Abstract
The article deals with legal and constitutional background of the paradiplomacy of Quebec, only French-speaking Canadian province. It reveals the specificity of division of competences between the center and the provinces, and shows features of the constitutional regulation of foreign policy in Canada. The article analyzes the cases that have affected federal-provincial relations in the field of implementation of international treaties negotiated by the Canadian federal government. Special attention is given to the Gérin-Lajoie doctrine of provincial internal competence extension formulated in 1965 on the basis of these cases. It also identifies the main trends of federal-provincial relations concerning the legal regulation of the international activity of Canadian provinces in the last third of XX - beginning of XXI c. It concludes the importance of federal-provincial cooperation in the respective sphere.

Abstract
The article examines main aspects of the conflict in the South China Sea and the impact of this dispute on Russian-Vietnamese relations. The conflict for the Spratly and Paracel islands is considered as one of the most serious security challenges in the Asia-Pacific region. Vietnam might be called one of key participants of the dispute. Vietnam also plays significant role in the Russian policy in the Asia-Pacific. Close Russian-Vietnamese cooperation had been developing yet during the Cold War. Nowadays there are no serious contradictions between Russia and Vietnam. Two countries realize interaction in various spheres. Vietnam is the only Southeast Asia state - strategic partner of Russia. Russia keeps official neutral position in the conflict in the South China Sea, but at the same time it is indirectly involved in this dispute. The position of Russia towards the conflict in the South China Sea is mostly determined by status of partnership with participants of the dispute - China and Vietnam. Russia supports de-facto China in some cases (for instance, concerning critical attitude to «internationalization» of the South China Sea problem). Vietnam, in turn, claims for internationalization of the conflict to strengthen its positions in confrontation with China. At the same time Russia can help Vietnam to improve its conditions in the zone of the conflict by other means - through arms sales and joint energy projects. China is ready to agree with this trend of Russian-Vietnamese relations, because it is interested as in positive cooperation with Russia in general questions, so in Russian favorable neutrality in the South China Sea. So Russia has resources to protect its interests in Vietnam, improve positions of Vietnam in the South China Sea and contribute in stabilization of the conflict.

Scientific and educational space of EEU- the difficult dynamically developing self-organized and self-regulating system. Its behavior defines interaction of multiple actors of social action. Their coordinated coherent efforts can generate effect of the social resonance caused by recursive distribution of the coordinated fractal sample. Thus, the harmonized general scientific and educational space can be constructed. What has to be this fractal image constructed on the coordinated general principles and rules, which is recursively extended generally scientific and educational space is discussed in the article.

Abstract
This article is devoted to analysis of problems and prospects of conjunction of the Eurasian Economic Union (EEU) and the project «One belt, one road». In this context the authors conduct a comparative analysis of Eurasian strategies of Russia and China. The relevance of the topic of the article due to the joint decision of the Russian and Chinese leadership in May 2015 about the conjunction of Russian-Kazakh and Chinese integration projects and the development of modern Eurasia. This project is being actively discussed in the international expert community. The purpose of this article is to identify all possible ways and mechanisms of conjunction of the two projects, as well as an assessment of the benefit of the parties from such forms of integration. As a result, the authors conclude that the prospects for the implementation of plans for the conjunction of the two projects can be assessed as ambiguous.

Abstract
The article has identified the right subnational interpretation of the principle of national treatment (NT) as a cornerstone determining the policy flexibility of subnational authorities. The purpose is to analyse measures of national and subnational authorities affecting the application of the principle of NT vis-à-vis the foreign investor, which allows to recommend certain approaches to investment policy making at the subnational level. The following issues are discussed in the article: concepts of foreign investors and foreign investment in the Russian Federation; NT in bilateral investment agreements; NT of investment in the context of the WTO agreements; a framework for the description of NT at the subnational level; classification of exceptions from NT; exceptions from NT according to GATS obligations; NT at the subnational level. In the Russian Federation the foreign investor has full legal protection equal to the protection of local firms if it is a legal entity in which the foreign shareholder owns at least 10%, but no more than 20% of the authorized capital, or if the foreign investor does not create a new legal entity, but opts for a branch or a representation office. The model bilateral investment treaty of the Russian Federation follows approaches similar to those of developed countries. Questions were identified which should be answered during the investment policy making at the subnational level: For what kind of investors and how is market entry regulated? What represents post-establishment? Is it possible to expand NT for affiliated and dependent firms? In our opinion, nothing prevents the extension of support to small and medium sized enterprises to the entities with 100% (but not 49%) participation of the foreign equity. At the same time it is that type of exceptions from NT which practices in developed countries as well.
Assessment of Quality of Strategic Documents of Development of the Financial Market and Its Segments

Abstract
This article presents an analysis of the quality of the 13 strategic documents in the field of development of the financial sector of the Russian Federation and its branches, developed and adopted during 2001-2016. As the quality criteria have been used 5 principles of strategic planning, enshrined in the Federal Law «On the strategic planning» and 4 factors in the successful programs of reform of the financial sector in the countries - competitors of Russia in the global financial markets. Based on the analysis conclusions were drawn about the poor quality of the processes of strategic planning of the financial sector in the Russian Federation, given the cause-and-effect relationship between the disparity to different criteria (failure to realistic objectives as a whole because of the lack of responsibility), were made on the bottom of the analysis revealed other common disadvantages of strategic documents in this area.

Operability of a method is approved on branch statistics of the North-Western Federal District.

Abstract
The article examines pension systems modernization in China; the evolution of the approaches to solving pension security problems in view of demographic challenges. The existing regulatory framework of funded pensions, the approaches to refill the empty accounts such as delaying retirement ages as well as abolishing one-child policy are in focus of the research. Population aged 60 or over is the fastest growing cohort, globally, according to the UN data. Currently having 15.2% (2015) of its population aged 60 or over, China is one of the most rapidly ageing nations. By 2030, China will have nearly a quarter of their populations aged 60 or over. Population ageing is projected to have a profound effect on the number of workers as well as pensioners, posing the problem of underscoring the national pension systems’ adaptation to changing conditions; increasing the fiscal and political pressures that the old-age and social protection systems, health care systems are facing.

Abstract
The article discusses the problems associated with the protection and evaluation of the St. Petersburg-monuments of architecture buildings, which are under state protection, with appropriate protection status - «a monument of history and culture». We also consider the technical issues be included in the market value of the property factor «historical reputation» with three classical approaches to evaluation - cost, income and comparative. Of particular interest is the formation of a project cost of insurance for the purpose of St. Isaac’s Cathedral, included in the list of UNESCO World Heritage sites. In the absence of a proper valuation of methodical maintenance of monuments article authors try to construct an algorithm and a procedure for determining the insurance value of St. Isaac’s Cathedral.

Abstract
The article is devoted to insufficiently studied page of history of Russian entrepreneurship . The focus of the study - the attempt to device the buffet and the restaurant at the State Duma of the Russian Empire St.Petersburg restaurateurs: A. A. Lomach and T. P. Rumyantsev. A. A. Lomach owned Duma restaurant and bar in the period I and II State Dumas, T. P. Rumyantsev - at the beginning of the III Duma. Despite extensive practical experience, impeccable business reputation A. A. Lomach and T. P. Rumyantsev were unable to achieve success at Russia’s new career. Buffet of the State Duma of the Russian Empire was a «risky area of business». In the dramatic history of this institution, as in a drop of water, reflected the instability of the political life of Russia of the early 20th century, an uneasy way of formation of Russian parliamentarianism. The article is based on the materials stored in the funds of Russian state historical archive, manuscript Department of the Institute of Russian literature of the Russian Academy of Sciences, as well as periodicals of the early twentieth century, the memoirs of contemporaries. The great part of these documents introduced into scientific circulation for the first time.

Abstract
The history of domestic business has been in focus of researches in recent decades. The problem of preserving the historical memory of Russian entrepreneurs in the socio-cultural environment of cities and villages of our country is becoming more and more important for both scientists and politicians. The authors introduce the idea of commemorative complex which is treated as a set of memory places associated with the activity of a certain representative of the commercial and industrial capital. This set is labeled one way or another. In spite of the fact that a considerable number of monuments, museums, sculptures is coming into being, memorial plaques keep a leading role among different ways of commemoration. Memorial plaques connected with the history of Russian entrepreneurship the authors divide into four groups: personal memorial plaques, memorial plaques dedicated to the business of charity, memorial plaques dedicated to the business functions, summarizing memorial plaques. The distinguished features of these types are analyzed. Memorial plaques help to recall the forgotten names of historical persons who did their best for the development and prosperity of their city and region. These signs of memory, as a rule, are an interesting source for studying the daily life of a certain city at a certain stage of its history. The article also presents the practical tasks arising from the study of memorial signs, dedicated to the prerevolutionary entrepreneurs and philanthropists. The role of modern business community in the process of the recovery of Russian entrepreneurs’ names into the political and social discourse is analyzed.

Abstract
The article analyzes the election campaign of 1929 in the local and Central Soviets in the Soviet Union at the regional level on the example of Central Black Earth Region. On materials of archives and published documents examines the struggle over the election between social groups and regional elites with the involvement of the political police. It concludes that the party-state apparatus by the early 1930s gradually taking control of society.
