is quite a great achievement for parties that were once considered oppositional. Most of these parties are represented in the European parliaments, but they have a number of differences from the «green» parties of the Russian Federation, which is also noted in this article.

After analyzing and selecting objects of influence, methods of indirect influence were used, the task of which was to bring the object to the desired conscious decision.
But on the basis of the research and activities carried out, the author proposes one of the options for using social networks to work with objects in accordance with the assigned tasks to obtain the desired result.
POWER AND ECONOMICS
The article highlights the new realities in the international freight transportation emerged under the simultaneous challenges, related to the global economic crisis, climate change and the COVID-19 pandemic consequences. The authors argue that the seaborn trade has been encountering a fundamental disorders a long before the contemporary global shocks emergence. Additionally the global container crisis, caused by the shortage of free containers and its growing costs has made the whole situation in the international freight transportation worse, causing the delivery time extention and the growth of inflation. The article is aimed on the identification of the most challenging problems in theory and decision makings, encountering the international freight turnover. Analysing the breakthrough research, expertise and applying the new methodological findings the authors of the articleargue the prospective transformation of the international logistics and proposing new framing features for the global supply chaing configuration. The article states the most undermining processes for the international feight turnover such as the global economic crisis, from its beginning in 2008, the enforcement of the international trade contradictions, specifically US-China trade war, ecological degradation, climate change and the global supply chain disruption, enforced by the global container crisis. The unique role of China as the preconditioning chain in the global supply of the commodities, parts and assembiles was revealed as the most risky factor for the business and governments in all over the world. The article concludes that the global system of international seaborn freight transportation has been entering into the epoch of profound transformation. The foresighting about the main direction of that transformation could be meaningful for Russia and the elaboration of its national transportation strategy.
The methodology and its components play a crucial role in forming the necessary basis for forecasting and planning the national economy. The work found that in the literature there is no generally accepted understanding of the content of the methodology of forecasting and planning work, which leads to ambiguous interpretations in the selection of its parts, complicating the analysis of practical application. The aim of the study is to determine the complex of key components and elements of the methodology based on the understanding of foresight and design of the future as creative and transformative activity and to test the element-byelement structure using the example of forecasting and planning in Russia.
The novelty of the research lies in the creation of a decomposition model of the category “methodology of forecasting and planning of the national economy”. The obtained results of the study made it possible to single out such components of the methodology as the foundations, order, methods, results, monitoring of forecast and planned work; the elements of the methodology were typologized principles, approaches, logic, actions, algorithms, typologies, methods, technologies, parameters, indicators, documents, document systems, audit and adjustment. The practical significance of the results obtained is determined by the possibility of their application in the practice of state regulation of the economy, allowing one to identify, evaluate and correct the implementation of the component-element composition of the methodology in modern practice of public administration.
The research prospects are to study the possibilities of including new elements in the methodology, as well as complementing approaches and methods that allow for effective forecasting and planning in the post-industrial economy.
This article studies the incidence of the bioeconomic agenda within the ongoing technological and scientific revolution and its link with inter-regional relations, in the framework of an international system in transition. In this sense, the theory of structural power is proposed as an analytical tool to observe the power relations that can emerge in relation with the development cooperation processes and the consequent configuration of new governance articulations related to sustainable development. It also reflects on the opportunities and challenges concerning this productive paradigm and it focuses on the upcoming relevance of its agenda for the east-west relations between Russia and the European Union. The article argues that although Russia is not among the most important global competitors in the field of bioeconomy, its structural qualities gives the country an important relational power in its connections with other countries/regional configurations. Within the framework of its relations with the European Union, the development of the bioeconomy emerges as a possible scenario of negotiation and dialogue that may renew the currently conflicted bilateral agenda in the face of future development challenges. That would create possibilities to boost confidence in the sharing of scientific and technological information, and also to forge mutually beneficial inter-dependencies. Regarding the methodological strategy, the general approach consists of the premise that global systemic changes generate either incentives or restrictions for technical cooperation around scientific and technological innovation. In this framework, global changes refer both to globalization, as well as to the technological revolution and the urgency around contemporary socio-ecological challenges, and the growing importance of the bioeconomic paradigm in the multilateral spheres of international cooperation. The methodological design is based on a qualitative-exploratory case study, with an explanatory aim.
The article analyzes the international experience of financing small innovative enterprises. The internal environment analysis of the small innovative enterprises financing infrastructure was carried out in China, Israel, European countries and the USA. The study touched upon a number of instruments that finance innovative enterprises, such as state financial support, the venture industry, the alternative investment market (various types of crowdfunding). Based on the conducted strategic analysis, the strengths and weaknesses of the small innovative enterprises financing infrastructure in the analyzed countries were identified. The conducted study of international experience will allow in the future to more comprehensively approach the strategic priorities development of the small innovative enterprises financing infrastructure in Russia at the national and regional levels.
SOCIETY AND REFORMS
At all stages of the formation and development of society, human labor plays a special role — it is the main source of renewal of social relations, proportionally changing its social essence. Digitalization of the socio-economic space, which progressively occupies a place in the struc ture of life and life support of society, is also becoming a powerful catalyst for transformational processes in the field of employment and the labor market. The value system is also subject to modification, which is filled with new content.
As the analysis of research shows, the modification of values is inherent in every turn of development — this means that in the corresponding period in history there is a different perception of values, with a new assessment of everything that is happening. Moreover, it is characteristic of each new generation, along with unshakable values, to form a different color of those of them that are easier to modify and in a new form do not abhor fundamental beliefs and rules.
The values of work at the present stage acquire the features of expressing a certain social position, turns into the core of the attitude to life and social roles in the rigid protocols and new behavioral standards that are being formed in the digital society.
The study indicates that the values of labor are transformed not only under the influence of the legislative and legal initiative of the state, but also due to the wide saturation of information content with forecasts, analytical calculations of experts, examples of existing projects implemented both in Russia and abroad, and other factors.
At the same time, in the intergenerational context, the change in the system of labor values is characterized by varying degrees of influence and significance — for young people to a greater extent, for middle age, based on the importance of labor, achievements and perception of reality, for older people — the ubiquitous inviolability of previously formed labor values.
The purpose of this study is to comprehensively understand the role of mass media in the formation of political consciousness and socio-political guidelines of modern youth. The opportunities of electronic media to increase the degree of interactive participation of the younger generation in social and political life are revealed. The main risks and threats posed by networked information and communication technologies have been identified through systematic analysis. In the course of the study, the author substantiates that the political consciousness and behavior of modern youth is formed with the growing influence of the mobilization component of the global Network, i.e., “mediatization” and “internetization” of social life.
It is argued that the problems of hygiene of media policy, media literacy and improving the information culture of young people remain relevant, given the new challenges of world politics. The propaganda of destructive models of socio-political activity, extremism and terrorism on social networks, as well as the lack of censorship of a significant part of the Internet information space, remains a social problem. It is justified that media educational technologies to increase media literacy and media culture of young citizens contribute to the implementation of their socio-political subjectivity and initiative. Legislative measures aimed at creating an effective and operational mechanism to suppress the dissemination of illegal and destructive information in social media are indicated.
This review of articles follows the methodology of H. Snyder (2019) and based on a study that was a collection, analysis and comparison of relevant publications in the field of UNESCO cultural heritage studies over the past five years by quantitative methods in the Web of Science and Scopus repositories. The scientometric analysis made by means of the VOSviewer_1.6.16_ exe CitNetExplorer_1.0.0_exe programs made it possible to distinguish the most relevant and cited articles in a vast array of publications the most relevant and cited articles, verified by the scientific community, focused the attention of scientists on semantic “nodes”, that is, values that guide social practices. The undertaken study shows that the concepts of UNESCO heritage, and identity in connection with heritage, are not limited to the traditional framework of ethnos and governance, but include a wide range of social, natural and personal conditions, the study of which is of great theoretical and practical significance. The study of the actors involved, including natural and technical non-humans, makes it possible to take more effective conservation policies in the context of natural and environmental changes, world heritage management policies, identity policies in relation to place and heritage, reduce the distance between the “managers” of heritage and those for whom it is being managed, residents close to the heritage, civil society representatives who identify with the groups re-gathering around the heritage.
The logistic service in China’s schools, especially in college schools, has become more and more socialized, which requires higher quality of the management to meet it. The performance evaluation about school logistic service in China includes six aspects: the effectiveness of the operation system, the quality of the school asset, the ability of the development, the service quality, the social contribution and the level of the management. This paper will introduce the current situation of logistic service management in China’s schools, and then make an analysis of the school logistics performance management, followed by a design of performance evaluation index system of school logistics management, which includes 6 indexes and 42 subindexes, with the purpose of improving the quality of school logistics assets, ensuring sustainable development and perfecting the logistics management and economic efficiency. Finally, the paper will try to propose some suggestions on how to reform the school logistics service performance management in China and learn some useful experience from abroad.
HISTORY AND CULTURE
The article deals with the problem of complex continuous flow management of the construction of a metropolis on the example of Leningrad of the late seventies and early eighties of the twentieth century and the proposed ways to solve it. Internal statistical data of the Leningrad City Executive Committee were used. The main problems in ensuring coordinated and systematic management of the construction complex in that historical period are analyzed. Conclusions are drawn about the relevance of this problem and methods of its solution in the conditions of a qualitatively new stage in the development of Russian society.

When developing employment, it is important to take into account that the quality and standard of living of people depend on it. In order to improve the quality of life, consistency is needed in solving problems only through the joint efforts of all levels of government, namely federal, regional, municipal. The ultimate goal of implementing any strategy (global, national, regional, industry, corporate and personal) according to the theory of strategy and methodology of strategizing V.L. Kvint is to improve the quality and standard of human life. The identification of interests in the development of employment of the population of the region is the most important stage of strategizing, since the definition of the real situation will allow us to form such priorities that will not only correspond to trends, but also meet the employment needs of the population of the region. In identifying the coherence of strategic global, national and regional interests in the development of employment in the Amur region, the interests of the global level presented in the UN Sustainable Development Goals, the report “Working for a better future” of the ILO Global Commission on the Future of the World of Work are analyzed. The interests of the national level reflected in the objectives of the National Project “Demography”, as well as in five federal projects subordinate to it. At the regional level, interests are demonstrated in the tasks of three programs of the Amur region.
SCIENTIFIC LIFE
The collective monograph “Тhе Idea of Good in F. М. Dostoevsky’s Work and Its Influence on тhе Development of the Philosophy of Law (To the 200th anniversary of F. М. Dostoevsky)” has become a significant event in the world of world science that studies issues of international law.
Within the framework of this book, great attention is paid to the opposition of the multivector forces of “Good — Evil” in relation to the Russian Federation through the work of F. M. Dostoevsky. Now, on the western borders of the Russian Federation, the actions of a number of western unfriendly states that are members of the NATO military bloc have intensified, which, from the point of view of F. M. Dostoevsky abandoned God and bring evil, vices and death to the whole world. At the same time, the Russian Federation faced an ideological vacuum after the fall of the USSR and the rejection of socialist ideals.
The authors show that Russia can offer the world a new civilizational ideology of Good within which there will be a spiritual transformation and liberation of mankind from temptations, strengthening of faith in God, the establishment of Christian love and virtue. The development of the ideology of Good is becoming the historical mission of Russia in the 21st century.
