In the article questions of purchases of services of vocational education (on the example of purchases of services in training of specialists in the sphere of purchases for the state and municipal needs) from the point of view of antimonopoly control of such purchases are considered. The characteristic mistakes made by the state and municipal customers during purchases of services of vocational education are investigated. The recommendations about implementation of such purchases promoting achievement of the objectives, provided by p. 1 of art. 1 of the Federal law of 05.04.2013 N 44-FZ «About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs» are made.

Stimulation of research activity and innovative development of the higher education, integration of universities with the industrial enterprises, further development of high school innovative infrastructure is provided with creation of innovative ecosystems of the enterprise (research) universities, which are a key element of innovative national development. Basic element of innovative ecosystems are people - idea men, producers of innovative projects, experts in the field of a transfer and commercialization of technologies, capable to mastering new competences of area of innovative business, carriers of innovative culture. As a basic element of an innovative ecosystem of research enterprise universities the innovative platforms allowing generating innovative projects, demanded by hi-tech sector of economy are considered.

Nowadays the quality of educational services has received considerable attention, that is beyond doubt a sign of vested interest of our society in managing educational process at a high-level standard in order to train professionals with all necessary skills and in-depth knowledge of the chosen sphere of activity. Samara State University of Economics became one of the leading universities implementing strategic development of business education, because it has the status of federal innovative platform and therefore participates on the regular basis in international educational and scientific projects. The university uses e-learning technologies. These technologies are rather successfully used in professional training programs of business education for specialists and experts in procurement on the basis of federal innovative platform. This training program is conducted according to the federal law of the Russian Federation on contract system and procurement 05.04.2013 № 44 and departmental acts and guidelines.

The role communicative the practician of participants of contract system within increase of its innovative potential in modern conditions is presented in article. The author staticizes conventional nature of communications and interaktion of participants of the contract relations for stimulation of innovations in purchasing activity.

At the present stage of development of society the most important is the formation of a federal contract system. Formation of flexible accountable to society of lifelong learning providing current and future needs of socio-economic development of the Russian Federation is a priority of the state. In this context it should be a system of qualification evaluation of state and municipal employees, employees of state and local government agencies in terms of the relevant skills. As part of the Samara State University of Economics actively improving aspects of strategic development of business education. The University has the status of federal innovative platform that allows SSEU implement training and retraining of specialists in the field of procurement of goods, works and services for state and municipal needs. These programs are carried out and the use of modern information and educational environment of the University using e-learning technologies and telepresence, which has a positive impact on the process of preparation and its outcome

Overcoming of technological lag of production and transition to economy of knowledge are possible on the basis of the developed innovative ecosystem which includes the environment of generation of knowledge on the basis of researches, an effective education system, science, scientific communities, innovative infrastructure, venture investments, steady demand for innovations, etc. The innovative ecosystem is network community which members combine the resources on mutually advantageous conditions for achievement of innovative result; represent the adaptive organizations, which create and use knowledge, transform them to innovative production, new technologies and possess characteristics of network interaction, existence of the general innovative infrastructure, interface of the purposes and values. Important tendency in the course of evolution of models of the organization of innovative processes is transition to the model of open innovations based on use of internal and external sources of innovations, transition to nonlinear models of the organization of innovative process. All these questions are important for formation of an innovative ecosystem in Russia, which drivers the enterprise universities have to be.

The purpose of this article is to justify a comprehensive approach to assessment of effectiveness of the tender mechanism of competitive procurement that takes into account innovation based on e-ICT and characterizes the procurement system at three levels: legal regulation, operational performance and feedback, and to develop on this basis recommendations for its improvement. The author proposes and justifies the methodology of monitoring the competition and assessing the effectiveness of the tender mechanism of competitive procurement system based on a combination of statistical, econometric and expert methods, analyzes the results of its testing on the base of the Belarusian public procurement data (2012-2014), and justifies the development of a Toolkit “map of innovation” in procurement practice for organizations, and the model of assessment of innovation in procurement for innovation-active organizations.Unlike current practice, the technique allows to monitor the competition in a more effective way and to assess the tender mechanism effectiveness in dynamics and in correlation with law improvement, bidding practice, the professional community’s activity, the development of procurement e-infrastructure. The technique is based on the competition standards developed by the OECD and the comparability of the relevant indicators of the EEU member countries, which allows to use it at cross-border markets. The evaluation results received by the method proposed by the author made the basis for developing practical recommendations by the author on the improvement of the competitive tendering procurement mechanism and its infrastructure.

The article deals with the process of generation and development of the competency model of graduate student of the supplementary programs in the field public procurement. Based on the competency approach review and public procurement laws analysis the author substantiates recommendations for the formation of the competency model in modern Russian conditions.

The author analyzes the problems of conversion at the present stage of the contract system in the procurement field and instruments governing the procurement for state and municipal needs, as well as the willingness of professionals to the constant changes. The authors study international experience of implementing academic programs of Master training. Criteria for assessing the quality of educational services are structured as an institutional framework for the formation of academic programs abroad. The background of import and export of academic programs in a number of countries and its retransformation in recent years are examined. The features of the processes of reforming the educational systems in the world are examined, as well as the value of ranking of Master programs generally carried out in five areas: educational, research, international, knowledge transfer and participation in regional development is revealed.

In the article the problems connected with training of specialists in the sphere of the government and municipal procurements are considered. The federal law N 44-FZ «About contract system…» pays special attention to competitive procedures, which allow choosing the option of delivery of production, most favorable to the customer, in the conditions of the competition. However carrying out competitions demands special qualification and skill, and the relevant normative documents allowing reaching effective results. Training of specialists in this area becomes an important national objective.

The article proves the need to clarify the conceptual apparatus of study of the state youth policy in Russia which according to the author will identify the individual elements of the state (effective and negative) impact on young people as a specifi c socia l group in Russian society. In this context, the author offers his own interpretation of the content of the concepts of «youth», «policy», «public policy», «state youth policy», «negative youth policy», «social class youth policy».
